【摘要】：2010年以來,廣東省借鑒新加坡“平價(jià)超市”經(jīng)驗(yàn),采取“政府搭臺、市場唱戲”的形式,在全省開展“平價(jià)商店”建設(shè),通過“農(nóng)超對接”的方式,減少農(nóng)產(chǎn)品流通環(huán)節(jié),降低流通成本,引導(dǎo)和平抑物價(jià),保障低收入群眾的基本生活水平。廣東扶持平價(jià)商店建設(shè)的手段主要有三：資金扶持、政策扶持、重點(diǎn)扶持,其中資金扶持的主要來源是價(jià)格調(diào)節(jié)基金,這也是平價(jià)商店建設(shè)的重要支撐。在建設(shè)之初,廣東為形成長效資金支持,計(jì)劃在3年內(nèi)征得30億元的價(jià)格調(diào)節(jié)基金�；鸪l(fā)放低收入群眾臨時(shí)價(jià)格補(bǔ)貼外,重點(diǎn)用于扶持平價(jià)商店建設(shè)。這種財(cái)政補(bǔ)貼扶持平價(jià)商店建設(shè)的做法與國外同類項(xiàng)目的做法有差異,雖被官方推崇,但卻受到社會各界質(zhì)疑,引發(fā)了學(xué)界對該項(xiàng)資金績效的關(guān)注。本論文關(guān)注的不僅僅是平價(jià)商店所最終發(fā)揮的功效,更關(guān)注平價(jià)商店專項(xiàng)資金的績效,擬以第三方評價(jià)的方式,通過設(shè)立較為合理的評價(jià)指標(biāo)體系,運(yùn)用文獻(xiàn)研究法、層次分析法、專家咨詢法等研究方法對廣東平價(jià)商店專項(xiàng)資金的投入使用現(xiàn)狀、特點(diǎn)、存在問題進(jìn)行研究,分析問題存在的原因及影響績效的因素,并針對性地提出改善意見,在為行政部門提供平價(jià)商店專項(xiàng)資金績效評價(jià)的同時(shí),提高此項(xiàng)資金的使用效益,從而完善財(cái)政資金績效管理水平與政府專項(xiàng)資金管理體系。
[Abstract]:Reduce circulation costs, guide and stabilize prices, and ensure the basic living standards of low-income people. There are three ways to support the construction of parity shops in Guangdong: financial support, policy support, and key support, among which the main source of financial support is the price adjustment fund, which is also an important support for the construction of parity stores. At the beginning of the construction, Guangdong plan to obtain 3 billion yuan price adjustment fund in three years to form long-term fund support. The fund in addition to the granting of temporary price subsidies for low-income people, the focus is to support the construction of parity stores. This kind of financial subsidy to support the construction of parity shops is different from similar projects abroad. Although it is praised by the government, it is questioned by all circles of the society, which has aroused the academic attention to the performance of the fund. This paper not only pays attention to the effect of the parity store, but also pays attention to the performance of the special fund of the parity store. By setting up a more reasonable evaluation index system and using the method of literature research, this paper intends to use the method of literature research through setting up a more reasonable evaluation index system by the way of third party evaluation. Analytic hierarchy process (AHP), expert consultation and other research methods are used to study the current situation, characteristics, existing problems, causes of problems and factors affecting performance of Guangdong parity stores, and then put forward some suggestions for improvement. In order to improve the performance management level of financial funds and the special fund management system of the government, the efficiency of the use of the funds should be improved while providing the performance evaluation of the special funds for the administrative departments.
