【摘要】：國際一流商圈是國際大都市的重要組成部分,當(dāng)今世界的著名城市基本上都有著世界級(jí)的商圈。當(dāng)前中國經(jīng)濟(jì)步入“三期疊加”的新常態(tài)發(fā)展周期,內(nèi)外發(fā)展環(huán)境更趨嚴(yán)峻復(fù)雜,“穩(wěn)增長(zhǎng)、調(diào)結(jié)構(gòu)”成為國家新戰(zhàn)略的主抓手。無論是進(jìn)一步調(diào)整擴(kuò)充國內(nèi)需求,還是進(jìn)一步激活增強(qiáng)一線城市國際競(jìng)爭(zhēng)力,都必然要加快打造若干具有中國特色的世界一流商圈。廣州是中國著名的“千年商都”、“外貿(mào)門戶”,2010年被定位為國家中心城市后,提出要建設(shè)與之匹配的國際商貿(mào)中心、國際航運(yùn)中心,這就對(duì)廣州加快選點(diǎn)打造世界一流商圈提出了必然要求。已晉級(jí)為中國最大體量商圈的廣州天河路商圈,就具備這樣的條件。當(dāng)下,天河路商圈已進(jìn)入轉(zhuǎn)型升級(jí)的關(guān)鍵時(shí)期。盡管該商圈有著堅(jiān)實(shí)的軟硬件基礎(chǔ),但也面臨著許多煩惱困擾和瓶頸制約,同時(shí)也受到了廣州及珠三角其它城市的同類商圈、社區(qū)商業(yè)、網(wǎng)購等的多方面、全方位的沖擊影響,需要政府加大高水平引導(dǎo)支持力度,“扶一把、送一程”。本論文以天河路商圈為實(shí)例,對(duì)政府該如何有效支持一流商圈打造的問題進(jìn)行專題研究。首先從相關(guān)支撐性理論入手,指出政府支持商圈打造的必要性和共性規(guī)律。同時(shí)通過政府訪談、專家座談、運(yùn)營商探訪、消費(fèi)者需求調(diào)研、實(shí)地考察等方法,分析了天河路商圈的歷史沿革、發(fā)展現(xiàn)狀及演變態(tài)勢(shì),然后運(yùn)用SWOT分析法透析其面臨的威脅、困境與機(jī)遇,以及幾級(jí)政府在支持該商圈轉(zhuǎn)型提升中存在的缺位與短板。最后結(jié)合部分知名商圈打造中政府支持的經(jīng)驗(yàn)和思路,進(jìn)而提出前瞻性的策略建議。天河路商圈是當(dāng)今中國商業(yè)領(lǐng)域的一個(gè)經(jīng)典縮影,本論文通過對(duì)天河路商圈建設(shè)中政府支持策略的實(shí)證研究和理性思考,不僅為天河路商圈個(gè)案“把脈開方”,為地方政府適應(yīng)引領(lǐng)經(jīng)濟(jì)發(fā)展新常態(tài)提供策略建議,還嘗試以創(chuàng)新思維和全局視野,以期為各地打造世界一流商圈探尋具有共性規(guī)律的政府支持策略。
[Abstract]:International first-class business district is an important part of international metropolis. Nowadays famous cities in the world basically have world-class business circles. At present, China's economy has entered a new normal development cycle of "three phases superposition", and the internal and external development environment is becoming more and more severe and complex. "steady growth and structural adjustment" has become the main grasp of the new national strategy. Whether it is to further adjust and expand domestic demand, or to further activate and enhance the international competitiveness of first-tier cities, it is necessary to speed up the establishment of a number of world-class business circles with Chinese characteristics. Guangzhou is China's famous "millennium commercial capital" and "foreign trade portal". After being positioned as a national central city in 2010, Guangzhou has proposed to build an international trade and trade center and an international shipping center to match it. This will speed up the selection of Guangzhou to create a world-class business circle put forward the inevitable requirements. Has been promoted to the largest volume of China's largest volume of Guangzhou Tianhe Road business district, with such conditions. At present, Tianhe Road business circle has entered a critical period of transformation and upgrading. Although this business district has a solid foundation of hardware and software, it also faces many troubles and bottlenecks, and is also affected by the various aspects of the same business circle, community commerce, and online shopping in Guangzhou and other cities in the Pearl River Delta. Needs the government to increase the high level guidance support dynamics, "helps one, sends a journey". Taking Tianhe Road commercial district as an example, this paper makes a special study on how the government can effectively support the construction of the first class business district. Firstly, it points out the necessity and common law of government supporting business circle building. At the same time, through government interviews, expert discussions, operator visits, consumer demand research, field visits and other methods, this paper analyzes the historical evolution, development status and evolution situation of Tianhe Road business district, and then uses SWOT analysis method to analyze the threats it faces. Difficulties and opportunities, as well as several levels of government in support of the business transformation and promotion of the absence and weakness. Finally, combined with some well-known business circles to build government support experience and ideas, and then forward-looking strategic recommendations. Tianhe Road Business Circle is a classic epitome of the current Chinese commercial field. This paper not only "opens the pulse" for the Tianhe Road commercial circle case through the empirical research and rational thinking on the government support strategy in the construction of Tianhe Road Commercial Circle. This paper provides suggestions for local governments to adapt to the new normal of leading economic development, and tries to explore the government support strategies with common laws for building world-class business circles in different parts of the world with innovative thinking and overall vision.
