【摘要】：近年來,跨國公司出于提高核心競爭力和支持創(chuàng)新的動機(jī),開始將附加值較低的業(yè)務(wù)和非核心業(yè)務(wù)轉(zhuǎn)移給外部專業(yè)的承包商,從而服務(wù)外包作為分工和專業(yè)化的產(chǎn)物也得到迅速的發(fā)展。隨著跨國公司的深入發(fā)展,服務(wù)外包已經(jīng)發(fā)展成為一種普遍的經(jīng)濟(jì)活動,并且在經(jīng)濟(jì)全球化進(jìn)程中扮演著及其重要的角色。在“十二五”期間,中國的服務(wù)外包進(jìn)入了跨越發(fā)展的階段,已經(jīng)成為世界上僅次于印度的第二大離岸接包國。然而,中國的服務(wù)外包地域上有發(fā)展不平衡的現(xiàn)象：目前形成了長三角、珠三角、環(huán)渤海和中西部地區(qū)的產(chǎn)業(yè)集聚格局,在格局之外的地區(qū)外包發(fā)展相對較緩慢,有些地區(qū)的服務(wù)外包甚至停滯不前。吉林省是一個典型的位于產(chǎn)業(yè)格局之外的地區(qū),為了享受發(fā)展服務(wù)外包帶來的經(jīng)濟(jì)效應(yīng),吉林省也應(yīng)該大力支持服務(wù)外包的發(fā)展�！堕L吉圖規(guī)劃綱要》和《吉林省國民經(jīng)濟(jì)和社會發(fā)展第十二個五年規(guī)劃綱要》的發(fā)布和實(shí)施就是服務(wù)外包發(fā)展強(qiáng)有力的支撐。此外,2015年,兩會提出“一帶一路”的宏偉戰(zhàn)略構(gòu)想,也指明要積極發(fā)展對外貿(mào)易�？梢�,吉林省政府對服務(wù)外包的發(fā)展比較重視,再加上國家良好的政策環(huán)境的支持,應(yīng)該抓住機(jī)遇,促進(jìn)服務(wù)外包快速發(fā)展。除此之外,針對服務(wù)外包發(fā)展滯后地區(qū)的研究很匱乏,所以,研究吉林省承接服務(wù)外包的影響因素就很有必要,也具有一定的理論意義和現(xiàn)實(shí)意義。本文首先梳理了服務(wù)外包的相關(guān)文獻(xiàn)資料,整理出國內(nèi)外的研究現(xiàn)狀,其次,結(jié)合數(shù)據(jù)分析了吉林省服務(wù)外包的發(fā)展現(xiàn)狀和發(fā)展優(yōu)勢,結(jié)合國內(nèi)外相關(guān)研究和吉林省的特殊情況以及數(shù)據(jù)的可得性,提煉出吉林省承接服務(wù)外包的五個影響因素：市場規(guī)模、基礎(chǔ)設(shè)施、勞動力成本、人力資源和科技發(fā)展水平。然后建立回歸模型,對實(shí)證結(jié)果進(jìn)行分析。結(jié)果表明：市場規(guī)模、基礎(chǔ)設(shè)施和科技發(fā)展水平與服務(wù)外包承接規(guī)模呈正相關(guān),勞動力成本與服務(wù)外包承接規(guī)模呈負(fù)相關(guān),然而,人力資源與服務(wù)外包承接規(guī)模呈正相關(guān)這一假設(shè)沒有得到驗(yàn)證。在本文的最后一章,結(jié)合實(shí)證分析的結(jié)果,提出了幾點(diǎn)建議：注重相關(guān)領(lǐng)域人力資源的培養(yǎng),大力建設(shè)基礎(chǔ)設(shè)施,小規(guī)模企業(yè)“抱團(tuán)”合作,建立服務(wù)外包協(xié)會,大力承接韓國、日本的BPO業(yè)務(wù),加大與服務(wù)外包示范城市的服務(wù)外包合作等。
[Abstract]:In recent years, TNCs, motivated to enhance core competitiveness and support innovation, have begun to transfer lower-value-added and non-core operations to outside professional contractors. As a result, service outsourcing, as a product of division of labor and specialization, has also developed rapidly. With the further development of multinational companies, service outsourcing has developed into a universal economic activity. And it plays an important role in the process of economic globalization. During the 12th Five-Year Plan period, China's service outsourcing has entered the stage of leapfrogging development. It has become the second largest offshore contracting country after India in the world. However, there is imbalance in the development of service outsourcing in China: the Yangtze River Delta and the Pearl River Delta have been formed. The pattern of industrial agglomeration around Bohai Sea and central and western regions is relatively slow in areas outside the pattern of outsourcing. In some areas, service outsourcing even stagnates. Jilin Province is a typical region outside the industrial structure, in order to enjoy the economic effects of development service outsourcing. Jilin Province should also vigorously support the development of service outsourcing. The release and implementation of the "Changji Tu Planning outline" and the 12th Five-Year Plan outline for the National Economic and Social Development of Jilin Province are strong for the development of service outsourcing. Support. Besides. In 2015, the two sessions put forward the grand strategic concept of "Belt and Road", and also pointed out the need to actively develop foreign trade. It can be seen that the Jilin Provincial Government attaches more importance to the development of service outsourcing. Combined with the support of good policy environment, we should seize the opportunity to promote the rapid development of service outsourcing. In addition, the research on the lagging areas of service outsourcing development is very scarce, so. It is necessary to study the influencing factors of service outsourcing in Jilin Province, and also has certain theoretical and practical significance. Firstly, this paper combed the relevant literature of service outsourcing, and sorted out the current research situation at home and abroad. Secondly, combined with the data analysis of Jilin Province service outsourcing development status and advantages, combined with domestic and foreign related research and Jilin Province's special situation and the availability of data. Abstract the five influencing factors of service outsourcing in Jilin province: market scale, infrastructure, labor cost, human resources and the level of scientific and technological development. Then establish a regression model. The empirical results show that: market size, infrastructure and scientific and technological development level and service outsourcing scale is positively correlated, labor costs and service outsourcing undertaking scale is negative correlation, however. The hypothesis of positive correlation between human resources and service outsourcing undertaking scale has not been verified. In the last chapter of this paper, combined with the results of empirical analysis, several suggestions are put forward: pay attention to the cultivation of human resources in related fields. We should make great efforts to build infrastructure, cooperate with small scale enterprises, establish service outsourcing association, undertake BPO business in Korea and Japan, and increase service outsourcing cooperation with service outsourcing demonstration cities.
