我國(guó)進(jìn)口跨境電商問題與發(fā)展策略研究

【摘要】:我國(guó)電子商務(wù)萌芽于1997年,歷經(jīng)二十年的發(fā)展,經(jīng)歷過低谷,也有過崛起,目前已呈現(xiàn)較為穩(wěn)定的格局。進(jìn)口跨境電商是從2014年開始起步的,政府的支持、消費(fèi)者的需求、電子商務(wù)的發(fā)展等因素給了它創(chuàng)造了良好的條件。近幾年來進(jìn)口跨境電商發(fā)展迅速,對(duì)進(jìn)出口貿(mào)易和國(guó)內(nèi)經(jīng)濟(jì)產(chǎn)生了積極影響,但也給消費(fèi)者帶來了諸多問題。通過問卷調(diào)查和文獻(xiàn)研究,本文總結(jié)出進(jìn)口跨境電商現(xiàn)存的商品質(zhì)量、物流和稅費(fèi)三大問題。貨源渠道亂、疏于監(jiān)管、檢驗(yàn)檢疫機(jī)制不完善引發(fā)了商品質(zhì)量問題,倉(cāng)儲(chǔ)配送體系缺乏整合使得物流配送時(shí)效低,高昂的物流成本導(dǎo)致退換貨難,“稅收新政”成為了稅費(fèi)問題的導(dǎo)火索。網(wǎng)易考拉海購(gòu)作為進(jìn)口跨境電商的黑馬,僅兩年時(shí)間銷售額已位居行業(yè)第一。它在品牌授權(quán)、供應(yīng)鏈管理上都有著重要優(yōu)勢(shì),但也存在假貨風(fēng)險(xiǎn)、物流成本高、稅改壓力大的問題。本文整理了政府和電商平臺(tái)現(xiàn)有的策略,以此為基礎(chǔ),并借鑒網(wǎng)易考拉海購(gòu)和其他國(guó)內(nèi)外企業(yè)的發(fā)展經(jīng)驗(yàn),從政府、跨境電商平臺(tái)和消費(fèi)者三個(gè)維度為我國(guó)進(jìn)口跨境電商提出下一步的發(fā)展策略。政府應(yīng)健全商品申報(bào)、檢驗(yàn)和投訴機(jī)制,積極推動(dòng)跨境物流發(fā)展,加強(qiáng)行業(yè)法律法規(guī)建設(shè);電商平臺(tái)應(yīng)做好質(zhì)量把控、加強(qiáng)監(jiān)管,大力發(fā)展第三方物流,構(gòu)建自身核心競(jìng)爭(zhēng)力;消費(fèi)者應(yīng)謹(jǐn)慎辨別電商平臺(tái)和商品信息,學(xué)會(huì)維護(hù)自身正當(dāng)權(quán)益。通過政府、平臺(tái)和消費(fèi)者的共同努力,進(jìn)口跨境電商問題會(huì)逐步得到改善,行業(yè)會(huì)不斷發(fā)展成熟,資源也會(huì)越發(fā)集中于競(jìng)爭(zhēng)優(yōu)勢(shì)的平臺(tái)。
[Abstract]:China's e-commerce sprouted in 1997, experienced 20 years of development, experienced a trough, has also risen, has now presented a relatively stable pattern. Import cross-border e-commerce started in 2014, government support, consumer demand, The development of e-commerce and other factors have created favorable conditions for it. In recent years, cross-border e-commerce imports have developed rapidly, which has had a positive impact on import and export trade and the domestic economy. But it also brings a lot of problems to consumers. Through questionnaire survey and literature research, this paper summarizes the existing three major problems of import cross-border e-commerce: commodity quality, logistics and taxes and fees. The imperfect inspection and quarantine mechanism has caused the commodity quality problems, and the lack of integration of the warehousing and distribution system has resulted in a low efficiency of logistics distribution. High logistics costs have made it difficult to return and exchange goods, and the "new tax deal" has become the trigger for the tax issue. NetEase koala, the black horse of cross-border e-commerce imports, ranks first in sales in just two years. It is licensing its brand. Supply chain management has important advantages, but there are also some problems such as fake goods risk, high logistics cost and great pressure of tax reform. With reference to the development experience of NetEase koala and other domestic and foreign enterprises, the government, cross-border e-commerce platform and consumers put forward the next development strategy for China's import cross-border e-commerce from the government, cross-border e-commerce platform and consumers. The government should improve the commodity declaration. The inspection and complaint mechanism should actively promote the development of cross-border logistics and strengthen the construction of laws and regulations of the industry, and the e-commerce platform should do a good job of quality control, strengthen supervision, vigorously develop third-party logistics, and build its own core competitiveness. Consumers should carefully distinguish between e-commerce platforms and commodity information, and learn to safeguard their legitimate rights and interests. Through the joint efforts of the government, platforms and consumers, the issue of cross-border e-commerce imports will be gradually improved and the industry will continue to develop and mature. Resources will also be increasingly focused on competitive advantage of the platform.
