基于本體的跨境貿(mào)易HS編碼轉(zhuǎn)換與共享機(jī)制研究

【摘要】:近年來,隨著科技的不斷發(fā)展,“地球村”越來越小,各個(gè)國家和地區(qū)間的貿(mào)易往來愈加頻繁、高效、快速,跨境貿(mào)易的發(fā)展方興未艾?缇迟Q(mào)易中商品和信息的高效流通需要統(tǒng)一的標(biāo)準(zhǔn)作為基礎(chǔ),然而與境內(nèi)貿(mào)易不同,跨境貿(mào)易的數(shù)據(jù)交換受到文化、語義、法律環(huán)境等多方面差異的制約?傮w來說,世界海關(guān)組織、聯(lián)合國等國際組織已經(jīng)為此制訂并推行了許多國際標(biāo)準(zhǔn),歐盟、東盟等地區(qū)性組織也在這一方面進(jìn)行探索,但受制于國家和地區(qū)的數(shù)量和各自的具體情況,在某些細(xì)小的問題上各個(gè)國家的標(biāo)準(zhǔn)仍未完全統(tǒng)一,難以達(dá)成全世界范圍內(nèi)的共同理解,給跨境數(shù)據(jù)交換帶來了一定的不便和困難。其中,HS編碼作為商品認(rèn)證的唯一標(biāo)志,其使用貫穿于關(guān)稅征收、海關(guān)監(jiān)管、貿(mào)易統(tǒng)計(jì)等一系列環(huán)節(jié),它的不統(tǒng)一已經(jīng)成為阻礙貿(mào)易便利化進(jìn)程的重要的問題之一。本文則以此為契點(diǎn),試圖以本體的方法將各國家和地區(qū)的HS編碼化而唯一,進(jìn)而完成各國間HS編碼的轉(zhuǎn)換。并描述了一個(gè)基于中樞核心的HS編碼傳輸共享機(jī)制,以XML標(biāo)準(zhǔn)語言為載體完成轉(zhuǎn)換后HS編碼的共享。各部分主要內(nèi)容簡述如下:第一部分,簡單介紹了跨境貿(mào)易通關(guān)單證的相關(guān)知識,簡述了通關(guān)單證的標(biāo)準(zhǔn)化現(xiàn)狀,詳細(xì)分析了HS編碼體系的結(jié)構(gòu)和特點(diǎn),為下文HS編碼本體的使用打下基礎(chǔ);引出了本文促進(jìn)貿(mào)易便利化的研究目的及意義。第二部分,簡要介紹了本體和基于XML的數(shù)據(jù)交換方面的相關(guān)知識。第三部分,闡述了HS編碼本體構(gòu)建的思路和原則,對HS編碼本體庫進(jìn)行了詳細(xì)的設(shè)計(jì)并加以實(shí)現(xiàn),以可視化的形式給出了HS編碼本體關(guān)系模型。第四部分,分析了HS編碼轉(zhuǎn)換的流程,利用SWRL規(guī)則實(shí)現(xiàn)了HS編碼本體的轉(zhuǎn)換查詢。第五部分,描述了一個(gè)有中樞核心的HS編碼傳輸共享機(jī)制,分析了傳輸?shù)牧鞒?劃定了HS編碼傳輸報(bào)文結(jié)構(gòu),提出了基于XML的HS編碼傳輸報(bào)文標(biāo)準(zhǔn)。
[Abstract]:In recent years, with the development of science and technology, the "global village" is becoming smaller and smaller, and the trade exchanges between various countries and regions become more frequent, efficient and fast, and the development of cross-border trade is in the ascendant. The efficient circulation of goods and information in cross-border trade needs a unified standard as the basis. However, unlike domestic trade, the data exchange of cross-border trade is restricted by cultural, semantic and legal environment. In general, international organizations such as the World Customs Organization, the United Nations and other international organizations have formulated and implemented many international standards for this purpose. Regional organizations such as the European Union and ASEAN have also explored this aspect. However, subject to the number of countries and regions and their specific circumstances, the standards of individual countries on certain small issues are still not fully unified and it is difficult to achieve a common understanding throughout the world, It brings some inconvenience and difficulty to cross-border data exchange. As the only symbol of commodity certification, HS code is used through a series of links, such as tariff collection, customs supervision, trade statistics, etc. Its inconsistency has become one of the important problems that hinder the trade facilitation process. In this paper, we try to encode the HS of different countries and regions by ontological method, and then complete the conversion of HS codes between countries. This paper also describes a sharing mechanism of HS coding transmission based on central core, which uses XML standard language as the carrier to complete the sharing of HS encoding after conversion. The main contents of each part are summarized as follows: in the first part, the related knowledge of cross-border trade clearance documents is briefly introduced, the current situation of standardization of customs clearance documents is briefly described, and the structure and characteristics of HS coding system are analyzed in detail. It lays a foundation for the use of HS coding ontology below, and leads to the purpose and significance of this paper to promote trade facilitation. In the second part, the knowledge of ontology and XML-based data exchange is introduced briefly. In the third part, the idea and principle of constructing HS coding ontology are expounded, the HS coding ontology library is designed and implemented in detail, and the relational model of HS coding ontology is given in the form of visualization. In the fourth part, the transformation process of HS coding ontology is analyzed, and the transformation query of HS coding ontology is realized by SWRL rule. In the fifth part, we describe a sharing mechanism of HS coding transmission with a central core, analyze the flow of transmission, define the structure of HS coded transmission message, and propose a standard of HS encoding transmission message based on XML.
