【摘要】：目前中國(guó)已成“世界工廠”,大宗商品產(chǎn)業(yè)與國(guó)家的經(jīng)濟(jì)安全和社會(huì)福利密切相關(guān)。以交易市場(chǎng)的資源高效配置助推產(chǎn)業(yè)水平升級(jí)和整體結(jié)構(gòu)優(yōu)化在海內(nèi)外已成趨勢(shì)。寧波地處優(yōu)越的海陸樞紐之港航地位,對(duì)其交易市場(chǎng)發(fā)展的研究具有特殊重要價(jià)值。在控制現(xiàn)貨市場(chǎng)風(fēng)險(xiǎn)、提高現(xiàn)貨市場(chǎng)效率的前提下,機(jī)制成熟的發(fā)達(dá)市場(chǎng)交易所呈兩大重要發(fā)展特征:一是交易品種的完善——橫向的品種拓展和縱向的衍生深化,二是不同市場(chǎng)的聯(lián)合——交易對(duì)方的產(chǎn)品、向?qū)Ψ綍?huì)員開(kāi)放、參股對(duì)方交易所和與對(duì)方交易所徹底合并。市場(chǎng)實(shí)踐績(jī)效為創(chuàng)新發(fā)展提供了有力的支持證據(jù),市場(chǎng)的定價(jià)權(quán)從而綜合競(jìng)爭(zhēng)力由此建立。源于財(cái)政分權(quán)和GDP錦標(biāo),中國(guó)商品交易行業(yè)建設(shè)呈政府干預(yù)過(guò)度、低水平重復(fù)、市場(chǎng)相互分隔、市場(chǎng)低效率且高風(fēng)險(xiǎn)等特征,寧波大宗商品交易所亦莫能外。引人關(guān)注的是,浙江舟山大宗商品交易中心的“一站式”高效組織模式和治理結(jié)構(gòu)對(duì)其日益構(gòu)成現(xiàn)實(shí)的競(jìng)爭(zhēng)威脅,全面制度創(chuàng)新下的中國(guó)(上海)自由貿(mào)易實(shí)驗(yàn)區(qū)的正式運(yùn)行更成為其難以撼動(dòng)的不變環(huán)境因素。在現(xiàn)貨交易活動(dòng)進(jìn)一步規(guī)范的基礎(chǔ)上,在深入研究寧波及其周邊特定的大宗商品實(shí)體生產(chǎn)和內(nèi)外貿(mào)易格局之余,考慮到舟山和上海的不同影響,選擇適宜的現(xiàn)貨市場(chǎng)和外部市場(chǎng)競(jìng)爭(zhēng)與合作發(fā)展戰(zhàn)略并設(shè)定適應(yīng)性的發(fā)展保障路徑,輔以?xún)?nèi)部組織和治理結(jié)構(gòu)完善以及有效的政府規(guī)劃引導(dǎo)等有力的市場(chǎng)環(huán)境支持,實(shí)現(xiàn)寧波大宗商品交易所的高效率、全方位、跨越式發(fā)展已經(jīng)迫在眉睫。惟其如此,才能有效引導(dǎo)寧波產(chǎn)業(yè)升級(jí)與結(jié)構(gòu)優(yōu)化、打造寧波可持續(xù)競(jìng)爭(zhēng)力,從而牢固奠定寧波經(jīng)濟(jì)的浙江地位、充分發(fā)揮寧波經(jīng)濟(jì)的長(zhǎng)三角和周邊區(qū)域的輻射功能。
[Abstract]:China has become a "world factory", and the commodity industry is closely related to the country's economic security and social welfare. Efficient allocation of resources in the trading market has become a trend to promote industrial upgrading and overall structural optimization at home and abroad. Ningbo is located in the port and shipping status of the superior sea and land hub, so it is of special importance to study the development of its trading market. On the premise of controlling the risk of the spot market and improving the efficiency of the spot market, the developed market exchanges with mature mechanism are characterized by two important development characteristics: the perfection of the trading varieties, the horizontal expansion of the varieties and the deepening of the vertical derivative. Second, the United market-trading each other's products, open to other members, participate in the other side of the exchange and complete merger with the other exchange. The market practice performance provides strong evidence for innovation and development, and the pricing power of the market is thus established. Due to fiscal decentralization and GDP title, the construction of China's commodity trading industry is characterized by excessive government intervention, low level duplication, market separation, low efficiency and high risk, and so on. It is of concern that the "one-stop" efficient organizational model and governance structure of the Zhoushan Commodity Trading Center in Zhejiang Province are increasingly posing a real competitive threat to them. The formal operation of China (Shanghai) free trade experimental area under the overall institutional innovation has become an unshakable environmental factor. On the basis of the further standardization of spot trading activities and the in-depth study of the production and internal and external trade patterns of specific commodity entities in and around Ningbo, taking into account the different impacts of Zhoushan and Shanghai, Choose suitable spot market and external market competition and cooperative development strategy, and set the adaptive development guarantee path, with the internal organization and governance structure perfect and effective government planning guidance and other powerful market environment support, The realization of Ningbo Commodity Exchange high efficiency, all-directional, leapfrog development has been imminent. Only in this way can we effectively guide Ningbo's industrial upgrading and structural optimization, build Ningbo's sustainable competitiveness, so as to firmly establish the Zhejiang status of Ningbo's economy and give full play to the radiation function of Ningbo's Yangtze River Delta and surrounding areas.
