【摘要】：近十年來,我國進(jìn)口水果貿(mào)易飛速發(fā)展,相比2005年,10年間貿(mào)易量增長了四倍多,在給我國人民帶來物質(zhì)生活幾大富足的同時,外來有害生物會通過入境水果入侵的風(fēng)險也伴隨而來。對此,天津口岸提出了對于進(jìn)口水果檢疫管理的戰(zhàn)略目標(biāo):“既要防止有害生物隨進(jìn)口水果及其產(chǎn)品傳入我國,又要促進(jìn)天津地區(qū)乃至華北地區(qū)的貿(mào)易繁榮發(fā)展”。本文以天津口岸為例,通過文獻(xiàn)研究法、調(diào)查研究法和統(tǒng)計分析法研究如何有效的對進(jìn)口水果進(jìn)行檢驗(yàn)檢疫管理,實(shí)現(xiàn)戰(zhàn)略目標(biāo)。天津口岸是目前我國水果進(jìn)口的第七大口岸,北方第二大口岸,輻射整個華北、西北地區(qū)。整個天津口岸進(jìn)口水果的檢驗(yàn)檢疫管理由天津出入境檢驗(yàn)檢疫局承擔(dān)。天津局目前建立了完備的檢驗(yàn)檢疫管理體系對天津口岸入境的水果進(jìn)行管理。管理體系包括以下四個方面:風(fēng)險管理、績效管理以及組織外部要素的管理。盡管目前天津局采取了多種行之有效的管理措施,但是隨著社會的發(fā)展,經(jīng)濟(jì)的繁榮,現(xiàn)階段的檢疫管理仍然面臨著重要的挑戰(zhàn),問題主要表現(xiàn)在以下幾個方面:一是檢疫時間過長,影響通關(guān)速度;二是有害生物的入侵情況逐年增多;三是信息化建設(shè)不夠完善;四是在崗專業(yè)背景人員偏少。對此,本文除了逐條分析產(chǎn)生原因之外,也提出了初步的解決方案,例如:科學(xué)制定政策,提高檢測技術(shù);多種措施聯(lián)合提高管理水平;加大力度推進(jìn)信息化建設(shè);優(yōu)化人力資源配置等。為了適應(yīng)新時期的科技發(fā)展,以及日新月異的社會進(jìn)步,進(jìn)口水果檢驗(yàn)檢疫管理也應(yīng)該與時俱進(jìn),為此本文提出了未來一個階段的發(fā)展方向,包括以下幾個方面:一是檢疫管理應(yīng)重點(diǎn)突出“法規(guī)與技術(shù)”相結(jié)合的要求;二是檢疫管理應(yīng)堅持預(yù)防為主,防御鏟除相結(jié)合的指導(dǎo)思想;三是檢疫管理既要立足于國內(nèi),也要放眼世界;四是樹立科學(xué)的檢疫管理理念。最后,希望通過本研究能夠?yàn)樽罱K達(dá)到天津口岸檢疫管理的戰(zhàn)略目標(biāo)“既防控外來有害生物的入侵,又促進(jìn)貿(mào)易的發(fā)展”,提供可靠而專業(yè)的素材。
[Abstract]:In the past decade, China's import of fruits has developed rapidly, more than four times the volume of trade in 2005 and 10 years, which has brought about several substantial affluence to the people of our country at the same time. The risk of foreign pests invading through inbound fruits also comes with it. In view of this, Tianjin Port put forward the strategic goal of quarantine management of imported fruits: "it is necessary to prevent the introduction of pests into China with imported fruits and their products, and to promote the development of trade prosperity in Tianjin and even North China". This article takes Tianjin port as an example, through the literature research method, the investigation research method and the statistical analysis method studies how to carry on the inspection and quarantine management to the imported fruit effectively, realizes the strategic goal. Tianjin Port is currently the seventh largest port of fruit import in China, the second largest port in the north, radiating the whole North China and Northwest China. The inspection and quarantine administration of imported fruit at Tianjin Port shall be undertaken by Tianjin Entry-Exit Inspection and Quarantine Bureau. Tianjin Bureau has established a complete inspection and quarantine management system to manage the entry of fruit at Tianjin Port. The management system includes the following four aspects: risk management, performance management and management of external elements. Although Tianjin Bureau has adopted a variety of effective management measures, but with the development of society and the prosperity of the economy, the quarantine management at this stage still faces important challenges. The main problems are shown in the following aspects: first, the quarantine time is too long, affecting the speed of customs clearance; second, the invasive situation of pests increased year by year; third, the information construction is not perfect; fourth, the number of professional background personnel on the job is relatively small. In this paper, in addition to the analysis of the causes, this paper also put forward some preliminary solutions, such as: scientific policy, improve the detection technology, a variety of measures to improve the level of management, increase efforts to promote the construction of information; Optimize the allocation of human resources. In order to adapt to the development of science and technology in the new era and the rapid social progress, import fruit inspection and quarantine management should also keep pace with the times. This includes the following aspects: first, quarantine management should focus on the requirements of combining "laws and technology"; second, quarantine management should adhere to the guiding ideology of combining prevention, defense and eradication; and third, quarantine management should be based on domestic standards. Also want to look at the world; fourth, set up scientific quarantine management concept. Finally, it is hoped that this study can provide reliable and professional materials for the final strategic goal of quarantine management at Tianjin Port "preventing and controlling the invasion of foreign pests and promoting the development of trade".
