【摘要】：20世紀(jì)90年代以來,我國人口平均壽命的延長和計(jì)劃生育政策效果的顯現(xiàn),使得我國人口老齡化程度不斷加劇,致使老年群體對養(yǎng)老服務(wù)需求日益增大,但是現(xiàn)有養(yǎng)老服務(wù)供給不足,養(yǎng)老服務(wù)的供需嚴(yán)重失衡,影響了老年人的生活質(zhì)量。為了積極應(yīng)對這一問題,滿足老年群體日益增加的養(yǎng)老服務(wù)需要,必須加快發(fā)展我國的養(yǎng)老服務(wù)業(yè),探索出適合我國實(shí)際狀況的養(yǎng)老服務(wù)業(yè)發(fā)展模式,以滿足不同層次老年人的養(yǎng)老需要,加快構(gòu)建社會主義和諧社會的進(jìn)程。在人口老齡化這一背景下,當(dāng)前養(yǎng)老服務(wù)業(yè)無法滿足老年人日益增加的多樣化、多層次需求,已有的研究大多是從理論層面探索養(yǎng)老服務(wù)的發(fā)展路徑,或者以案例為研究對象,針對某地養(yǎng)老服務(wù)的基礎(chǔ)設(shè)施建設(shè)、服務(wù)項(xiàng)目等方面進(jìn)行總結(jié),并提出可行的解決方案。鑒于此,本文在分析現(xiàn)階段我國養(yǎng)老服務(wù)業(yè)發(fā)展現(xiàn)狀與存在問題的基礎(chǔ)上,借鑒國外養(yǎng)老服務(wù)業(yè)的發(fā)展經(jīng)驗(yàn),為加快我國養(yǎng)老服務(wù)業(yè)的發(fā)展提出對策建議。首先,介紹了本文的研究背景和研究意義,并對國內(nèi)外研究現(xiàn)狀進(jìn)行述評,明確了本文的研究依據(jù)與研究重點(diǎn)。其次,對養(yǎng)老服務(wù)的相關(guān)概念進(jìn)行了界定,并將馬克思主義社會保障理論、福利多元化理論、社區(qū)服務(wù)理論、馬斯洛需要層次理論作為研究的理論依據(jù)。隨后,論述了加快我國養(yǎng)老服務(wù)業(yè)發(fā)展的必要性,認(rèn)為養(yǎng)老服務(wù)業(yè)不僅能解決“老齡化”這一社會難題,同時(shí),它還對解決當(dāng)前養(yǎng)老服務(wù)業(yè)突出矛盾和問題、推進(jìn)經(jīng)濟(jì)持續(xù)健康發(fā)展具有重要作用。接著,梳理了現(xiàn)階段我國養(yǎng)老服務(wù)業(yè)發(fā)展現(xiàn)狀,認(rèn)為我國養(yǎng)老服務(wù)業(yè)存在養(yǎng)老服務(wù)供給不足、供需矛盾突出,養(yǎng)老服務(wù)供給主體單一、社會力量參與度低,城鄉(xiāng)養(yǎng)老服務(wù)業(yè)發(fā)展不平衡,養(yǎng)老服務(wù)標(biāo)準(zhǔn)化程度低、服務(wù)質(zhì)量不高,養(yǎng)老服務(wù)從業(yè)人員素質(zhì)偏低等問題。最后,基于我國養(yǎng)老服務(wù)業(yè)的發(fā)展現(xiàn)狀,并借鑒英國、美國、澳大利亞、新加坡等國養(yǎng)老服務(wù)業(yè)的發(fā)展經(jīng)驗(yàn),認(rèn)為我國可以從加大政策扶持力度、著力引導(dǎo)社會力量發(fā)展養(yǎng)老服務(wù)業(yè),大力發(fā)展居家社區(qū)養(yǎng)老服務(wù)、進(jìn)一步完善養(yǎng)老服務(wù)體系,切實(shí)加強(qiáng)農(nóng)村養(yǎng)老服務(wù)、促進(jìn)城鄉(xiāng)養(yǎng)老服務(wù)業(yè)均衡發(fā)展,加快推進(jìn)養(yǎng)老服務(wù)標(biāo)準(zhǔn)化建設(shè)、提升養(yǎng)老服務(wù)供給質(zhì)量,加大人才培養(yǎng)力度這幾個(gè)方面推動我國養(yǎng)老服務(wù)業(yè)的快速發(fā)展。
[Abstract]:Since 1990s, with the prolongation of life expectancy and the effect of family planning policy, the aging of the population in our country has been aggravated, and the demand for old-age services has been increasing day by day. However, the existing pension service supply is insufficient, and the supply and demand of old-age services are seriously unbalanced, which has affected the quality of life of the elderly. In order to actively deal with this problem, to meet the increasing needs of the elderly group of old-age services, We must speed up the development of the old-age service industry in our country, and explore the development model of the old-age service industry that is suitable for the actual situation of our country, so as to meet the needs of the aged at different levels. Speed up the process of building a harmonious socialist society. Against the background of an aging population, the current old-age service industry is unable to meet the increasing diversity and multi-level needs of the elderly. Most of the existing research is from the theoretical level to explore the development of old-age service path, or take the case as the research object, for a place pension services infrastructure construction, service projects and other aspects of summary, In view of this, based on the analysis of the present situation and existing problems of China's pension service industry, this paper draws lessons from the development experience of foreign pension service industry. In order to speed up the development of the old-age service industry in China, the countermeasures and suggestions are put forward. Firstly, the research background and significance of this paper are introduced, and the current research situation at home and abroad is reviewed. The related concepts of old-age service are defined, and Marxist social security theory, welfare pluralism theory, community service theory, Maslow hierarchy theory are taken as the theoretical basis of the research. This paper discusses the necessity of accelerating the development of the old-age service industry in China, and thinks that the old-age service industry can not only solve the social problem of "aging", but also solve the outstanding contradictions and problems of the current old-age service industry. It is very important to promote the sustainable and healthy development of economy. Then, the author combs the present situation of the development of the old-age service industry in our country. Low participation of social forces, unbalanced development of urban and rural pension services, low standardization of pension services, low service quality, low quality of old-age service practitioners, etc. Finally, based on the current situation of the development of pension services in China, And draw lessons from the development experience of the pension service industry in Britain, the United States, Australia, Singapore and other countries, think that our country can strengthen the policy support, focus on guiding the social forces to develop the pension service industry, and vigorously develop the home community pension service. We will further improve the old-age service system, strengthen rural old-age services, promote the balanced development of urban and rural old-age services, speed up the standardization of old-age services, and improve the quality of the provision of old-age services. Increase the strength of talent training these aspects to promote the rapid development of pension services in China.
