河北省蔬菜出口貿(mào)易發(fā)展研究

【摘要】:河北省蔬菜經(jīng)過20多年的迅速發(fā)展,己成為河北省種植業(yè)的第一大產(chǎn)業(yè),截至2013年,河北省蔬菜播種面積達(dá)122.04萬公頃,總產(chǎn)量7902.1萬噸,連續(xù)16年穩(wěn)居全國(guó)蔬菜總產(chǎn)量第二位。同時(shí),隨著經(jīng)濟(jì)全球化和市場(chǎng)經(jīng)濟(jì)體制的不斷完善,河北省蔬菜的出口貿(mào)易量也呈逐年上升趨勢(shì),但與河北省的蔬菜產(chǎn)量和內(nèi)銷量相比仍存在很大差距,發(fā)展出口蔬菜已成為增加河北省出口外匯和提高蔬菜質(zhì)量效益水平的重要途徑和突破口。因此,研究河北省蔬菜出口貿(mào)易對(duì)增加農(nóng)民收入、提高出口創(chuàng)匯具有重要的現(xiàn)實(shí)意義。本文在分析河北省蔬菜供給、消費(fèi)和出口貿(mào)易現(xiàn)狀的基礎(chǔ)上,找出其中存在的一系列問題,并通過建立貿(mào)易引力模型和顯性競(jìng)爭(zhēng)力指標(biāo)體系,運(yùn)用Eviews3.0計(jì)量軟件和變異系數(shù)異方差賦權(quán)法,從河北省蔬菜出口國(guó)際市場(chǎng)的主要影響因素和出口競(jìng)爭(zhēng)力的角度進(jìn)一步深入研究河北省出口蔬菜的質(zhì)量水平、距離成本、出口流向和綜合競(jìng)爭(zhēng)力,最終為促進(jìn)河北省蔬菜出口貿(mào)易的發(fā)展提出對(duì)策建議。從河北省蔬菜的發(fā)展現(xiàn)狀及問題來看,在蔬菜生產(chǎn)方面,生產(chǎn)規(guī)模不斷擴(kuò)大,區(qū)域分布高度集中,品種區(qū)域多樣化;消費(fèi)方面,與糧食和水果類食品相比,城市家庭居民對(duì)蔬菜質(zhì)量和品種的要求日益增加,農(nóng)村居民家庭對(duì)蔬菜的消費(fèi)量也有所提高;出口貿(mào)易方面,2013年,蔬菜出口量和出口額都呈上升趨勢(shì),但出口環(huán)節(jié)仍屬河北省蔬菜的薄弱一環(huán)。在蔬菜出口貿(mào)易過程中存在著政府監(jiān)管力度輕、質(zhì)量安全程度低;深加工水平低、出口品種相對(duì)單一;品牌效益不顯著,推介平臺(tái)較落后;儲(chǔ)運(yùn)成本高;目標(biāo)市場(chǎng)相對(duì)集中;出口競(jìng)爭(zhēng)力薄弱等問題。通過構(gòu)建河北省蔬菜出口貿(mào)易引力模型,對(duì)河北省與主要貿(mào)易伙伴間的蔬菜出口貿(mào)易進(jìn)行實(shí)證分析,找出影響河北省蔬菜出口國(guó)際市場(chǎng)的主要因素。從經(jīng)濟(jì)發(fā)展水平來看,河北蔬菜對(duì)亞洲及歐美經(jīng)濟(jì)發(fā)展實(shí)力較強(qiáng)的國(guó)家具有較大吸引力,但這些國(guó)家對(duì)出口商品的質(zhì)量和食品安全要求也更為苛刻;從距離成本來看,河北蔬菜對(duì)距離河北省較近且國(guó)土面積較小的國(guó)家貿(mào)易吸引力較大,如日本、韓國(guó)等亞洲市場(chǎng)就占據(jù)了整個(gè)出口市場(chǎng)的三分之一,這樣的出口格局也加劇了河北省蔬菜出口貿(mào)易的貿(mào)易風(fēng)險(xiǎn)。通過構(gòu)建顯示競(jìng)爭(zhēng)力指標(biāo)體系,對(duì)河北省蔬菜的出口競(jìng)爭(zhēng)力進(jìn)行分析,河北蔬菜在國(guó)際市場(chǎng)占有率、顯性競(jìng)爭(zhēng)力比較優(yōu)勢(shì)和出口貢獻(xiàn)率方面與山東、浙江、福建和廣東仍存在較大差距,但仍具有一定的貿(mào)易競(jìng)爭(zhēng)力優(yōu)勢(shì)。但從整體來看河北省出口蔬菜綜合顯性競(jìng)爭(zhēng)力仍相對(duì)薄弱,需要從質(zhì)量、品種研發(fā)、目標(biāo)客戶群、品牌培育等方面不斷提高河北蔬菜出口競(jìng)爭(zhēng)力。最后,在研究河北省蔬菜的發(fā)展現(xiàn)狀及問題、主要影響因素和出口競(jìng)爭(zhēng)力的基礎(chǔ)上,進(jìn)一步提出促進(jìn)河北省蔬菜出口貿(mào)易發(fā)展的合理的對(duì)策建議。
[Abstract]:After more than 20 years' rapid development, vegetables in Hebei Province have become the largest industry in Hebei Province. Up to 2013, the planting area of vegetables in Hebei Province reached 1.2204 million hectares, with a total yield of 79.021 million tons, ranking second in the country for 16 years in a row.At the same time, with the development of economic globalization and market economic system, the export trade of vegetables in Hebei Province is on the rise year by year, but there is still a big gap between the vegetable output and domestic sales in Hebei Province.The development of export vegetables has become an important way and breakthrough to increase export foreign exchange and improve the quality and benefit of vegetables in Hebei Province.Therefore, the study of Hebei vegetable export trade has important practical significance to increase farmers' income and increase export earnings.Based on the analysis of the present situation of vegetable supply, consumption and export trade in Hebei Province, this paper finds out a series of problems, and establishes a trade gravity model and an index system of dominant competitiveness.Using Eviews3.0 software and coefficient of variation heteroscedasticity