【摘要】：隨著知識經(jīng)濟(jì)的發(fā)展,技術(shù)創(chuàng)新對國際貿(mào)易和經(jīng)濟(jì)發(fā)展起著越來越重要的作用,越來越多的國家和地區(qū)開始重視技術(shù)創(chuàng)新能力,爭取在開展國際貿(mào)易的過程中處于優(yōu)勢地位。四川省出口貿(mào)易總量一直處于不斷的增長當(dāng)中,在西部地區(qū)有著重要的經(jīng)濟(jì)地位。雖然貿(mào)易量實(shí)現(xiàn)了增長,但是出口商品依然存在技術(shù)水平較低、附加值較低等問題,在現(xiàn)階段發(fā)展過程中,四川省面臨的主要問題是如何實(shí)現(xiàn)出口商品結(jié)構(gòu)的優(yōu)化,這就需要通過提高技術(shù)創(chuàng)新能力和水平來提供各個方面的支持。一直以來,四川省的技術(shù)創(chuàng)新能力不足,水平較低,這也成為了目前制約出口商品結(jié)構(gòu)優(yōu)化的主要因素。因此,本文選取1996年到2015年的時間序列數(shù)據(jù),利用回歸模型檢驗了技術(shù)創(chuàng)新對四川省出口商品結(jié)構(gòu)優(yōu)化的影響,找到能夠促進(jìn)出口商品結(jié)構(gòu)優(yōu)化的因素和方法。本文總結(jié)了技術(shù)創(chuàng)新與國際貿(mào)易的相關(guān)理論,并且對理論成果進(jìn)行了整理與回顧。在此基礎(chǔ)上,從產(chǎn)業(yè)基礎(chǔ)、產(chǎn)業(yè)結(jié)構(gòu)和貿(mào)易格局三個層面,具體分析技術(shù)創(chuàng)新對出口商品結(jié)構(gòu)優(yōu)化的影響機(jī)制。選取1996年到2015年的時間序列數(shù)據(jù)進(jìn)行實(shí)證分析,將資本、技術(shù)密集型產(chǎn)品的出口額占出口總額的比重作為被解釋變量,運(yùn)用相關(guān)的計量檢驗和回歸分析,從技術(shù)創(chuàng)新的投入和產(chǎn)出兩個方面,研究技術(shù)創(chuàng)新對四川省出口商品結(jié)構(gòu)優(yōu)化的影響。研究結(jié)果表明:RD經(jīng)費(fèi)內(nèi)部支出和RD研發(fā)人員數(shù)量對出口商品結(jié)構(gòu)存在正向的影響,而專利申請數(shù)量對出口商品結(jié)構(gòu)存在負(fù)向的影響。本文在理論與實(shí)證分析的基礎(chǔ)上,結(jié)合四川省技術(shù)創(chuàng)新和出口商品結(jié)構(gòu)的發(fā)展現(xiàn)狀,為四川省出口商品結(jié)構(gòu)優(yōu)化提出相關(guān)政策建議。首先,企業(yè)需要加大對研發(fā)資金的投入,政府應(yīng)該鼓勵企業(yè)成為技術(shù)創(chuàng)新的主體力量;其次,依托高校和科研院所,大力引進(jìn)和培養(yǎng)高新技術(shù)人才,促進(jìn)創(chuàng)新人才的形成;最后,在重點(diǎn)行業(yè)大力發(fā)展高新技術(shù)產(chǎn)業(yè),提高對現(xiàn)有新技術(shù)的承載能力,逐漸提升技術(shù)創(chuàng)新的能力,促進(jìn)四川省出口商品結(jié)構(gòu)的優(yōu)化。
[Abstract]:With the development of knowledge economy, technological innovation plays a more and more important role in international trade and economic development. More and more countries and regions begin to attach importance to the ability of technological innovation and strive to be in an advantageous position in the process of developing international trade. The total export trade of Sichuan Province has been increasing continuously, and it has an important economic status in the western region. Although the volume of trade has increased, there are still problems such as low technical level and low added value of export commodities. In the process of development at this stage, the main problem facing Sichuan Province is how to optimize the structure of export commodities. This needs to improve the ability and level of technological innovation to provide all aspects of support. The technological innovation ability of Sichuan Province has been insufficient and the level is low, which has become the main factor restricting the optimization of export commodity structure. Therefore, this paper selects the time series data from 1996 to 2015, uses the regression model to test the influence of technological innovation on the structure optimization of export commodities in Sichuan Province, and finds out the factors and methods that can promote the optimization of export commodity structure. This paper summarizes the relevant theories of technological innovation and international trade, and reviews the theoretical results. On this basis, the paper analyzes the influence mechanism of technological innovation on export commodity structure optimization from three aspects: industrial foundation, industrial structure and trade pattern. The time series data from 1996 to 2015 are selected for empirical analysis. The proportion of exports of capital and technology-intensive products to total exports is taken as the explained variable, and the relevant econometric tests and regression analysis are used. This paper studies the impact of technological innovation on the structure optimization of Sichuan export commodities from the two aspects of input and output of technological innovation. The results show that the internal expenditure of R & D and the number of R & D personnel in RD have a positive effect on the structure of export commodities, while the number of patent applications has a negative effect on the structure of export commodities. On the basis of theoretical and empirical analysis, combined with the current situation of technological innovation and export commodity structure in Sichuan Province, this paper puts forward relevant policy recommendations for the optimization of export commodity structure in Sichuan Province. First, enterprises need to increase investment in R & D funds, the government should encourage enterprises to become the main force of technological innovation; secondly, relying on universities and scientific research institutes, we should vigorously introduce and train high-tech talents, and promote the formation of innovative talents. Finally, we should vigorously develop high-tech industries in key industries, improve the carrying capacity of existing new technologies, gradually enhance the ability of technological innovation, and promote the optimization of the structure of export commodities in Sichuan Province.
