山東煙草內(nèi)部專賣管理監(jiān)督模式研究

【摘要】:隨著我國經(jīng)濟(jì)新常態(tài)的到來,煙草行業(yè)所面臨的國內(nèi)外銷售環(huán)境壓力越來越大,需求拐點(diǎn)的臨近也是煙草企業(yè)“兩煙”生產(chǎn)經(jīng)營面臨的一大難題。如何發(fā)揮煙草專賣制度優(yōu)勢(shì),做好“三件大事”,就成了煙草企業(yè)管理者面臨的一大挑戰(zhàn);跓煵菪袠I(yè)的專賣專營體制,以山東省煙草專賣局內(nèi)部專賣管理監(jiān)督模式為研究對(duì)象,闡述了內(nèi)部專賣管理監(jiān)督工作在煙草行業(yè)的重要性和現(xiàn)實(shí)性,采用系統(tǒng)論方法,借助有關(guān)文獻(xiàn),通過深度訪談法,結(jié)合問卷調(diào)查、市場(chǎng)調(diào)研和檢查考核了解的情況,報(bào)告了山東煙草內(nèi)部專賣管理監(jiān)督模式的現(xiàn)狀,從而指出了山東煙草內(nèi)部專賣管理監(jiān)督工作中存在的思想認(rèn)識(shí)片面、制度建設(shè)滯后、市場(chǎng)基礎(chǔ)薄弱、內(nèi)管人員素質(zhì)不高、長效機(jī)制不全等問題,并分析了產(chǎn)生這些問題的根本原因,包括煙草行業(yè)的特殊體制因素、缺乏對(duì)內(nèi)部專賣管理監(jiān)督重要性的認(rèn)識(shí)、不能夠正確看待規(guī)范與發(fā)展的關(guān)系等。綜合運(yùn)用定性和定量的方法,對(duì)山東煙草內(nèi)部專賣管理監(jiān)督目標(biāo)、原則、思路進(jìn)行了優(yōu)化設(shè)計(jì),重新設(shè)定了目標(biāo)、思路和原則,根據(jù)事情發(fā)生的時(shí)間順序,對(duì)“事前分析法”、“問題比照法”和“數(shù)據(jù)倒推法”等三個(gè)監(jiān)督方法和途徑進(jìn)行了研究,并進(jìn)行了風(fēng)險(xiǎn)評(píng)估。鑒于對(duì)山東煙草內(nèi)部專賣管理監(jiān)督模式存在問題的分析,提出了優(yōu)化和完善山東煙草內(nèi)部專賣管理監(jiān)督模式的保障措施。只有科學(xué)合理的內(nèi)部專賣管理監(jiān)督模式并發(fā)揮作用,才能切實(shí)維護(hù)國家利益和消費(fèi)者利益,樹立責(zé)任煙草、誠信煙草、守法煙草、和諧煙草的良好形象。
[Abstract]:With the arrival of the new normal economy of our country, the domestic and foreign marketing environment pressure of tobacco industry is more and more great, and the approaching of demand inflection point is also a big problem faced by tobacco enterprises'"two cigarettes" production and management. How to give full play to the advantages of tobacco monopoly system and do a good job of "three major events" has become a major challenge faced by tobacco enterprise managers. Based on the monopoly system of tobacco industry, taking the internal monopoly management and supervision mode of Shandong Tobacco Monopoly Bureau as the research object, this paper expounds the importance and reality of the internal monopoly management and supervision work in the tobacco industry, and adopts the system theory method. With the help of relevant documents, through in-depth interviews, combined with questionnaires, market research and inspection and examination, this paper reports the current situation of Shandong tobacco internal monopoly management and supervision mode. The paper points out the problems existing in the management and supervision of Shandong tobacco internal monopoly, such as one-sided thinking, lagged system construction, weak market foundation, low quality of internal management personnel, incomplete long-term mechanism, and so on. It also analyzes the root causes of these problems, including the special institutional factors of tobacco industry, the lack of understanding of the importance of internal monopoly management and supervision, and the failure to correctly view the relationship between norms and development. By using qualitative and quantitative methods, this paper optimizes the design of the supervision objectives, principles and ideas of Shandong tobacco internal monopoly management, and resets the objectives, ideas and principles. According to the time sequence of the events, the author analyzes the "prior analysis". This paper studies three methods and ways of supervision, such as "problem comparison method" and "data inversion method", and carries out risk assessment. In view of the analysis of the existing problems in Shandong tobacco internal monopoly management and supervision mode, this paper puts forward the safeguard measures to optimize and perfect Shandong tobacco internal monopoly management and supervision mode. Only a scientific and reasonable internal monopoly management and supervision mode can effectively safeguard the national interests and consumer interests, and establish a good image of responsible tobacco, honest tobacco, law-abiding tobacco and harmonious tobacco.