weighting method, the quality level and distance cost of Hebei export vegetables are further studied from the perspective of the main influencing factors and export competitiveness of Hebei vegetable export international market.The direction of export and the comprehensive competitiveness, finally, to promote the development of vegetable export trade in Hebei Province put forward countermeasures and suggestions.From the point of view of the present situation and problems of vegetable development in Hebei Province, in vegetable production, the scale of vegetable production is continuously expanded, the regional distribution is highly concentrated, the variety is diversified, and the consumption aspect is compared with food and fruit food.Urban households are increasingly demanding the quality and variety of vegetables, and rural households are consuming more vegetables. In terms of export trade, both exports and exports showed an upward trend in 2013.But the export link is still a weak link of vegetables in Hebei Province.In the process of vegetable export trade, there are light government supervision, low quality and safety degree, low level of deep processing, relatively single export variety, low brand benefit, backward promotion platform, high storage and transportation cost, relatively concentrated target market;Weak export competitiveness and other issues.By constructing the gravity model of vegetable export trade in Hebei Province, the paper analyzes the vegetable export trade between Hebei Province and its main trading partners, and finds out the main factors that affect the international market of Hebei vegetable export.In terms of the level of economic development, Hebei vegetables are more attractive to countries with stronger economic development in Asia and Europe and the United States, but these countries also have more stringent requirements on the quality of their exports and food safety; in terms of distance costs,Hebei vegetables are more attractive to trade in countries closer to Hebei and smaller in size. Asian markets such as Japan and South Korea account for 1/3 of the total export market.Such an export pattern also intensifies the trade risk of Hebei vegetable export trade.Through constructing the index system of showing competitiveness, the author analyzes the export competitiveness of Hebei vegetables. Hebei vegetables share in international market, dominant competitive comparative advantage and export contribution rate are compared with Shandong and Zhejiang.Fujian and Guangdong still exist big disparity, but still have certain trade competitive advantage.However, the comprehensive dominant competitiveness of Hebei export vegetables is still relatively weak, and it is necessary to improve Hebei vegetable export competitiveness from the aspects of quality, variety research and development, target customer group, brand cultivation and so on.Finally, on the basis of studying the present situation and problems of vegetable export in Hebei Province, the main influencing factors and export competitiveness, the author puts forward some reasonable countermeasures and suggestions to promote the development of vegetable export trade in Hebei Province.
