【摘要】："一帶一路"構(gòu)想的提出符合各國發(fā)展和時代前進的要求,有利于促進亞歐國家和地區(qū)的共同繁榮。西安作為古代絲綢之路的起點,在"一帶一路"戰(zhàn)略構(gòu)想中有著極其重要的地位,加快西安對外貿(mào)易發(fā)展有利于推進和打造西安內(nèi)陸改革開放新高地的建設(shè)。該文通過對"一帶一路"建設(shè)中關(guān)于西安發(fā)展愿景和政策規(guī)劃的深入研究,用實證研究等方法研究分析西安對外貿(mào)易布局的現(xiàn)狀、問題以及對策。首先搜集近年來西安外貿(mào)發(fā)展情況、對外企業(yè)運營現(xiàn)狀等相關(guān)數(shù)據(jù),各區(qū)發(fā)展對外貿(mào)易的重點領(lǐng)域和優(yōu)惠政策等,結(jié)合"一帶一路"戰(zhàn)略下的相關(guān)政策,分析西安對外貿(mào)易的發(fā)展現(xiàn)狀和特點并發(fā)現(xiàn)問題。其次,在對西安歷史文化、地理區(qū)位等方面分析的基礎(chǔ)上,從目標(biāo)戰(zhàn)略、功能定位、發(fā)展思路的角度探究西安外貿(mào)布局的合理性,找出影響西安外貿(mào)發(fā)展的因素。最后,通過上述研究分析,以政府的宏觀決策角度和企業(yè)的微觀經(jīng)營角度找出西安對外貿(mào)易區(qū)域布局的重點和發(fā)展對策,提出在"一帶一路"政策指導(dǎo)下外貿(mào)經(jīng)濟增長的可行性辦法,優(yōu)化布局,提高對外貿(mào)易發(fā)展水平,為西安對外貿(mào)易發(fā)展提出建議,以實現(xiàn)建設(shè)西安內(nèi)陸改革開放新高地。通過研究得出,在"一帶一路"戰(zhàn)略下,西安發(fā)展對外貿(mào)易是促進經(jīng)濟發(fā)展的必要之舉,因此,西安市政府要在政策上給予最大支持,資金上提供大力的幫助,加強基礎(chǔ)設(shè)施建設(shè),產(chǎn)業(yè)上要積極優(yōu)化結(jié)構(gòu)、突出發(fā)展重點、打造本土特色品牌,發(fā)展高新技術(shù),創(chuàng)新科學(xué)技術(shù)和人才培養(yǎng),增強對外交流,建設(shè)金融商貿(mào)合作平臺,發(fā)揚優(yōu)秀文化,推動旅游業(yè)新發(fā)展。力爭使西安對外貿(mào)易發(fā)揮最大潛能和作用,實現(xiàn)西安的大發(fā)展大繁榮。
[Abstract]:The concept of "Belt and Road" meets the requirements of the development of all countries and the advance of the times, and is conducive to promoting the common prosperity of Asian and European countries and regions. Xi'an, as the starting point of the ancient Silk Road, plays an extremely important role in the strategic conception of "Belt and Road". Speeding up the development of Xi'an foreign trade is conducive to promoting and building the new highland of reform and opening up in Xi'an. This paper analyzes the present situation, problems and countermeasures of Xi'an 's foreign trade layout by means of empirical research through the in-depth study of Xi'an 's development vision and policy planning in the construction of "Belt and Road". First of all, collect relevant data on the development of foreign trade in Xi'an in recent years, the current situation of foreign enterprises' operation, the key areas and preferential policies for the development of foreign trade in various districts, and combine the relevant policies under the "Belt and Road" strategy. This paper analyzes the present situation and characteristics of Xi'an foreign trade and finds out some problems. Secondly, based on the analysis of Xi'an 's history, culture and geographical location, this paper explores the rationality of Xi'an 's foreign trade layout from the angle of target strategy, function orientation and development thought, and finds out the factors that affect the development of Xi'an 's foreign trade. Finally, through the above research and analysis, to find out the focus and development countermeasures of Xi'an foreign trade regional layout from the angle of the government's macro decision-making and the enterprise's micro management. Under the guidance of "Belt and Road" policy, this paper puts forward the feasible methods of foreign trade economic growth, optimizes the layout, raises the development level of foreign trade, and puts forward some suggestions for the development of Xi'an foreign trade so as to realize the construction of a new highland of reform and opening up in Xi'an. Through the research, under the strategy of "Belt and Road", it is necessary for Xi'an to develop foreign trade to promote economic development. Therefore, the Xi'an municipal government should give maximum policy support and provide great help in terms of funds. To strengthen the construction of infrastructure, we should actively optimize the structure of the industry, highlight the key points of development, build local brands with special characteristics, develop high and new technologies, innovate science, technology, and personnel training, enhance external exchanges, and build a platform for financial, commercial, and trade cooperation. Carry forward the excellent culture and promote the new development of tourism. Strive to make Xi'an foreign trade give full play to potential and function, realize the great development and prosperity of Xi'an.
