【摘要】：環(huán)境規(guī)制對外商直接投資的影響研究,一直以來都是國內(nèi)外學(xué)術(shù)界研究的熱點(diǎn)問題。環(huán)境規(guī)制是國家和地區(qū)投資選擇的因素之一,高水平的環(huán)境規(guī)制勢必會加大外商企業(yè)的投資成本,對外商直接投資的吸引起到抑制的作用。但是外商直接投資對山西省的經(jīng)濟(jì)發(fā)展起到了十分重要的作用,山西長期以來都十分重視外商直接投資。外商直接投資的規(guī)模也在不斷擴(kuò)大,但與此同時山西省的環(huán)境狀況也不斷的惡化,2015年山西省的二氧化硫排放總量經(jīng)達(dá)到了112.06萬噸,并且繼續(xù)圍繞“控煤、治污、降塵”等關(guān)鍵環(huán)節(jié)狠抓大氣污染防治措施落實(shí)。那么外商直接投資的進(jìn)入是否對山西省的環(huán)境狀況有所破壞,同時高水平的環(huán)境規(guī)制政策對山西省的外商直接投資是否起到了抑制的作用,這將是本文研究的主要內(nèi)容。本文首先從微觀和宏觀的角度對外商直接投資的影響機(jī)制進(jìn)行分析,認(rèn)為高水平的環(huán)境規(guī)制一般會抑制外商直接投資的進(jìn)入,但是如果由于環(huán)境規(guī)制導(dǎo)致企業(yè)技術(shù)創(chuàng)新,在一定程度上則會對外商直接投資的引入會起到積極作用,其次對山西省的外商直接投資和環(huán)境規(guī)制現(xiàn)狀進(jìn)行描述性分析,認(rèn)為外商直接投資加大了山西省環(huán)境的惡化,同時環(huán)境規(guī)制和外商直接投資之間存在著長期穩(wěn)定的關(guān)系,并利用山西省1990-2014年25年間的時間序列數(shù)據(jù)進(jìn)行實(shí)證分析,實(shí)證結(jié)果表明外商直接投資和環(huán)境污染之間存在顯著的正相關(guān)關(guān)系,即外商直接投資每增加1%,環(huán)境污染程度就會增加0.067%。山西省外商直接投資的進(jìn)入對環(huán)境造成了一定的惡化;同時山西省環(huán)境規(guī)制和外商直接投資之間存在顯著的負(fù)相關(guān)關(guān)系,當(dāng)環(huán)境規(guī)制水平提高時,外商直接投資在一定程度上就會減少,即環(huán)境規(guī)制水平每增加1%,外商直接投資就會減少0.3%。但是從分析的結(jié)果我們可以看出環(huán)境規(guī)制的影響因素相比較于勞動力成本、經(jīng)濟(jì)發(fā)展水平、基礎(chǔ)設(shè)施建設(shè)等影響因素來說影響程度并不是很大。為了實(shí)現(xiàn)山西省經(jīng)濟(jì)和環(huán)境的可持續(xù)發(fā)展,在現(xiàn)階段一方面我們?nèi)孕枰哟笸馍讨苯油顿Y,另一方面也要平衡山西省的環(huán)境狀況。因此,本文從外商直接投資、環(huán)境規(guī)制及企業(yè)方面提出相應(yīng)的對策建議。
[Abstract]:The impact of environmental regulation on foreign direct investment (FDI) has always been a hot topic in academic circles at home and abroad.Environmental regulation is one of the factors of national and regional investment choice. The high level of environmental regulation will inevitably increase the investment cost of foreign enterprises and restrain the attraction of foreign direct investment.But foreign direct investment plays a very important role in the economic development of Shanxi Province, Shanxi has long attached great importance to foreign direct investment.The scale of foreign direct investment is also expanding, but at the same time, the environmental situation in Shanxi Province is also deteriorating. In 2015, the total amount of sulfur dioxide emissions in Shanxi Province reached 1.1206 million tons, and continued to revolve around "coal control, pollution control,"Dustfall, and other key links to pay close attention to air pollution prevention and control measures.Whether the entry of foreign direct investment (FDI) has damaged the environment of Shanxi Province, and whether the high level of environmental regulation policy has restrained the foreign direct investment of Shanxi Province, this will be the main content of this paper.This paper firstly analyzes the influence mechanism of FDI from micro and macro angle, and thinks that the high level of environmental regulation will generally restrain the entry of FDI, but if the environmental regulation results in technological innovation of enterprises,To a certain extent, it will play a positive role in the introduction of foreign direct investment. Secondly, this paper makes a descriptive analysis of the current situation of foreign direct investment and environmental regulation in Shanxi Province, and concludes that foreign direct investment has increased the deterioration of the environment in Shanxi Province.At the same time, there is a long-term stable relationship between environmental regulation and foreign direct investment, and the empirical analysis is carried out by using the time series data from 1990 to 2014 in Shanxi Province.The empirical results show that there is a significant positive correlation between foreign direct investment and environmental pollution, that is, each increase of foreign direct investment will increase the degree of environmental pollution by 0.067.The entry of foreign direct investment in Shanxi Province has caused a certain deterioration of the environment, and there is a significant negative correlation between environmental regulation and foreign direct investment in Shanxi Province, when the level of environmental regulation increases,Foreign direct investment will be reduced to a certain extent, that is, each increase of environmental regulation level will reduce foreign direct investment by 0.3%.But from the result of analysis, we can see that the influence factors of environmental regulation are not very great compared with those of labor cost, economic development level, infrastructure construction and so on.In order to realize the sustainable development of economy and environment in Shanxi Province, on the one hand, we still need to increase foreign direct investment, on the other hand, we should balance the environmental situation of Shanxi Province.Therefore, this paper puts forward the corresponding countermeasures from the aspects of foreign direct investment, environmental regulation and enterprises.
