基于“三農(nóng)”問題的河南省供銷社改革研究

【摘要】:近年來,我國供銷合作社在各級(jí)政府政策的指導(dǎo)與推動(dòng)下,由此開啟了新一輪以為農(nóng)服務(wù)、推動(dòng)“三農(nóng)”發(fā)展為核心目標(biāo)的綜合改革活動(dòng)。文章在系統(tǒng)分析河南省供銷合作社綜合改革之后,主要得出以下幾個(gè)方面的結(jié)論:一是河南省供銷合作社形成了加快推進(jìn)農(nóng)業(yè)現(xiàn)代化、推動(dòng)農(nóng)村全面小康社會(huì)建設(shè)、促進(jìn)廣大農(nóng)民增收致富三大改革目標(biāo),建構(gòu)起為農(nóng)服務(wù)五大平臺(tái)系統(tǒng)和四大體系的改革內(nèi)容,制定出創(chuàng)建“耕、種、管、收、貯、銷”一體化現(xiàn)代農(nóng)業(yè)生產(chǎn)服務(wù)體系,建構(gòu)“以線為主、以點(diǎn)帶面”的現(xiàn)代農(nóng)產(chǎn)品物流服務(wù)體系,實(shí)施“互聯(lián)網(wǎng)+供銷”的一體化農(nóng)村電子商務(wù)服務(wù)體系,開展“形式多樣、功能齊全”的農(nóng)村合作金融業(yè)務(wù)體系,建構(gòu)“組織升級(jí)、融合發(fā)展”的基層社與聯(lián)合社組織體系,建構(gòu)“教育、協(xié)會(huì)”協(xié)調(diào)發(fā)展的事業(yè)單位和社團(tuán)組織體系方面的改革措施。二是河南省供銷合作社綜合改革扎根農(nóng)村積累的豐富資源為推動(dòng)“三農(nóng)”發(fā)展所提供的資源保障,同時(shí)也有試點(diǎn)工程為推動(dòng)“三農(nóng)”發(fā)展所提供的豐富的經(jīng)驗(yàn)保障,組織領(lǐng)導(dǎo)與目標(biāo)考核為推動(dòng)“三農(nóng)”發(fā)展所提供的管理保障等,初步形成農(nóng)村現(xiàn)代流通網(wǎng)絡(luò)體系,初步完成基層社與聯(lián)合社的升級(jí),穩(wěn)步推進(jìn)社有的企業(yè)升級(jí)與轉(zhuǎn)型等等,但同時(shí)也帶來了過度市場化運(yùn)營導(dǎo)致其偏離為農(nóng)服務(wù)目標(biāo)和借用行政力量逐步壟斷農(nóng)村的各行業(yè)市場的負(fù)面影響。三是當(dāng)前河南省供銷合作社改革存在問題包括基層社與聯(lián)合社改革避重就輕問題明顯,現(xiàn)代化與系統(tǒng)化服務(wù)平臺(tái)建設(shè)停滯不前,農(nóng)村合作金融服務(wù)形式單一且水平較低,社有企業(yè)改革重業(yè)務(wù)而輕體制問題突出等等,而原因在于固有利益團(tuán)體阻礙供銷社實(shí)質(zhì)性改革,缺乏足夠運(yùn)營經(jīng)費(fèi)的投入限制改革的推進(jìn),人才匱乏致使供銷社改革無法突破性發(fā)展,缺乏有效的改革監(jiān)督、評(píng)估與獎(jiǎng)懲機(jī)制等。四是文章建議河南省供銷合作社要從“改革”和“保障”兩個(gè)方面協(xié)調(diào)沖破利益藩籬,促進(jìn)改革深化,從“審核、監(jiān)督和評(píng)估”的角度,形成科學(xué)合理督促與激勵(lì)機(jī)制;要?jiǎng)?chuàng)新運(yùn)營模式來拓展經(jīng)費(fèi)來源渠道,形成“點(diǎn)面結(jié)合”的供銷合作社綜合改革人才引進(jìn)機(jī)制,由此才能保證供銷合作社改革工作的順利、高效實(shí)施,發(fā)揮其在推動(dòng)農(nóng)業(yè)現(xiàn)代化、農(nóng)村小康化、農(nóng)民增收致富過程中應(yīng)用的作用。
[Abstract]:In recent years, under the guidance and promotion of the government policies at all levels, the supply and marketing cooperatives in our country have opened a new round of comprehensive reform activities to serve agriculture and promote the development of agriculture, countryside and farmers.After systematically analyzing the comprehensive reform of supply and marketing cooperatives in Henan Province, the paper draws the following conclusions: first, the supply and marketing cooperatives of Henan Province have formed and accelerated the modernization of agriculture and promoted the construction of a well-off society in rural areas.To promote the three reform objectives of increasing peasants' income and becoming rich, to construct the reform contents of five platforms and four systems of serving agriculture, and to formulate and establish an integrated modern agricultural production service system of "ploughing, planting, managing, collecting, storing and selling".To construct the modern agricultural product logistics service system, to implement the integrated rural electronic commerce service system of "Internet supply and marketing", and to develop the rural cooperative finance business system of "various forms and complete functions".To construct the organization system of "organization upgrade, integration and development", and to construct the reform measures of "education, association" coordinated development of institutions and association organization system.Second, the abundant resources accumulated by the comprehensive reform of supply and marketing cooperatives in Henan Province to promote the development of agriculture, rural areas and farmers, and the rich experience provided by the pilot projects to promote the development of "agriculture, countryside and farmers".Organizing leadership and objective assessment to provide management support for promoting the development of "three rural areas, rural areas", and so on, so as to initially form a modern rural circulation network system, initially complete the upgrading of grass-roots and joint cooperatives, and steadily promote the upgrading and transformation of some enterprises in the cooperatives, etc.But at the same time, it also brings about the negative influence of excessive market-oriented operation, which leads to its deviation from the goal of serving agriculture and gradually monopolizing the market of various industries in rural areas by using administrative power.Third, the problems existing in the reform of supply and marketing cooperatives in Henan Province include the obvious problems in the reform of grass-roots and joint cooperatives, the stagnation in the construction of modernization and systematization service platforms, the single and low level of rural cooperative financial services.The problems such as enterprise reform, which emphasizes business rather than system, are prominent, and the reason is that inherent interest groups hinder the substantive reform of supply and marketing cooperatives, and lack of sufficient investment in operating funds to limit the promotion of reform.The shortage of talents leads to the failure of the reform of supply and marketing cooperatives, the lack of effective reform supervision, evaluation, reward and punishment mechanism and so on.Fourthly, the article suggests that the supply and marketing cooperatives in Henan Province should break through the interests barriers from the two aspects of "reform" and "guarantee", promote the deepening of the reform, and form a scientific and reasonable supervision and incentive mechanism from the angle of "examination, supervision and evaluation".It is necessary to innovate the operation mode to expand the sources of funds and to form a "point-to-face" mechanism for the comprehensive reform of supply and marketing cooperatives, so as to ensure the smooth and efficient implementation of the reform of supply and marketing cooperatives.Play its role in promoting agricultural modernization, rural well-off, farmers to increase income and wealth in the process of application.
