【摘要】：建立自由貿(mào)易區(qū)是黨中央、國(guó)務(wù)院做出的重大決策,是新形勢(shì)下我國(guó)推進(jìn)改革開放的重大舉措。廈門是我國(guó)唯一獲國(guó)家批準(zhǔn)實(shí)施自由港某些政策的經(jīng)濟(jì)特區(qū),廈門港是目前經(jīng)中央批準(zhǔn),對(duì)臺(tái)經(jīng)驗(yàn)最豐富,對(duì)臺(tái)實(shí)踐時(shí)間最長(zhǎng)的港口,并創(chuàng)造性地發(fā)揮著對(duì)臺(tái)優(yōu)勢(shì)。廈門自由貿(mào)易區(qū)設(shè)立以來,通過制度創(chuàng)新,大膽試,大膽闖,自主改,開放水平持續(xù)提升,招商引資成效顯著,貿(mào)易便利化水平不斷提升,新型貿(mào)易業(yè)態(tài)的不斷培育,對(duì)臺(tái)合作成果初步凸顯,形成一批制度創(chuàng)新成果,并隨著改革試驗(yàn)任務(wù)相繼實(shí)施,已經(jīng)顯現(xiàn)出較強(qiáng)的發(fā)展活力,取得了顯著的改革成效。但廈門自由貿(mào)易區(qū)在建設(shè)實(shí)踐中,也存在著管理機(jī)構(gòu)不完善、信息化平臺(tái)建設(shè)滯后、區(qū)域政策不平衡,政策設(shè)計(jì)碎片化、深化兩岸合作難以尋找新的突破口、復(fù)制推廣效應(yīng)不明顯、產(chǎn)業(yè)功能提升不足以及人才數(shù)量面臨不足等諸多問題,一定程度上制約了自由貿(mào)易區(qū)的快速發(fā)展。因此,加快完善自由貿(mào)易區(qū)管理機(jī)構(gòu)、推進(jìn)商事登記制度改革、優(yōu)化營(yíng)商環(huán)境、加快信息化平臺(tái)建設(shè)、引進(jìn)和培養(yǎng)自由貿(mào)易區(qū)急需人才、加快“信用廈門自貿(mào)區(qū)”平臺(tái)建設(shè)、加快發(fā)展跨境電商、探索深化兩岸合作新途徑、促進(jìn)產(chǎn)業(yè)集聚發(fā)展,推進(jìn)制度創(chuàng)新成果復(fù)制推廣等等,乃是當(dāng)前和今后一段時(shí)期廈門自由貿(mào)易區(qū)建設(shè)亟需研究和解決的問題。
[Abstract]:The establishment of a free trade zone is a major decision made by the CPC Central Committee and the State Council, and an important measure to promote reform and opening up in China under the new situation. Xiamen is the only special economic zone in China that has been approved by the state to carry out some policies of free port. Xiamen Port is the port with the most experience to Taiwan and the longest practice to Taiwan, and creatively exerts its superiority to Taiwan. Since the establishment of Xiamen Free Trade area, through system innovation, bold attempt, bold entry, independent reform, continuous upgrading of the opening level, remarkable results in attracting investment, continuous upgrading of the level of trade facilitation, and continuous cultivation of a new type of trade pattern, The achievements of cooperation with Taiwan have been initially highlighted and a number of institutional innovations have been formed. With the implementation of the reform experiment tasks one after another, the cooperation has shown a strong vitality of development and achieved remarkable results of reform. However, in the construction practice of Xiamen Free Trade area, there are also some problems, such as imperfect management organization, lagging construction of information platform, unbalanced regional policy, fragmentation of policy design, and difficulty in finding a new breakthrough in deepening cross-strait cooperation. The effect of replication and extension is not obvious, the industrial function is insufficient and the number of talents is insufficient, which restricts the rapid development of free trade area to a certain extent. Therefore, we should speed up the improvement of the free trade zone management agencies, promote the reform of the commercial registration system, optimize the business environment, speed up the construction of the information platform, introduce and train people in urgent need of the free trade zone, and speed up the construction of the "credit Xiamen Free Trade Zone." Speeding up the development of cross-border e-commerce, exploring new ways to deepen cross-strait cooperation, promoting the development of industrial agglomeration, and promoting the replication and promotion of the achievements of institutional innovation are problems that need to be studied and solved in the construction of Xiamen Free Trade area at present and in a period of time to come.
