【摘要】：農(nóng)地流轉(zhuǎn)是以土地換資本,以土地換經(jīng)營的模式。隨著農(nóng)業(yè)機械化、規(guī)�；褪袌龌降牟粩嗵岣�,以及城鎮(zhèn)化水平的不斷提高,勞動力不斷地流出農(nóng)村,土地流轉(zhuǎn)已經(jīng)成為我國農(nóng)業(yè)未來發(fā)展的趨勢。自2004年以來,中央一號文件已經(jīng)連續(xù)14年聚焦“三農(nóng)”問題,根據(jù)文件精神,要發(fā)展中國特色的現(xiàn)代農(nóng)業(yè)有效路徑就是走規(guī)�；�(jīng)營之路,而規(guī)�；�(jīng)營的有效途徑則是推進農(nóng)地穩(wěn)定、有序的流轉(zhuǎn),農(nóng)地流轉(zhuǎn)過程中涉及到明確農(nóng)村集體土地產(chǎn)權(quán),降低交易成本,完善土地流轉(zhuǎn)過程中融資支持機制。通過將土地配置給最具效率的專業(yè)化經(jīng)營者,形成適度規(guī)模經(jīng)營,進而提高農(nóng)業(yè)生產(chǎn)力。而這一方面需要對農(nóng)民承包的土地明確、清晰的確權(quán)、頒證和登記,另一方面則需要大量社會資本的融資支持。因此,如何最大化利用稀缺的土地資源,拓寬專業(yè)經(jīng)營戶的融資渠道,建立成熟有效的融資機制非常值得我們研究。自改革開放以來,河北省著力進行農(nóng)村金融體系建,現(xiàn)已初步形成了商業(yè)金融,政策性金融、合作金融以及其他金融機構(gòu)組織協(xié)調(diào)發(fā)展的局面。但隨著河北省農(nóng)地流轉(zhuǎn)的進程日益加快,河北省農(nóng)村金融供給主體難以滿足日益增加的金融需求。因此,本文將重點研究如何改革河北省農(nóng)村金融供給主體,拓寬農(nóng)業(yè)經(jīng)營主體的資金融通渠道,以促進農(nóng)地流轉(zhuǎn)。本文研究內(nèi)容主要包括以下幾方面:第一,緒論部分,即提出本研究的背景、研究意義、研究目的以及論文撰寫采用的研究方法。第二,界定相關(guān)概念,包括農(nóng)地流轉(zhuǎn)、農(nóng)村經(jīng)營主體,農(nóng)地流轉(zhuǎn)的金融支持等概念,介紹相關(guān)經(jīng)濟學(xué)原理,如產(chǎn)權(quán)理論、農(nóng)村金融和土地市場理論等知識。第三,查閱統(tǒng)計資料對河北省農(nóng)地流轉(zhuǎn)的現(xiàn)狀進行初步分析;然后,通過檢索文獻、實地訪談等形式搜集整理河北省金融供給主體的情況,并對各個主體的供給現(xiàn)狀進行分析;再者,通過各種渠道對微觀經(jīng)營主體的金融需求,融資用途,融資方式、貸款的期限和額度進行調(diào)查。第四,分析農(nóng)地流轉(zhuǎn)過程中金融支持的問題,尋找其原因。從政府、金融機構(gòu)和擔保機構(gòu)三個層次分析其成因。第五,借鑒國內(nèi)外金融支持農(nóng)地流轉(zhuǎn)成熟的案例,整理總結(jié)出土地資產(chǎn)證券化、土地銀行等模式,從其設(shè)立背景、運行概況歸納總結(jié)其共性,最終分析得到經(jīng)驗啟示。第六,也是本文的重要章節(jié)。結(jié)合河北省的農(nóng)地流轉(zhuǎn)情況,國內(nèi)外先進的經(jīng)驗啟示,從政府、金融機構(gòu)、新型金融機構(gòu)等幾個視角分別闡述他們各自的作用,促進政府、銀行業(yè)金融機構(gòu)、新型金融機構(gòu)協(xié)同支持促進土地流轉(zhuǎn)。
[Abstract]:Agricultural land transfer is the mode of land for capital and land for management. With the continuous improvement of agricultural mechanization, scale and marketization, as well as the continuous improvement of urbanization level, the labor force continues to flow out of the countryside. Land circulation has become a trend in the future development of agriculture in China. Since 2004, the first document of the Central Committee has focused on the issue of "agriculture, countryside and farmers" for 14 consecutive years, according to the spirit of the document. The effective way to develop modern agriculture with Chinese characteristics is to take the road of large-scale management, and the effective way of large-scale management is to promote the stable and orderly circulation of agricultural land. Reduce transaction cost, perfect financing support mechanism in the process of land circulation, allocate land to the most efficient professional operator, form moderate scale management, And then improve agricultural productivity. On the one hand, we need clear, clear and definite rights to the land contracted by farmers, certification and registration, on the other hand, we need a large amount of social capital financing support. Therefore, how to maximize the use of scarce land resources, It is very worthwhile for us to study broadening the financing channels of professional operators and establishing a mature and effective financing mechanism. Since the reform and opening up, Hebei Province has made great efforts to build a rural financial system, and has now initially formed commercial finance and policy-oriented finance. The coordinated development of cooperative finance and other financial institutions. However, with the increasing process of agricultural land transfer in Hebei Province, the rural financial suppliers in Hebei Province are unable to meet the increasing financial demand. This paper will focus on how to reform the main rural financial supply in Hebei Province, broaden the financing channels of agricultural management to promote the circulation of agricultural land. The main contents of this study include the following aspects: first, the introduction part, That is, the background of this study, research significance, research purposes and the research methods used in the paper. Second, define the relevant concepts, including the transfer of agricultural land, rural management subjects, the financial support of agricultural land transfer, and so on. This paper introduces the relevant economic principles, such as property right theory, rural finance and land market theory, etc. Third, it makes a preliminary analysis of the current situation of agricultural land circulation in Hebei Province by referring to statistical data. Field interviews and other forms of collection and collation of the main financial supply in Hebei Province, and analysis of the supply of the main body of the current situation; moreover, through various channels to the financial demand, financing use, financing methods, Fourth, analyze the problems of financial support in the process of agricultural land transfer, find out the reasons. Analyze the causes from three levels of government, financial institutions and guarantee institutions. Fifth, Draw lessons from the domestic and foreign financial support farmland circulation mature cases, collate and sum up the land asset securitization, land bank and other models, from its establishment background, operation general situation to sum up its commonness, finally analysis get the experience enlightenment. It is also an important chapter of this paper. According to the situation of agricultural land circulation in Hebei Province and the enlightenment of advanced experience at home and abroad, from the perspectives of the government, financial institutions, new financial institutions, and so on, this paper separately expounds their respective roles to promote the government.
