泰安市農(nóng)村信用社發(fā)展研究

【摘要】:泰安市農(nóng)村信用社自省聯(lián)社新一輪改革以來,立足自身實際,順應(yīng)變革要求,努力推動變革的順利完成。泰安市農(nóng)村信用社的改革,盡管在理論上可能存在著種種缺陷,有許多需要完善的地方,但也必須承認,在這幾年的改革中,泰安市農(nóng)村信用社發(fā)生了巨大變化,一系列改革中遇到的難題正逐步得到解決,全市的農(nóng)村信用社在變革中獲得了重生,行業(yè)活力增強,業(yè)務(wù)范圍得以拓展,經(jīng)營手段日益多元化,社會信譽穩(wěn)步提升,農(nóng)村信用社的市場信心和社會形象達到了一個前所未有的歷史新高。本文通過對泰安市農(nóng)村信用社的發(fā)展歷程、發(fā)展模式、發(fā)展現(xiàn)狀以及改制為農(nóng)商行以后在發(fā)展中所面臨的諸多問題進行了分析和總結(jié),同時借鑒國外農(nóng)村合作金融和國內(nèi)農(nóng)村信用社改制比較成功地區(qū)的經(jīng)驗,針對泰安市農(nóng)村信用社發(fā)展中面臨的不足,提出了一系列促進泰安市農(nóng)村信用社發(fā)展的對策與建議。通過研究得出以下具體結(jié)論:(1)泰安市農(nóng)村信用社從成立到改制為農(nóng)商行的發(fā)展過程中,其發(fā)展模式、產(chǎn)權(quán)制度和管理方式等的也處于不斷地變化之中,但是無論農(nóng)村信用社的體制如何變更,其服務(wù)于“三農(nóng)”,作為農(nóng)村金融主力軍的目標和地位不會改變。(2)在對國內(nèi)農(nóng)村信用社改制的五種模式對比分析后發(fā)現(xiàn),統(tǒng)一法人模式下的農(nóng)商銀行模式能夠最大限度地消除原農(nóng)村信用社時期遺留下來的種種問題,而且改革成本較低,改革難度相對較小,泰安市周邊地區(qū)采用該模式的農(nóng)村信用社較多,因此比較適合當前情況下泰安市農(nóng)村信用社的發(fā)展實際和改革要求。(3)在研究中發(fā)現(xiàn):產(chǎn)權(quán)關(guān)系不明、歷史包袱沉重、管理制度存在缺陷、法人治理機構(gòu)不完善、經(jīng)營機制僵化和內(nèi)控乏力、面臨著信貸風(fēng)險等問題是泰安市農(nóng)村信用社發(fā)展過程中一直面臨而尚未得到解決的主要問題,即使改制為農(nóng)商銀行以后,如果不解決這些問題,泰安市農(nóng)村信用社的發(fā)展仍將受到諸多束縛。(4)泰安市農(nóng)村信用社要想求得發(fā)展,只在體制上改革是遠遠不夠的,在今后的發(fā)展中需要進行以下幾個方面的改進:一是建立現(xiàn)代化的產(chǎn)權(quán)制度;二是加大政策扶持力度,擺脫歷史包袱;三是建立和完善農(nóng)村信用社的管理制度;四是完善法人治理結(jié)構(gòu);五是提高內(nèi)控管理水平;六是建立完善的農(nóng)村信用社風(fēng)險管理體系;七是加大金融創(chuàng)新力度。
[Abstract]:Since the new round of reform of Taian Rural Credit Cooperatives, it has made great efforts to promote the successful completion of the reform based on its own reality and in conformity with the requirements of the reform. Although the reform of Taian Rural Credit Cooperatives may have various defects in theory and many needs to be improved, it must also be acknowledged that great changes have taken place in Taian Rural Credit Cooperatives in recent years. A series of problems encountered in the reform are gradually being solved, the whole city's rural credit cooperatives have been reborn in the transformation, the industry vitality has been enhanced, the scope of business has been expanded, the business means are increasingly diversified, and the social credibility has steadily improved. The market confidence and social image of rural credit cooperatives have reached an unprecedented historical high. This paper analyzes and summarizes the development course, development model, current situation and many problems faced by the rural credit cooperatives in Taian City after being reformed into agricultural and commercial banks. At the same time, based on the experience of foreign rural cooperative finance and the successful area of rural credit cooperative reform in China, this paper puts forward a series of countermeasures and suggestions to promote the development of rural credit cooperative in Tai'an in view of the shortcomings faced in the development of rural credit cooperative in Tai'an. Through the research, we can draw the following concrete conclusion: (1) the development mode, property right system and management mode of rural credit cooperatives in Taian City are also in constant change during the process of their development from the establishment to the reform of the agricultural and commercial banks. However, no matter how the system of rural credit cooperatives changes, it serves the "three rural areas, rural areas", as the main force of rural finance objectives and status will not change. The agricultural and commercial bank model under the unified legal person model can eliminate all kinds of problems left over from the period of the former rural credit cooperative to the maximum extent, and the reform cost is lower and the reform difficulty is relatively small. There are more rural credit cooperatives adopting this model in the surrounding areas of Taian City, so it is more suitable for the actual development and reform requirements of the rural credit cooperatives in Taian City under the current circumstances.) in the study, we found that the property right relationship is unclear, and the historical burden is heavy. The defects of management system, imperfect corporate governance, rigid management mechanism, weak internal control and credit risk are the main problems that have not been solved in the development of rural credit cooperatives in Tai'an. Even if we do not solve these problems, the development of rural credit cooperatives in Tai'an will still be bound by many constraints.) if we want to develop rural credit cooperatives in Tai'an, it is far from enough to reform the system only. In the future development, the following aspects should be improved: first, to establish a modern property right system; second, to increase policy support to get rid of the historical burden; third, to establish and improve the management system of rural credit cooperatives; The fourth is to perfect the corporate governance structure; the fifth is to improve the level of internal control management; sixthly, to establish a sound risk management system for rural credit cooperatives; and seventh, to increase the intensity of financial innovation.
