【摘要】：地方政府作為扶貧的實際參與者,其合理的功能定位和有效的實現(xiàn)對處于脫貧攻堅沖刺階段的國家來說至關(guān)重要,但農(nóng)村電子商務(wù)扶貧工作的動態(tài)性、復(fù)雜性、時代性使國內(nèi)外學(xué)者未能整體把握地方政府的行為機制。因此,為了更好地發(fā)揮地方政府在農(nóng)村電子商務(wù)扶貧中的作用,有必要從理論上探討農(nóng)村電子商務(wù)扶貧中地方政府行為的內(nèi)在邏輯和演化軌跡,以便為地方政府的扶貧工作提供理論基礎(chǔ)。論文基于地方政府農(nóng)村電子商務(wù)扶貧行為動力——行為模式——行為合理性的框架進行研究,從地方政府行為動力的機制分析為出發(fā)點,在約束條件的共同作用下,分析了地方政府行為模式的形成和合理性,并就此探討了對農(nóng)村電子商務(wù)扶貧中地方政府行為激勵與約束的建議。論文以系統(tǒng)科學(xué)方法作為理論工具,在分析我國政府權(quán)利結(jié)構(gòu)的基礎(chǔ)上,對地方政府利益實現(xiàn)的渠道和影響因素進行了系統(tǒng)研究。研究發(fā)現(xiàn),地方政府獲益的渠道為地方收益和上級政府的認可。地方收益通過環(huán)境因素和個體條件因素進行影響,而上級政府認可是通過對政府官員考核的方式發(fā)揮作用。在國家農(nóng)村電子商務(wù)扶貧政策作用下,依據(jù)行為動力機制和地方約束條件,分析了農(nóng)村電子商務(wù)扶貧中地方政府行為模式。在行為動力機制和地方約束條件的共同作用下,根據(jù)農(nóng)村電子商務(wù)扶貧行為特征形成,對各地區(qū)農(nóng)村電子商務(wù)扶貧中地方政府行為模式劃分為政府主導(dǎo)型模式、政府引導(dǎo)型模式以及政府監(jiān)管型模式三種類型,并通過個例探討了三種模式的具體行為內(nèi)容。論文對農(nóng)村電子商務(wù)扶貧中地方政府行為合理性的內(nèi)涵進行了界定,并通過中央政府和地方政府行為目標比較對地方政府行為合理性進行了初步判斷。找出政府主導(dǎo)型行為模式中行為目標偏離的原因在于農(nóng)村電子商務(wù)扶貧中上級政府考核機制不完善,政府引導(dǎo)型行為模式中行為目標偏離的原因為地方政府對扶貧的定位、目標和方式認識上存在不足,為此提出了建立農(nóng)村電子商務(wù)扶貧組織保障、規(guī)范地方政府的農(nóng)村電子商務(wù)扶貧考核體系和制度化保障農(nóng)村電子商務(wù)扶貧認識的提升的建議方案。
[Abstract]:Local government as the actual participants in poverty alleviation, its reasonable function orientation and effective realization are very important for the countries in the stage of poverty alleviation, but the rural e-commerce poverty alleviation work is dynamic and complex. Time makes scholars at home and abroad unable to grasp the behavior mechanism of local government as a whole. Therefore, in order to better play the role of local government in rural e-commerce poverty alleviation. It is necessary to explore the internal logic and evolution of local government behavior in rural e-commerce poverty alleviation theoretically. In order to provide a theoretical basis for the local government poverty alleviation work. This paper based on the local government rural e-business pro-poor behavior movement-behavior model-behavior rationality framework for research. Starting from the mechanism analysis of local government's behavior motive force, this paper analyzes the formation and rationality of local government's behavior mode under the joint action of constraint conditions. Based on the systematic scientific method, this paper analyzes the structure of government rights in our country. The paper systematically studies the channels and influencing factors of the realization of the interests of the local government. The local government benefit channel is the local income and the higher level government approval. The local income carries on the influence through the environment factor and the individual condition factor. The higher level of government approval is through the assessment of government officials to play a role. Under the role of the national rural e-commerce poverty alleviation policy, according to the dynamic mechanism of behavior and local constraints. This paper analyzes the behavior pattern of local government in rural e-business poverty alleviation. Under the joint action of behavioral motive mechanism and local constraints, it forms according to the characteristics of rural e-business poverty alleviation behavior. The behavior model of local government is divided into three types: government leading mode, government leading mode and government supervision mode. And through an example to explore the specific behavior of the three models, the paper defines the connotation of the rationality of local government behavior in rural e-commerce poverty alleviation. The rationality of the behavior of local government is preliminarily judged by comparing the behavior objectives of central government and local government. The reason for the deviation of the behavior target in the government-led behavior model lies in the higher level in the rural e-commerce poverty alleviation. The examination mechanism of the government is not perfect. The reason for the deviation from the target in the government-led behavior model is the localization of the local government in poverty alleviation, and the deficiency in the understanding of the goal and the way. Therefore, the establishment of the rural electronic commerce organization for poverty alleviation is put forward. Standardizing the local government's evaluation system of rural e-commerce poverty alleviation and institutionalizing the promotion of the awareness of rural e-commerce poverty alleviation.
