【摘要】：印度是當(dāng)今世界發(fā)展中大國(guó)之一,近年來政局穩(wěn)定,經(jīng)濟(jì)發(fā)展勢(shì)頭良好。同時(shí),非洲也走出了上世紀(jì)的混亂與動(dòng)蕩,在基本保持和平的情況下,依靠其資源優(yōu)勢(shì)在經(jīng)濟(jì)發(fā)展上取得了顯著進(jìn)步。作為兩塊極具發(fā)展?jié)摿Φ拇箨?雙方的合作不容小覷。當(dāng)前,印度已經(jīng)意識(shí)到非洲對(duì)與其自身發(fā)展的重大意義,開始積極參與到非洲發(fā)展的進(jìn)程中來。 自古以來,印度就與非洲東部地區(qū)開展了頻繁的交流,并擁有悠久的交往歷史,這種交往對(duì)雙方的社會(huì)發(fā)展都產(chǎn)生了深刻影響。自非洲國(guó)家獨(dú)立以來,雙方在政治軍事、經(jīng)貿(mào)往來和文化互動(dòng)等諸多方面有了深入的交流與合作。進(jìn)入21世紀(jì),印度進(jìn)一步加強(qiáng)了與非洲的合作,印度政府一方面改革其對(duì)非外交機(jī)構(gòu),另一方面則建立印非峰會(huì)促進(jìn)印非關(guān)系的全面發(fā)展。 印度對(duì)非投資是印度開展對(duì)非關(guān)系中的重要內(nèi)容,也是促進(jìn)雙方經(jīng)濟(jì)發(fā)展的必要手段。印度對(duì)非投資是由企業(yè)主導(dǎo)的“自發(fā)性”投資模式,相較于由政府主導(dǎo)的投資模式來說,印度對(duì)非投資更具有穩(wěn)定性和可持續(xù)性。在企業(yè)主導(dǎo)的投資模式下,印度企業(yè)以市場(chǎng)需求為導(dǎo)向,一方面加大對(duì)非洲自然資源的進(jìn)口力度,另一方面提高在非洲企業(yè)的投資份額,生產(chǎn)非洲人民所需的商品,助力非洲發(fā)展。同時(shí),印度企業(yè)發(fā)揮自身在網(wǎng)絡(luò)通信技術(shù)方面的優(yōu)勢(shì),加大對(duì)非洲人力資源開發(fā)方面的投入,從而幫助非洲人進(jìn)行能力建設(shè),為非洲進(jìn)一步發(fā)展提供深層次的動(dòng)力。
[Abstract]:India is one of the developing countries in the world. In recent years, the political situation is stable and the economic development momentum is good. At the same time, Africa has emerged from the chaos and turmoil of the last century, and has made remarkable progress in economic development on the basis of its resource advantages while maintaining basic peace. As two continents with great potential for development, the cooperation between the two sides should not be underestimated. At present, India has realized the importance of Africa to its own development, and has begun to actively participate in the process of African development. Since ancient times, India has carried out frequent exchanges with East Africa and has a long history of communication, which has a profound impact on the social development of both sides. Since the independence of African countries, the two sides have had in-depth exchanges and cooperation in many fields, such as political and military affairs, economic and trade exchanges and cultural interaction. In the 21st century, India has further strengthened its cooperation with Africa. On the one hand, the Indian government has reformed its diplomatic institutions to Africa, on the other hand, it has established the India-Africa Summit to promote the all-round development of India-Africa relations. India's investment in Africa is not only an important part of India's relations with Africa, but also a necessary means to promote the economic development of both sides. India's investment in non-investment is a business-led "spontaneous" investment model, which is more stable and sustainable than the government-led investment model. Under the enterprise-led investment model, Indian enterprises are guided by market demand. On the one hand, they increase the import of Africa's natural resources, on the other hand, they increase their share of investment in African enterprises to produce the commodities needed by the people of Africa. Contribute to the development of Africa. At the same time, Indian enterprises make full use of their advantages in network communication technology and increase their investment in human resources development in Africa, so as to help Africans to build their capacity and provide a deep impetus for the further development of Africa.
