【摘要】：中國和韓國地理位置相鄰,經濟具有較強的互補性,雙邊經貿合作發(fā)展具有得天獨厚的優(yōu)越條件和潛力。中國-韓國自由貿易協定于2015年6月正式簽訂,12月20日正式生效。截至目前,該協定在我國所簽訂的自貿協定中,涉及貿易規(guī)模最大、覆蓋領域范圍最廣泛。協定生效后,中韓雙方貨物貿易的自由化程度最終將超過稅目的90%。中韓自貿協定的簽訂,對于促進兩國間商業(yè)活動和經貿往來、促進中韓經濟和產業(yè)鏈的全面融合、推進區(qū)域經濟一體化發(fā)展具有重要意義,對于我國參與全球經濟融合具有積極促進作用。本文將《中韓自貿協定》生效后,經濟欠發(fā)達的少數民族地區(qū)對韓經貿合作問題研究作為出發(fā)點,采用理論與實證分析、定性與定量分析相結合的方法,將中韓自貿協定的影響體現到對延邊州對韓經貿合作的具體變化上。本文的第一章分析了國內外研究現狀,第二章闡述了自由貿易相關理論。在理論研究的基礎,在第三章深入研究中韓自貿協定的簽訂背景、主要內容、意義影響及實施進展情況。第四章立足于延邊經濟發(fā)展實際,圍繞延邊州對韓經貿發(fā)展歷程、現狀、存在問題、面臨的機遇與挑戰(zhàn)等方面進行深入分析。通過對延邊州歷年來對韓貿易額進行分析,指出中韓自貿協定效后對韓經貿合作的新趨勢、新變化,研究制約延邊對韓經貿發(fā)展的問題所在,具體包括:延邊州對韓經貿合作仍存在貿易規(guī)模有限、產品結構不夠合理、韓資企業(yè)多為中小型項目、經貿合作層次較低、區(qū)位優(yōu)勢不明顯、貨物運輸不便利等問題。本文第五章對新形勢下延邊地區(qū)對韓經貿合作面臨的機遇與挑戰(zhàn)進行實證分析。中韓自貿協定的簽訂和實施,有助于促進貿易成本大幅降低,暢通外商投資渠道,拓寬經貿合作領域,為區(qū)域合作注入新動力,將為延邊地區(qū)開展國際經貿合作提供對外貿易跳板,為延邊地區(qū)對外經貿合作提供了更為廣闊的發(fā)展平臺。同時,因關稅減免的過渡期最長為20年,因此自貿協定的短期效應不太明顯,延邊地區(qū)企業(yè)也將受到來自韓國重要產業(yè)和優(yōu)質產品的沖擊,面臨的市場競爭環(huán)境更加嚴峻,國內各地區(qū)之間的外資正度更加激烈。此外,受"薩德"事件影響,中韓政治經貿關系空前緊張,國內民眾自發(fā)對韓國產品進行抵制,對中韓貿易的沖擊已開始顯現。盡管如此,基于企業(yè)自身交易行為的雙邊貿易往來仍需繼續(xù)發(fā)展。中韓自貿協定的簽訂實施,對延邊地區(qū)可謂既有機遇,又有挑戰(zhàn)。針對延邊州對韓經貿合作中存在的問題,以及形勢下延邊州對韓經貿發(fā)展面臨的機遇和挑戰(zhàn),本文最后將促進延邊州對韓經貿發(fā)展的對策建議作為研究的落腳點。從加快并完善中韓延邊產業(yè)園的建設、深化與韓國企業(yè)的產業(yè)合作、提高招商引資質量和長遠效益、大力推動對韓跨境電子商務發(fā)展、加快對外互聯互通建設五個方面提出對策建議,以期對延邊地區(qū)充分抓住機遇,促進雙方經貿關系全面升級,研究和制定對韓可持續(xù)發(fā)展戰(zhàn)略和實現途徑等方面提供一定參考作用。

Based on the China ROK FTA signed the implementation of Yanbian area is both opportunities and challenges. From the speed up and improve the construction of China South Korea Yanbian Industrial Park, deepen industrial cooperation with South Korean enterprises, improve the quality and long-term benefits of investment lead And vigorously promote the Korean cross-border e-commerce development, put forward five countermeasures and suggestions to speed up foreign interoperability construction, in order to Yanbian fully seize the opportunity to promote a comprehensive upgrade of bilateral economic and trade relations, research and development of sustainable development strategy and the way to realize the aspects of providing a reference for South Korea.
