【摘要】：農(nóng)業(yè)政策性金融是政府為了平穩(wěn)農(nóng)業(yè)市場(chǎng)的劇烈波動(dòng)而采取的一項(xiàng)調(diào)控措施,作為農(nóng)村金融體系的一個(gè)環(huán)節(jié),在支持農(nóng)業(yè)建設(shè)方面發(fā)揮著巨大的效用。吉林省的農(nóng)業(yè)經(jīng)濟(jì)發(fā)展動(dòng)力嚴(yán)重不足,生產(chǎn)力水平低下,農(nóng)業(yè)生產(chǎn)效率的提高迫在眉睫,因?yàn)檗r(nóng)業(yè)產(chǎn)量和農(nóng)村經(jīng)濟(jì)發(fā)展呈現(xiàn)緩慢下降的趨勢(shì),會(huì)嚴(yán)重影響社會(huì)穩(wěn)定和經(jīng)濟(jì)水平的均衡發(fā)展。打破吉林省農(nóng)業(yè)發(fā)展所存在的弊端依然是當(dāng)前吉林省農(nóng)業(yè)發(fā)展的重中之重,而解決這些問(wèn)題的關(guān)鍵之處在于如何恰當(dāng)?shù)剡\(yùn)用農(nóng)業(yè)政策性金融這一有利工具。文章首先對(duì)農(nóng)業(yè)政策性金融在國(guó)內(nèi)外的研究情況進(jìn)行描述,隨即引出了寫(xiě)作過(guò)程中應(yīng)用到的相關(guān)理論,在省內(nèi)政策性金融發(fā)展現(xiàn)狀的基礎(chǔ)上,結(jié)合計(jì)量經(jīng)濟(jì)學(xué)和統(tǒng)計(jì)學(xué)等計(jì)算方法,選擇政策性銀行、政策性保險(xiǎn)以及農(nóng)林牧漁總產(chǎn)值等重要指標(biāo),應(yīng)用單位根檢驗(yàn)、Johansen協(xié)整分析、格蘭杰因果關(guān)系檢驗(yàn),在政策性金融發(fā)展現(xiàn)狀與農(nóng)業(yè)發(fā)展水平之間的關(guān)系及影響程度作出了明確的分析,并得出了重要的結(jié)論。通過(guò)對(duì)模型進(jìn)行誤差修正以后得出,發(fā)現(xiàn)三者之間存在著穩(wěn)定的關(guān)系,變量之間的影響因素均為正方向變化,并得出了相應(yīng)的結(jié)論。盡管政策性金融對(duì)農(nóng)業(yè)建設(shè)有著積極的促進(jìn)作用,但是政策性金融自身存在著諸多問(wèn)題,文章最后針對(duì)政策性銀行對(duì)農(nóng)業(yè)生產(chǎn)提供的資金有限、政策性保險(xiǎn)的范圍不夠廣泛等主要問(wèn)題給出了解決對(duì)策,并且在農(nóng)業(yè)政策性信托和農(nóng)業(yè)政策性合作金融等次要方面也應(yīng)該積極配合農(nóng)業(yè)發(fā)展和建設(shè)的需要。只有解決好政策性金融在自身發(fā)展過(guò)程中的諸多問(wèn)題,才能促使其對(duì)農(nóng)業(yè)經(jīng)營(yíng)發(fā)揮積極作用,才能進(jìn)一步促使吉林省農(nóng)業(yè)經(jīng)濟(jì)的蓬勃發(fā)展,制定出適合吉林省農(nóng)業(yè)發(fā)展需要的政策性金融是必要的,也是日后要努力實(shí)現(xiàn)的奮斗目標(biāo)。鑒于農(nóng)業(yè)在吉林省市場(chǎng)經(jīng)濟(jì)和社會(huì)發(fā)展的特殊地位和重要作用,想要又好又快地引導(dǎo)農(nóng)業(yè)發(fā)展,坐穩(wěn)糧食大省的寶座,就必須依靠政策性金融所發(fā)揮的作用,因此,必須及時(shí)解決政策性金融自身發(fā)展過(guò)程中所出現(xiàn)的各種問(wèn)題,深入挖掘其對(duì)農(nóng)業(yè)建設(shè)的職能,使得吉林省農(nóng)業(yè)建設(shè)日益繁榮。
[Abstract]:Agricultural policy finance is a government regulation and control measures in order to smooth volatility in agricultural markets and take, as a part of the rural financial system, play a huge effect in support of agricultural construction in Jilin province. The power of agricultural economic development is seriously insufficient, low levels of productivity, enhance the efficiency of agricultural production is imminent, because agricultural production and rural economic development has a slow downward trend, it will seriously affect the balance of social stability and economic development level. To break the drawbacks of agricultural development of Jilin province is still the priority among priorities of the agricultural development in Jilin Province, the key points and the solution to these problems is how to properly use the agricultural policy finance this article first. Favorable tool of agricultural policy finance in the domestic and foreign research situation described, then leads to the application of the writing process. Based on the theory of the policy of financial development on the current situation, combined with the econometric and statistical calculation, selection of policy banks, an important indicator of the insurance policy and the gross output value, based on the unit root test, Johansen cointegration analysis, Grainger causality test, relation and influence between financial policy the development status and level of agricultural development has made a clear analysis, some important conclusions have been obtained. Based on the model of error correction after that, a stable relationship exists between the three was found, influencing factors among variables are the direction of change, and draw the corresponding conclusions. Although the policy finance has positive effects on the construction of agricultural policy finance, but many of their own problems, finally, policy banks provide funds for agricultural production, policy The scope of insurance is not wide enough problems countermeasures are given, and should actively cooperate with the needs of agricultural development and construction in agricultural policy and agricultural policy financial cooperation trust secondary.
