【摘要】：自2007年正式啟動GPA的談判以來,我國基于自我利益的維護和國情的需要,于2007年提交了首份出價清單,2013年12月提價了第五份出價,雖然這些清單中并沒有將國有企業(yè)納入“其他實體”范疇。不過在2014年12月22日經(jīng)國務(wù)院批準,財政部經(jīng)由我國常駐世貿(mào)組織(WTO)代表團向WTO提交的中國加入GPA的第6份出價中,門檻價降至參加方水平,擴大了中央政府實體的在出價清單中的范圍,增加了5個省(出價省份達到19個)。學習和借鑒GPA其他參加方的立法。探討我國國有企業(yè)與政府采購的發(fā)展以及分析我國國有企業(yè)加入GPA的影響并且提出發(fā)展建議。在是不是應(yīng)該將我國的國有企業(yè)納入政府采購主體的問題上,有一部分人認為應(yīng)該將我國的國有企業(yè)納入政府采購主體,但還應(yīng)該看到的是,另外還有一部分人認為現(xiàn)在這個階段并不應(yīng)該將我國的國有企業(yè)納入政府采購主體。也正是因為這樣的一個原因。本篇論文運用了不同的幾個分析的方法。本著提出問題,分析問題和解決問題的原則,以《加入GPA對我國國有企業(yè)的影響研究》為題開展研究,以《WTO政府采購協(xié)定》為研究的理論基礎(chǔ),本文主要研究內(nèi)容分為以下六個部分:第一部分:緒論。這一部分闡述本篇論文的研究背景和目的,以及本篇論文的研究的國內(nèi)和國外的文獻的評述;對國內(nèi)外文獻的研究狀態(tài)和發(fā)展動態(tài)以及本文的研究思路進行梳理。第二部分:GPA與國有企業(yè)概述。主要闡釋政府采購理論、GPA的相關(guān)理論基礎(chǔ)以及國內(nèi)外對國有企業(yè)的概念與界定。為其后的相關(guān)研究夯實理論基礎(chǔ)。第三部分:通過闡述我國國有企業(yè)和政府采購的發(fā)展歷程,揭示現(xiàn)階段我國國有企業(yè)和政府采購的現(xiàn)狀,納入政府采購研究的現(xiàn)狀,為后續(xù)的政策建議提供分析和依據(jù),確保后續(xù)研究提出的應(yīng)對對策的針對性。第四部分:我國國有企業(yè)納入GPA框架分析。主要分析了GPA框架下有關(guān)政府采購實體的界定標準以及我國國有企業(yè)納入GPA的合理性、正當性分析。第五部分:通過對我國國有企業(yè)加入GPA后可能會產(chǎn)生的影響進行探討。第六部分:對GPA框架下我國國有企業(yè)的后續(xù)發(fā)展提出建議,提供我國國有企業(yè)加入GPA的出價建議。分析如何在GPA框架下進行適應(yīng)我國國情的國有企業(yè)改革并給出意見和建議。
[Abstract]:Since the formal launch of the GPA negotiations in 2007, our country has submitted its first list of bids in 2007, and raised its fifth bid in December 2013, based on self-interest and national needs. Although these lists do not include state-owned enterprises in the category of "other entities." However, in the sixth bid submitted to the WTO by the Ministry of Finance, approved by the State Council on December 22, 2014, through the Chinese permanent Mission to the World Trade Organization (WTO), the threshold price for China's entry into GPA was lowered to the level of the participants. The scope of the bid list of central government entities was expanded to 5 provinces (19 bid provinces). Learn from and learn from the legislation of other GPA participants. This paper discusses the development of state-owned enterprises and government procurement, analyzes the influence of China's state-owned enterprises joining GPA, and puts forward some suggestions for development. Part two: GPA and state-owned enterprises. This paper mainly explains the theoretical basis of GPA and the concept and definition of state-owned enterprises at home and abroad. To consolidate the theoretical basis for the subsequent relevant research. The third part: through expounding the development course of our country state-owned enterprise and government procurement, revealing the present situation of our country state-owned enterprise and government procurement at present, bringing into the present situation of government procurement research, providing the analysis and basis for the following policy suggestion. Ensure the pertinence of the countermeasures put forward in the follow-up study. The fourth part: the analysis of Chinese state-owned enterprises into GPA framework. This paper mainly analyzes the definition standard of government procuring entity under the framework of GPA and the reasonableness and legitimacy of the incorporation of GPA into state-owned enterprises in our country. The fifth part discusses the possible influence of China's state-owned enterprises after joining GPA. In the sixth part, the author puts forward some suggestions for the further development of state-owned enterprises in China under the framework of GPA, and offers the bidding suggestions for China's state-owned enterprises to join the GPA. This paper analyzes how to carry out the reform of state-owned enterprises adapting to China's national conditions under the framework of GPA, and gives some suggestions and suggestions.
