【摘要】：出口加工區(qū)近年來發(fā)展勢頭強(qiáng)勁,是我國自2000年開始出現(xiàn)的新生經(jīng)濟(jì)事物,呈現(xiàn)出加速發(fā)展趨勢,是作為繼保稅區(qū)之后、為國家規(guī)劃開辟的加工、裝配出口商品的特殊工業(yè)區(qū),也是第二類海關(guān)特殊監(jiān)管區(qū)。在促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和推動我國加工貿(mào)易產(chǎn)業(yè)升級方面,出口加工區(qū)對發(fā)揮了積極作用�，q春出口加工區(qū)于2000年4月成立批設(shè)(國辦函[2000]37號),為國家級特殊經(jīng)濟(jì)區(qū),全國首批只有15個試點,琿春出口加工區(qū)是其中之一�，q春作為國家首批設(shè)立的加工區(qū),積極按照國家整體的"走出去"開放戰(zhàn)略要求加快琿春當(dāng)?shù)禺a(chǎn)業(yè)結(jié)構(gòu)升級,為促進(jìn)琿春地區(qū)經(jīng)濟(jì)發(fā)展起到積極作用。本文的目的即是通過對出口加工區(qū)及琿春出口加工區(qū)的詳細(xì)介紹,在理論的基礎(chǔ)上,運用現(xiàn)狀分析及SWOT分析方法對琿春出口加工區(qū)進(jìn)行詳細(xì)分析,在歸納出不同因素對琿春出口加工區(qū)發(fā)展現(xiàn)狀的影響及優(yōu)勢、劣勢、機(jī)遇、挑戰(zhàn)的基礎(chǔ)之上,總結(jié)出琿春出口加工區(qū)存在的六大問題,即:功能定位不明確,科學(xué)規(guī)劃較為缺失;管理體制尚不健全;基礎(chǔ)設(shè)施及硬件條件不足;企業(yè)規(guī)模及綜合效益偏低;產(chǎn)業(yè)結(jié)構(gòu)部合理;勞動力人口及人才不足等問題。最終通過對出口加工區(qū)存在的相關(guān)問題,提出相應(yīng)對策,即:制定真題規(guī)劃和科學(xué)合理布局;完善管理體制及相關(guān)法規(guī)體系的保障;加大硬件設(shè)施的的投入及維護(hù);擴(kuò)大企業(yè)規(guī)模和效益;促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級轉(zhuǎn)變;多途徑吸引高層次人才及熟練勞動力等對策,以更好、更快地促進(jìn)琿春出口加工區(qū)健康發(fā)展。
[Abstract]:The export processing zone (EPZ), which has a strong development momentum in recent years, is a new economic thing that has appeared since 2000 in our country, showing a trend of accelerating development. It is a special industrial zone for the processing and assembly of export commodities for the national planning after the bonded zone. It is also the second kind of special customs control area. Export processing zones (EPZs) play a positive role in promoting the adjustment of industrial structure and upgrading of China's processing trade industry. Hunchun Export processing Zone was established and approved in April 2000 (State Office letter [2000] 37), which is a state-level special economic zone. There are only 15 pilot projects in the first batch of the whole country, among which Hunchun Export processing Zone is one of them. Hunchun, as the first processing zone set up by the state, actively accelerates the upgrading of the local industrial structure in Hunchun in accordance with the country's overall "going out" opening strategy, and plays a positive role in promoting the economic development of the Hunchun region. The purpose of this paper is to introduce the export processing zone and Hunchun export processing zone in detail, on the basis of theory, to analyze Hunchun export processing zone in detail by using the method of current situation analysis and SWOT analysis. On the basis of summing up the influence of different factors on the development of Hunchun Export processing Zone and its advantages, disadvantages, opportunities and challenges, this paper sums up six problems in Hunchun Export processing Zone, that is, the function orientation is not clear. The scientific planning is relatively lacking; the management system is not perfect; the infrastructure and hardware conditions are insufficient; the scale of the enterprise and the comprehensive benefit are on the low side; the industrial structure department is reasonable; the labor force population and the talented person are insufficient and so on. Finally, through the exportation processing zone existence related question, proposed the corresponding countermeasure, namely: formulates the real topic plan and the scientific reasonable layout, consummates the management system and the related laws and regulations system safeguard, increases the hardware facility investment and the maintenance; In order to promote the healthy development of Hunchun Export processing Zone, we should expand the scale and benefit of enterprises, promote the upgrading and transformation of industrial structure, and attract high-level talents and skilled labor through many ways.
