【摘要】：吳登盛執(zhí)政期間,調(diào)整了緬甸的外資政策,對(duì)外來投資采取了放寬投資領(lǐng)域、降低準(zhǔn)入門檻、靈活掌握土地使用權(quán)限、加大稅收優(yōu)惠力度、完善保護(hù)制度等一系列改革措施,為本國(guó)引進(jìn)外資創(chuàng)造了較為合理的投資環(huán)境。這使外國(guó)投資規(guī)模不斷擴(kuò)大、來源國(guó)和投資領(lǐng)域也趨于多元化,緬甸的對(duì)外貿(mào)易和GDP總量不斷攀升,進(jìn)一步增加了國(guó)內(nèi)就業(yè)。但同時(shí)也加劇了通脹壓力、擴(kuò)大了貿(mào)易逆差。當(dāng)前外資仍然面臨緬甸政局缺乏穩(wěn)定、經(jīng)濟(jì)基礎(chǔ)薄弱、基礎(chǔ)設(shè)施落后、員工素質(zhì)不高、產(chǎn)業(yè)鏈缺失、投資成本偏高、效率低下、法律法規(guī)亟待完善、民族主義高漲等一系列問題。昂山素季領(lǐng)導(dǎo)的民盟政府雖已上臺(tái),但未來如何進(jìn)一步吸引外資,振興緬甸經(jīng)濟(jì),仍然任重而道遠(yuǎn)。
[Abstract]:During his term of office, Thein Sein adjusted Myanmar's foreign investment policy, adopted a series of reform measures on foreign investment, such as relaxing investment fields, lowering entry barriers, flexibly mastering land use rights, increasing tax preferences, and perfecting the protection system. This has created a more reasonable investment environment for the country to introduce foreign capital. This has made the scale of foreign investment continuously expand, the source countries and investment fields have also tended to diversify, and Myanmar's total foreign trade and GDP have been rising. It has further increased domestic employment. But at the same time, it has also increased inflationary pressure and widened the trade deficit. At present, foreign investment still faces a lack of political stability, a weak economic base, a backward infrastructure, a low quality of staff and a missing industrial chain in Myanmar. Investment costs are on the high side, efficiency is low, laws and regulations are in urgent need of improvement, nationalism is rising, and so on. Although the NLD government led by Aung San Suu Kyi has come to power, how can it further attract foreign investment in the future and revitalize Myanmar's economy? There is still a long way to go.
