【摘要】：政府產(chǎn)業(yè)引導(dǎo)基金是政府為了促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級,對于國家重點(diǎn)產(chǎn)業(yè)項(xiàng)目的建設(shè)進(jìn)行政策性引導(dǎo)和扶持,促進(jìn)國家重點(diǎn)產(chǎn)業(yè)的快速發(fā)展而由政府設(shè)立的專項(xiàng)股權(quán)投資基金。政府產(chǎn)業(yè)引導(dǎo)基金通過股權(quán)投資基金方式對相關(guān)產(chǎn)業(yè)領(lǐng)域進(jìn)行股權(quán)投入,同時(shí)依據(jù)市場規(guī)則運(yùn)作,改變了財(cái)政原有對產(chǎn)業(yè)發(fā)展扶持資金的分配方式,對政府財(cái)政資金的分配方式進(jìn)行了制度性的創(chuàng)新,同時(shí)也發(fā)揮了市場在資源配置中的決定性作用。政府產(chǎn)業(yè)引導(dǎo)基金的蓬勃發(fā)展是當(dāng)前我國財(cái)政赤字不斷加大、存量債務(wù)龐大的背景下,我國財(cái)政通過杠桿效應(yīng)和引導(dǎo)效應(yīng)發(fā)力促進(jìn)經(jīng)濟(jì)穩(wěn)步增長的重要政策措施。當(dāng)前我國政府產(chǎn)業(yè)引導(dǎo)基金如火如荼地開展,根據(jù)國內(nèi)外引導(dǎo)基金的運(yùn)作實(shí)踐經(jīng)驗(yàn),政府產(chǎn)業(yè)引導(dǎo)基金投資周期一般為五至七年,過早或過晚退出都會(huì)影響政府產(chǎn)業(yè)引導(dǎo)基金的支持、引導(dǎo)效果�；诋�(dāng)前政府產(chǎn)業(yè)引導(dǎo)基金的發(fā)展現(xiàn)狀,從中期來看在未來一段時(shí)期內(nèi)政府產(chǎn)業(yè)引導(dǎo)基金必然面臨大規(guī)模退出的局面,政府產(chǎn)業(yè)引導(dǎo)基金的退出是關(guān)系到政府產(chǎn)業(yè)引導(dǎo)基金整個(gè)運(yùn)作鏈條能否成功的最后一個(gè)環(huán)節(jié),也是影響基金可持續(xù)運(yùn)作的關(guān)鍵環(huán)節(jié)。本文對我國政府產(chǎn)業(yè)引導(dǎo)基金退出的研究具有一定的理論意義及實(shí)踐意義。本文立足于當(dāng)前政府產(chǎn)業(yè)引導(dǎo)基金退出的理論分析,從政府產(chǎn)業(yè)引導(dǎo)基金退出現(xiàn)狀入手,運(yùn)用歸納分析法、比較分析法及案例分析法分析其退出歷程、制度規(guī)范,同時(shí)對于政府產(chǎn)業(yè)引導(dǎo)基金退出的模式、路徑及關(guān)鍵環(huán)節(jié)進(jìn)行介紹并分析,發(fā)現(xiàn)當(dāng)前我國政府產(chǎn)業(yè)引導(dǎo)基金在退出制度體系、整體規(guī)劃缺失、資本結(jié)構(gòu)方面存在問題,同時(shí)在政府專業(yè)人才及退出依賴的資本市場也存在一些不足之處。最后基于我國政府產(chǎn)業(yè)引導(dǎo)基金退出存在的問題分析,嘗試提出具有針對性的對策建議,以期對未來政府產(chǎn)業(yè)引導(dǎo)基金退出提供理論及實(shí)踐參考價(jià)值。本論文共五部分,第一部分為引言,主要介紹本文的研究背景和研究意義,總結(jié)了已有的研究成果;第二部分為我國政府產(chǎn)業(yè)引導(dǎo)基金退出的理論分析,界定了政府產(chǎn)業(yè)引導(dǎo)基金退出內(nèi)涵,梳理出與本文相關(guān)的理論基礎(chǔ),同時(shí)對于政府產(chǎn)業(yè)引導(dǎo)基金退出必要性進(jìn)行了深入分析;第三部分為我國政府產(chǎn)業(yè)引導(dǎo)基金的退出現(xiàn)狀,介紹了政府產(chǎn)業(yè)引導(dǎo)基金各發(fā)展階段的設(shè)立及退出情況,梳理了當(dāng)前我國產(chǎn)業(yè)引導(dǎo)基金退出相關(guān)的制度規(guī)范,闡述了我國政府產(chǎn)業(yè)引導(dǎo)基金退出的模式、路徑以及退出的三個(gè)關(guān)鍵環(huán)節(jié),同時(shí)引入退出案例分析;第四部分分析了當(dāng)前我國政府產(chǎn)業(yè)引導(dǎo)基金存在的問題,主要包括退出制度體系不完善、基金整體規(guī)劃缺失、資本結(jié)構(gòu)不合理、政府專業(yè)人才匱乏及退出市場基礎(chǔ)不足等問題;第五部基于政府產(chǎn)業(yè)引導(dǎo)基金退出存在問題提出針對性的對策建議,主要包括健全政府產(chǎn)業(yè)引導(dǎo)基金退出制度體系、完善基金整體規(guī)劃、提升風(fēng)險(xiǎn)控制機(jī)制,嚴(yán)格把關(guān)資本結(jié)構(gòu)、培養(yǎng)政府專業(yè)人才、完善多層次資本市場體系及加強(qiáng)退出過程中各個(gè)政府職能部門之間的協(xié)調(diào)配合。
[Abstract]:The government is the government guide fund industry to promote the optimization and upgrading of industrial structure, for the construction of national key projects of industrial policy guidance and support, to promote the rapid development of key national industries set up by the government of the special equity investment fund. The Chinese government guide fund industry to carry out like a raging fire, according to the domestic and foreign guide fund operation experience, government guidance funds industry investment cycle is generally five to seven years, too early or too late exit will affect the government guidance funds industry support, guiding effect. Based on the current government guide fund industry development present situation, from the mid in