【摘要】：十八屆五中全會明確提出,到2020年我國現(xiàn)行標(biāo)準(zhǔn)下農(nóng)村貧困人口實(shí)現(xiàn)脫貧,貧困縣全部摘帽。全面建成小康社會最艱巨最繁重的任務(wù)在農(nóng)村,特別是在貧困地區(qū),隨著新時(shí)期國家扶貧工作進(jìn)入新階段,集中力量打贏新一輪扶貧攻堅(jiān)戰(zhàn)是我國“十三五”期間頭等大事,金融扶貧是增加扶貧投入的重要渠道,是脫貧攻堅(jiān)的關(guān)鍵舉措。望都縣作為省級貧困縣之一,脫貧任務(wù)艱巨,脫貧時(shí)間緊迫,探索適合其發(fā)展的金融扶貧模式至關(guān)重要。本文以望都縣為研究對象,通過全面分析河北省望都縣經(jīng)濟(jì)發(fā)展概況、金融扶貧概況及金融扶貧中存在的主要問題,借鑒省內(nèi)金融扶貧試點(diǎn)縣的成功模式,設(shè)計(jì)適合望都縣發(fā)展的創(chuàng)新性金融扶貧模式,并提出保障其成功應(yīng)用的對策建議。全文共分為五個(gè)部分:第一部分,金融扶貧相關(guān)理論基礎(chǔ)。該部分對本文涉及的扶貧及金融扶貧的概念進(jìn)行界定,介紹了金融排斥理論、貧困惡性循環(huán)理論、反貧困理論三個(gè)主要的金融扶貧相關(guān)理論,為設(shè)計(jì)適合望都縣發(fā)展的創(chuàng)新性金融扶貧模式,奠定了一定的理論基礎(chǔ)。第二部分,河北省望都縣經(jīng)濟(jì)發(fā)展和金融扶貧概況。此部分在對望都縣經(jīng)濟(jì)發(fā)展概況和望都縣金融扶貧概況進(jìn)行分析的基礎(chǔ)上,揭示了目前望都縣金融扶貧中存在的主要問題。第三部分,省內(nèi)試點(diǎn)縣金融扶貧模式的經(jīng)驗(yàn)借鑒。該部分介紹并分析了河北省阜平縣、隆化縣和威縣三個(gè)金融扶貧試點(diǎn)縣的成功模式,為設(shè)計(jì)適合望都縣發(fā)展的創(chuàng)新性金融扶貧模式提供指導(dǎo)與借鑒。第四部分,創(chuàng)新望都縣金融扶貧模式。該部分以望都縣特色優(yōu)勢產(chǎn)業(yè)為依托,以“四種兩養(yǎng)”(食用菌、蓮藕、辣椒、蔬菜種植和豬羊養(yǎng)殖)為金融扶持重點(diǎn),創(chuàng)新出適合望都縣發(fā)展的金融扶貧模式,并將其進(jìn)行推廣應(yīng)用。第五部分,支持望都縣金融扶貧模式成功運(yùn)作的政策建議。這部分根據(jù)望都縣金融扶貧具體情況,提出保障望都縣金融扶貧模式成功應(yīng)用的政策措施,以盡快實(shí)現(xiàn)望都縣增收脫貧目標(biāo)。
[Abstract]:The Fifth Plenary session of the 18 CPC Central Committee clearly proposed that by 2020, under the current standards of our country, the rural poor will be lifted out of poverty, and all the poverty-stricken counties will have their caps removed. The most arduous and arduous task of building a well-off society in an all-round way is in the countryside, especially in the poverty-stricken areas. As the national poverty alleviation work in the new period enters a new stage, it is the top priority of our country during the 13th Five-Year Plan period to concentrate efforts to win a new round of poverty alleviation, and financial poverty alleviation is an important channel for increasing poverty alleviation input. Wangdu County, as one of the poverty-stricken counties at the provincial level, has an arduous task to get rid of poverty, and its time is urgent. It is very important to explore a financial poverty alleviation model suitable for its development. This paper takes Wangdu County as the research object. By analyzing the general situation of economic development, financial poverty alleviation and the main problems existing in financial poverty alleviation in Wangdu County, Hebei Province, and drawing on the successful model of financial poverty alleviation pilot counties in Hebei Province, this paper designs an innovative financial poverty alleviation model suitable for the development of Wangdu County. The thesis is divided into five parts: the first part is the theoretical basis of financial poverty alleviation. This part defines the concepts of poverty alleviation and financial poverty alleviation, and introduces the theory of financial exclusion. The theory of vicious circle of poverty and the theory of anti-poverty have laid a certain theoretical foundation for the design of innovative financial poverty alleviation model suitable for the development of Wangdu County. Economic development and financial poverty alleviation in Wangdu County, Hebei Province. Based on the analysis of economic development situation and financial poverty alleviation situation in Wangdu County, this part reveals the main problems existing in financial poverty alleviation in Wangdu County at present. This part introduces and analyzes the successful models of three financial poverty alleviation pilot counties in Fuping County, Longhua County and Weixian County of Hebei Province. To provide guidance and reference for designing innovative financial poverty alleviation model suitable for the development of Wangdu County. Part 4th, innovating Wangdu County Financial Poverty Alleviation Model. This part is based on the characteristic industry of Wangdu County and "four kinds of two kinds of cultivation" (edible fungus, lotus root, lotus root). Pepper, vegetable planting and pig and sheep breeding) as the key financial support, innovative financial poverty alleviation model suitable for the development of Wangdu County, and its extension and application. Part 5th, According to the specific situation of financial poverty alleviation in Wangdu County, this part puts forward the policy measures to ensure the successful application of the financial poverty alleviation model in Wangdu County, so as to achieve the goal of increasing income and eliminating poverty as soon as possible.
