【摘要】：開放經(jīng)濟下,發(fā)展中國家提升技術(shù)創(chuàng)新水平主要有兩個渠道,一是通過自主研發(fā)來促進(jìn)技術(shù)創(chuàng)新,二是需要借助來自外部的力量,其中就包括對FDI帶來的先進(jìn)技術(shù)進(jìn)行消化吸收后再創(chuàng)新。由于自主研發(fā)會受到國內(nèi)研發(fā)經(jīng)費不足、研發(fā)人員缺乏的限制,研究FDI對東道國技術(shù)創(chuàng)新的影響就變得尤為重要。然而,FDI的流入是否真正提升了東道國的技術(shù)創(chuàng)新水平,學(xué)者們對此看法不一。創(chuàng)新驅(qū)動戰(zhàn)略的實施離不開技術(shù)創(chuàng)新,廣東省作為利用外資大省,不斷擴大對外開放,每年都有大量的FDI涌入,其自身的技術(shù)創(chuàng)新是否因此而受益,成為了亟待解決的問題。在當(dāng)前擴大開放和鼓勵創(chuàng)新的時代背景下,研究廣東省FDI對技術(shù)創(chuàng)新的影響具有重要的現(xiàn)實意義。本文參考了FDI和技術(shù)創(chuàng)新的相關(guān)理論,總結(jié)提煉了FDI影響東道國技術(shù)創(chuàng)新的作用機理,分別闡述了東道國的人力資本狀況、經(jīng)濟發(fā)展水平、對外開放度和基礎(chǔ)設(shè)施水平對FDI影響東道國技術(shù)創(chuàng)新的制約,結(jié)合圖表具體分析了廣東省FDI和技術(shù)創(chuàng)新的現(xiàn)狀。然后通過對知識生產(chǎn)函數(shù)進(jìn)行相應(yīng)的擴展,利用2006-2015年廣東省21個地級市的面板數(shù)據(jù)構(gòu)建計量模型,對于廣東省FDI是否促進(jìn)了技術(shù)創(chuàng)新進(jìn)行實證檢驗,并在此基礎(chǔ)上構(gòu)建連乘變量考察了廣東省的人力資本狀況、經(jīng)濟發(fā)展水平、對外開放度和基礎(chǔ)設(shè)施水平這四個因素對廣東省FDI影響技術(shù)創(chuàng)新的制約作用。研究結(jié)果表明:廣東省FDI對技術(shù)創(chuàng)新發(fā)揮著正向的促進(jìn)作用,并且人力資本狀況越好、經(jīng)濟發(fā)展水平越高,就越有利于發(fā)揮廣東省FDI對技術(shù)創(chuàng)新的促進(jìn)作用,對外開放度和基礎(chǔ)設(shè)施水平對廣東省FDI促進(jìn)技術(shù)創(chuàng)新并未產(chǎn)生顯著作用甚至出現(xiàn)了負(fù)作用。最后基于實證分析結(jié)果,針對廣東省如何更加合理地利用FDI來推動技術(shù)創(chuàng)新,提出了相應(yīng)的對策建議。
[Abstract]:In an open economy, there are mainly two channels for developing countries to upgrade their technological innovation level. One is to promote technological innovation through independent research and development, and the other is to rely on external forces. Which includes the advanced technology brought by FDI digestion and absorption of innovation. Due to the shortage of domestic R & D funds and the lack of R & D staff, it is particularly important to study the impact of FDI on technological innovation in host countries. However, scholars have different views on whether FDI inflows really enhance the level of technological innovation in host countries. The implementation of innovation-driven strategy can not be separated from technological innovation. Guangdong Province, as a big province of utilizing foreign capital, keeps expanding its opening to the outside world, and there is a large number of FDI coming in every year. Whether its own technological innovation will benefit from this has become an urgent problem to be solved. Under the background of expanding opening up and encouraging innovation, it is of great practical significance to study the influence of Guangdong FDI on technological innovation. Referring to the relevant theories of FDI and technological innovation, this paper summarizes and refines the mechanism of FDI's influence on the host country's technological innovation, and expounds the human capital status and the level of economic development of the host country, respectively. The degree of opening to the outside world and the level of infrastructure affect the technological innovation of the host country. The paper analyzes the current situation of FDI and technological innovation in Guangdong Province. Then through the corresponding expansion of knowledge production function, using the panel data of 21 prefectural cities in Guangdong Province from 2006 to 2015 to construct the econometric model, this paper makes an empirical test on whether Guangdong Province FDI has promoted technological innovation. On this basis, the author constructs the continuous multiplicative variable to investigate the influence of four factors on the technological innovation of Guangdong Province, such as the human capital, the level of economic development, the degree of opening to the outside world and the level of infrastructure. The results show that Guangdong FDI plays a positive role in promoting technological innovation, and the better the situation of human capital, the higher the level of economic development, the more conducive to the promotion of Guangdong Province's FDI to technological innovation. The degree of opening to the outside world and the level of infrastructure have no significant or even negative effects on the promotion of technological innovation by FDI in Guangdong Province. Finally, based on the results of empirical analysis, this paper puts forward corresponding countermeasures and suggestions on how to use FDI more reasonably to promote technological innovation in Guangdong Province.
