中國(guó)跨境電子商務(wù)發(fā)展現(xiàn)狀、問題及對(duì)策研究

【摘要】:信息通訊技術(shù)的飛速發(fā)展使人類社會(huì)生活發(fā)生巨大變革,在商業(yè)領(lǐng)域衍變出全新的電子商務(wù)模式。目前,在全球電子商務(wù)陣營(yíng)中我國(guó)居于前列,國(guó)內(nèi)商業(yè)格局已初步形成,以阿里巴巴、京東為龍頭,蘇寧易購(gòu)、當(dāng)當(dāng)網(wǎng)、唯品會(huì)、聚美優(yōu)品等一大批電子商務(wù)企業(yè)緊隨其后。國(guó)內(nèi)電子商務(wù)依托網(wǎng)絡(luò)規(guī)模優(yōu)勢(shì)不斷做大做強(qiáng)的同時(shí),我國(guó)跨境電商也已異軍突起,現(xiàn)已形成包括B2B、B2C、C2C、O2O等在內(nèi)的多種商業(yè)模式?缇畴娚痰呐d起既得益于信息網(wǎng)絡(luò)技術(shù)的高速發(fā)展與全球經(jīng)濟(jì)一體化,又因其恰逢2008全球金融危機(jī)使得部分傳統(tǒng)大額跨境貿(mào)易轉(zhuǎn)為小額在線交易?缇畴娚淌腔ヂ(lián)網(wǎng)時(shí)代迸發(fā)出的新的經(jīng)濟(jì)增長(zhǎng)點(diǎn),為我國(guó)外貿(mào)行業(yè)帶來了全新的機(jī)遇與挑戰(zhàn)。我國(guó)跨境電商發(fā)展的宏觀環(huán)境雖日漸完善,但專業(yè)人才匱乏、政策法規(guī)滯后、區(qū)域發(fā)展失衡等問題仍有待解決。與國(guó)內(nèi)電子商務(wù)相比,跨境電商交易更具挑戰(zhàn)性,既要承擔(dān)一般國(guó)內(nèi)電子商務(wù)面臨的技術(shù)風(fēng)險(xiǎn)、信用風(fēng)險(xiǎn)以及信息安全等一系列風(fēng)險(xiǎn),還面臨著更為復(fù)雜的物流配送、檢驗(yàn)檢疫、貨款支付、售后服務(wù)、交易糾紛解決等流程,此外還受到文化差異與語言不通等因素的影響。在實(shí)際操作中,跨境電商行業(yè)的先行者如亞馬遜、敦煌網(wǎng)、蘭亭集勢(shì)、大龍網(wǎng)以及京東全球購(gòu)等為我們提供了可供參考的經(jīng)驗(yàn)。此外,各地應(yīng)借鑒跨境電商綜合試驗(yàn)區(qū)的發(fā)展經(jīng)驗(yàn),以此培養(yǎng)自身的競(jìng)爭(zhēng)優(yōu)勢(shì)。我國(guó)跨境電商企業(yè)應(yīng)加強(qiáng)品牌形象建設(shè),積極參與國(guó)際競(jìng)爭(zhēng)。行業(yè)組織應(yīng)聚集跨境電商行業(yè)資源,助力中小企業(yè)發(fā)展。我國(guó)政府應(yīng)適當(dāng)發(fā)揮宏觀戰(zhàn)略指引作用,為跨境電子商務(wù)行業(yè)發(fā)展提供服務(wù)。
[Abstract]:With the rapid development of information and communication technology, great changes have taken place in human social life, and a completely new electronic commerce model has evolved in the commercial field. At present, our country is in the forefront of the global e-commerce camp, and the domestic commercial pattern has been initially formed. A large number of e-commerce enterprises, such as Alibaba, #internal_person1#, Dangdang, SUNING, JingDong, and so on, are closely behind. While domestic e-commerce relies on the advantages of network scale, it is constantly growing bigger and stronger. China's cross-border e-commerce has also emerged, and has now formed a variety of business models, including B2BX B2CU C2CO2O and so on. The rise of cross-border e-commerce has benefited from the rapid development of information network technology and the integration of the global economy. It also comes at a time when the 2008 global financial crisis has turned some of the traditional large-scale cross-border trade into small online transactions. Cross-border e-commerce is a new growth point in the Internet era. It brings new opportunities and challenges to China's foreign trade industry. Although the macro environment of cross-border e-commerce development in our country is improving day by day, the professional talents are scarce, and the policies and regulations lag behind. Compared with domestic e-commerce, cross-border e-commerce transactions are more challenging. They have to bear a series of risks, such as technical risks, credit risks and information security risks faced by domestic e-commerce. It also faces more complicated processes such as logistics distribution, inspection and quarantine, payment for goods, after-sales service, settlement of trade disputes, etc. In addition, it is also affected by cultural differences and language barriers. Pioneers in cross-border e-commerce industries such as Amazon, Dunhuang, Lanting, Dalong and JingDong have provided us with reference experience. In addition, all localities should learn from the development experience of cross-border e-commerce comprehensive test areas. In order to cultivate their own competitive advantage, China's cross-border e-commerce enterprises should strengthen brand image construction and actively participate in international competition. Industry organizations should gather resources of cross-border e-commerce industry. To promote the development of small and medium-sized enterprises, our government should give full play to the role of macro-strategic guidance and provide services for the development of cross-border e-commerce industry.
