【摘要】：本文運(yùn)用“斯密斯模型”對(duì)邕州海關(guān)國(guó)家加工貿(mào)易新政策的執(zhí)行情況進(jìn)行分析,研究發(fā)現(xiàn)地方執(zhí)行加工貿(mào)易新政取得了一定成績(jī)的同時(shí),也出現(xiàn)了：政策執(zhí)行主體監(jiān)管不到位、存在執(zhí)法隨意性、海關(guān)與商務(wù)部門協(xié)作配合不足等問題,影響了政策執(zhí)行的有效性和解決實(shí)際問題的效果。為了更好的促進(jìn)政策執(zhí)行,應(yīng)在海關(guān)內(nèi)部建立一個(gè)信息化、智能化的“政策執(zhí)行監(jiān)控系統(tǒng)”,系統(tǒng)采集海關(guān)和地方政府在執(zhí)行加工貿(mào)易政策過程中的全面數(shù)據(jù),引入風(fēng)險(xiǎn)管理理念,運(yùn)用大數(shù)據(jù)、云計(jì)算等先進(jìn)的技術(shù)進(jìn)行實(shí)時(shí)動(dòng)態(tài)的分析監(jiān)控,確保政策的有效執(zhí)行。同時(shí)需要加強(qiáng)海關(guān)與商務(wù)部門的工作合力,建立完善工作協(xié)作配合機(jī)制,以“南寧加工貿(mào)易服務(wù)平臺(tái)”為支點(diǎn)建立完善雙方結(jié)合部的政策執(zhí)行系統(tǒng)；打造一個(gè)執(zhí)行機(jī)構(gòu)與企業(yè)間的信息交流平臺(tái),增進(jìn)政策執(zhí)行者與管理相對(duì)人之間信息的有效溝通。為了提高政策執(zhí)行的效果,還需要提升南寧轄區(qū)加工貿(mào)易產(chǎn)業(yè)發(fā)展水平,注重培養(yǎng)本地特色產(chǎn)業(yè)的發(fā)展,形成加工貿(mào)易產(chǎn)業(yè)科學(xué)、規(guī)范發(fā)展的良好局面。
[Abstract]:In this paper, the author analyzes the implementation of the new policy of processing trade in Yongzhou customs by using the "Smith model", and finds that the local implementation of the new policy of processing trade has made some achievements, but at the same time, it also appears: the main body of policy implementation is not in place. There are some problems such as randomness of law enforcement, insufficient cooperation between customs and commercial departments, which affect the effectiveness of policy implementation and the effect of solving practical problems. In order to better promote the policy implementation, we should establish an information and intelligent "policy execution monitoring system" within the Customs, and systematically collect the comprehensive data of the customs and local governments in the process of implementing the processing trade policy. This paper introduces the idea of risk management and makes use of advanced technologies such as big data and cloud computing to carry out real-time and dynamic analysis and monitoring to ensure the effective implementation of the policy. At the same time, it is necessary to strengthen the joint work of customs and commercial departments, to establish and perfect the working coordination mechanism, and to establish and perfect the policy implementation system of the joint part of the two sides with Nanning processing Trade Service platform as the fulcrum; To create a platform for information exchange between implementing agencies and enterprises to enhance effective communication between policy implementers and management counterparts. In order to improve the effect of policy implementation, it is necessary to improve the development level of processing trade industry in Nanning area, pay attention to the development of local characteristic industries, form a good situation of scientific processing trade industry and standardize the development of processing trade industry.
