【摘要】：我國(guó)己逐漸發(fā)展成為全球木質(zhì)林產(chǎn)品生產(chǎn)、消費(fèi)和貿(mào)易大國(guó),木質(zhì)林產(chǎn)品對(duì)外貿(mào)易已成為促進(jìn)林業(yè)發(fā)展和增加外匯收入的重要力量。其中紙和紙制品貿(mào)易額排在木家具之后名列第二位,是木質(zhì)林產(chǎn)品對(duì)外貿(mào)易的主要項(xiàng)目。然而,紙制品是資源消耗型產(chǎn)品,雖然我國(guó)森林面積廣闊,但是人口眾多,人均森林面積只有0.145公頃,不足世界人均占有量的1/4。資源供需很不平衡,再加上國(guó)外對(duì)自己本國(guó)森林資源的保護(hù)使得進(jìn)口資源也受到了限制。這些都給中國(guó)紙制品出口競(jìng)爭(zhēng)力帶來(lái)了壓力。本文主要研究目的是分析森林資源變化趨勢(shì)對(duì)中國(guó)紙制品出口競(jìng)爭(zhēng)力的影響,為最終如何提高競(jìng)爭(zhēng)力提供政策建議。本文在分析森林資源供給對(duì)中國(guó)紙制品產(chǎn)品競(jìng)爭(zhēng)力和結(jié)構(gòu)競(jìng)爭(zhēng)力影響的基礎(chǔ)上,構(gòu)建了比較全面評(píng)價(jià)產(chǎn)品競(jìng)爭(zhēng)力和結(jié)構(gòu)競(jìng)爭(zhēng)力的指標(biāo)體系,并以此指標(biāo)為基礎(chǔ),建立了影響競(jìng)爭(zhēng)力的波特模型,來(lái)分析影響產(chǎn)品競(jìng)爭(zhēng)力和結(jié)構(gòu)競(jìng)爭(zhēng)力的因素有哪些,從而為提高中國(guó)紙制品競(jìng)爭(zhēng)力提出政策建議。研究結(jié)果表明,通過(guò)研究產(chǎn)品競(jìng)爭(zhēng)力,中國(guó)在新聞紙上具有競(jìng)爭(zhēng)優(yōu)勢(shì),但在印刷書寫紙和其他紙及紙板上不具有競(jìng)爭(zhēng)優(yōu)勢(shì);通過(guò)研究結(jié)構(gòu)競(jìng)爭(zhēng)力,中國(guó)紙制品整體上呈現(xiàn)較弱態(tài)勢(shì),與發(fā)達(dá)國(guó)家相比仍有較大差距。通過(guò)分析影響競(jìng)爭(zhēng)力的因素,我們發(fā)現(xiàn)中國(guó)紙制品原料結(jié)構(gòu)不合理,廢紙漿是主要的生產(chǎn)原料,而木漿占比相對(duì)較少。造紙機(jī)械業(yè)生產(chǎn)技術(shù)不高,生產(chǎn)出來(lái)的紙產(chǎn)品價(jià)格較低競(jìng)爭(zhēng)力不強(qiáng)。最后,基于上述結(jié)論給出政策建議。筆者認(rèn)為,調(diào)整原料生產(chǎn)結(jié)構(gòu),加大林紙一體化發(fā)展,降低生產(chǎn)成本,是提高紙制品競(jìng)爭(zhēng)力的根本原因。
[Abstract]:China has gradually developed into a global production, consumption and trade of woody forest products. Foreign trade of woody forest products has become an important force to promote forestry development and increase foreign exchange income, in which the trade volume of paper and paper products ranks second after wood furniture. However, paper products are resource-consuming products. Although China has a vast forest area, but the population is large, the per capita forest area is only 0.145 hectares. Less than a quarter of the world's per capita share. The supply and demand of resources are very uneven. In addition, the foreign protection of their own forest resources also limits the import resources. All of these have brought pressure to the competitiveness of China's paper products export. The main purpose of this paper is to analyze the change trend of forest resources. The influence of China's Paper products Export Competitiveness. This paper analyzes the influence of forest resource supply on the competitiveness and structural competitiveness of Chinese paper products. This paper constructs a comprehensive evaluation of product competitiveness and structural competitiveness of the index system, and on the basis of this index, established the Porter model of competitiveness. To analyze the factors that affect the competitiveness of products and structural competitiveness, so as to improve the competitiveness of China's paper products put forward policy recommendations. The research results show that through the study of the competitiveness of products. China has a competitive advantage on newsprint, but not on printed writing paper and other paper and paperboard. Through the study of structural competitiveness, Chinese paper products on the whole show a weak situation, compared with developed countries, there is still a big gap. Through the analysis of the factors affecting the competitiveness, we find that the raw material structure of Chinese paper products is unreasonable. Waste pulp is the main raw material for production, but wood pulp accounts for a relatively small proportion. Paper machinery industry production technology is not high, the price of paper products produced is not strong. Finally. Based on the above conclusions, the author suggests that adjusting the raw material production structure, increasing the development of forest- paper integration and reducing the production cost are the fundamental reasons for improving the competitiveness of paper products.