the next period of government guidance funds industry must face the scale out of the situation, the government guide the fund industry's exit is related to the last step of the government guide fund industry chain to the success of the operation, but also the key to affect the sustainable operation of the fund. This paper has some theoretical significance and practical significance of the research fund exit to guide our government industry. Based on the current government guidance funds industry exit theory analysis, from the Government Industry Guide The fund from the current situation, the use of inductive analysis, comparative analysis and case analysis of the exit process, system specification, and guide the fund exit mode for the government industry, path and key links are introduced and analyzed, and found that our government guide fund industry in exit system, lack of overall planning, problems the capital structure, while government professionals rely on the capital market exit and there are also some shortcomings. Finally, based on the analysis of our government to guide the fund industry out of the existing problems, try to put forward the targeted countermeasures and suggestions, in order to guide the fund industry from future government to provide a theoretical and practical reference value. This paper is the five part, the first part is the introduction, mainly introduces the research background and research significance, summarizes the existing research results; the second part of China's Government Analysis of the theory of government funds to exit the industry guide, defines the government guide fund industry exit connotation, sort out the basic theory related to this paper, at the same time for the government to guide the fund industry from the necessity of in-depth analysis; the third part is our country government industry guide situation out of the fund, the government introduced the establishment of the fund industry to guide the various stages of development and the exit, combing the current our country industry guide funds to exit the relevant rules and norms, elaborated our country government guidance funds industry exit mode, path and the three key ring out of the exit section, while the introduction of case analysis; the fourth part analyzes the current our country government guidance funds industry problems, including exit system is not perfect, lack of overall planning funds, unreasonable capital structure, the government lack of professional talents and exit the market infrastructure is not enough Fifth; Department of government guidance funds industry exit problems put forward the countermeasures and suggestions based on including perfecting government guidance funds industry exit system, improve the fund's overall planning, improve risk control mechanism, strict control of capital structure, the government to cultivate professional talents, improve the multi-level capital market system and strengthen the coordination between the various government departments exit in the process of cooperation.
