【摘要】：目前,中國經(jīng)濟(jì)增速逐步放緩,經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài),中國制造業(yè)一方面面臨勞動力等生產(chǎn)成本的上漲,另一方面面臨產(chǎn)能過剩的困境。中國經(jīng)濟(jì)亟需轉(zhuǎn)移國內(nèi)的過剩產(chǎn)能,實(shí)現(xiàn)經(jīng)濟(jì)結(jié)構(gòu)的轉(zhuǎn)型與升級。自從"一帶一路"提出以來,我國對"一帶一路"沿線國家的OFDI增長迅速,對外直接投資已經(jīng)成為中國企業(yè)參與"一帶一路"和進(jìn)行國際產(chǎn)能合作的重要形式。提出"一帶一路"戰(zhàn)略已三年有余,"一帶一路"是否對中國經(jīng)濟(jì)產(chǎn)生了影響?在"一帶一路"下"走出去"的中國資本會如何推動中國的產(chǎn)業(yè)升級?這些問題都亟需研究。本先文從理論層面分析了"一帶一路"下OFDI促進(jìn)中國產(chǎn)業(yè)升級的影響路徑,即邊際產(chǎn)業(yè)轉(zhuǎn)移效應(yīng)和逆向技術(shù)溢出效應(yīng)。本文隨后在理論模型中用全要素生產(chǎn)率的變化來刻畫逆向技術(shù)溢出效應(yīng),用折舊率的變化來刻畫邊際產(chǎn)業(yè)轉(zhuǎn)移效應(yīng),并對"一帶一路"實(shí)施前后產(chǎn)業(yè)升級的速度進(jìn)行了比較靜態(tài)分析。模型推導(dǎo)發(fā)現(xiàn),"一帶一路"下OFDI會通過邊際產(chǎn)業(yè)轉(zhuǎn)移效應(yīng)和逆向技術(shù)溢出效應(yīng)推動中國的產(chǎn)業(yè)升級。同時,本文基于2011-2015年137家參與"一帶一路"的上市公司的面板數(shù)據(jù),利用傾向得分匹配(PSM)和倍差法(DID)研究了"一帶一路"下的OFDI對中國產(chǎn)業(yè)升級的影響,同時還分地區(qū)、分所有制對數(shù)據(jù)進(jìn)行了研究。主要實(shí)證結(jié)論如下:(1)"一帶一路"下的0FDI對中國產(chǎn)業(yè)升級有顯著的正向作用,能夠提高企業(yè)的勞動生產(chǎn)率,促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化。(2)"一帶一路"下各地區(qū)的對外直接投資對產(chǎn)業(yè)升級的推動作用存在差異,存在"東部強(qiáng)于中西部"的現(xiàn)象,但無法識別中西部哪個地區(qū)"一帶一路"下OFDI的產(chǎn)業(yè)升級效應(yīng)更強(qiáng)。(3)"一帶一路"下不同所有制企業(yè)的對外直接投資對產(chǎn)業(yè)升級的推動作用存在差異,存在"民營企業(yè)強(qiáng)于公有制企業(yè)、外資企業(yè)不顯著"的現(xiàn)象。本文最后還根據(jù)模型結(jié)論和實(shí)證結(jié)果給出了政策建議。
[Abstract]:At present, China's economic growth is gradually slowing, economic development has entered a new normal, China's manufacturing industry on the one hand faces rising production costs such as labor. On the other hand, it faces the dilemma of overcapacity. China's economy urgently needs to transfer its domestic excess capacity to realize the transformation and upgrading of its economic structure. China's OFDI to countries along "Belt and Road" is growing rapidly. Foreign direct investment (FDI) has become an important form for Chinese enterprises to participate in "Belt and Road" and carry out international capacity cooperation. It has been more than three years since the "Belt and Road" strategy was put forward. Has Belt and Road had an impact on China's economy? How will Chinese capital "go out" under "Belt and Road" promote China's industrial upgrading? All these problems need to be studied. This paper analyzes the influence path of OFDI to promote China's industrial upgrading under "Belt and Road" from the theoretical level. This paper uses the change of total factor productivity to describe the reverse technology spillover effect in the theoretical model and the marginal industrial transfer effect with the change of depreciation rate. And the "Belt and Road" before and after the implementation of the industrial upgrading of the speed of comparative static analysis. Model derivation found. Under "Belt and Road", OFDI will promote China's industrial upgrading through marginal industrial transfer effect and reverse technology spillover effect. This paper is based on panel data of 137 listed companies involved in Belt and Road from 2011 to 2015. The influence of OFDI under "Belt and Road" on China's industrial upgrading is studied by using the propensity score matching (PSM) and the double difference method (DIDD). At the same time, it is divided into regions. The main empirical conclusions are as follows: (1) "Belt and Road" has a significant positive effect on China's industrial upgrading, and can improve the labor productivity of enterprises. Promote the optimization of industrial structure. 2) under "Belt and Road", there are differences in the role of foreign direct investment to promote industrial upgrading in different regions, and there is a phenomenon that "the east is stronger than the central and western regions". However, it is impossible to identify which region in the Midwest, "Belt and Road", has a stronger industrial upgrading effect under "Belt and Road".). Under "Belt and Road", there are differences in the role of foreign direct investment (FDI) of different ownership enterprises in promoting industrial upgrading. There is a phenomenon that "private enterprises are stronger than public enterprises, but foreign-funded enterprises are not significant". Finally, the policy suggestions are given according to the conclusions of the model and the empirical results.
