【摘要】：當(dāng)前,隨著老年人口的不斷增加,養(yǎng)老問(wèn)題日益突出,已成為影響社會(huì)健康發(fā)展的重要因素。國(guó)家歷來(lái)重視養(yǎng)老服務(wù)工作,近些年來(lái)也相繼出臺(tái)了針對(duì)養(yǎng)老問(wèn)題的政策、措施,緩解社會(huì)養(yǎng)老壓力。政府在養(yǎng)老服務(wù)保障方面發(fā)揮著主導(dǎo)作用,但面對(duì)如此龐大的老年人口規(guī)模,政府自身完全解決所有老年人的養(yǎng)老問(wèn)題也是不現(xiàn)實(shí)的。因此,對(duì)有養(yǎng)老困難的老年群體實(shí)行政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù),既可以解決部分老年人的養(yǎng)老難題,又可以通過(guò)政府購(gòu)買(mǎi)服務(wù)催生養(yǎng)老服務(wù)市場(chǎng)化,讓市場(chǎng)在養(yǎng)老服務(wù)中充分發(fā)揮作用,還可以促使政府轉(zhuǎn)變職能,更好發(fā)揮服務(wù)職能,實(shí)現(xiàn)社會(huì)治理現(xiàn)代化。本文以長(zhǎng)春市政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)的實(shí)踐展開(kāi)研究,在對(duì)長(zhǎng)春市政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)的實(shí)踐做法進(jìn)行調(diào)研、分析后,得出其實(shí)踐過(guò)程中存在的問(wèn)題主要有:一是政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)的信息公開(kāi)不充分;二是政府購(gòu)買(mǎi)資金投入不足;三是服務(wù)人員的服務(wù)理念和個(gè)人素質(zhì)參差不齊;四是服務(wù)供給與需求不對(duì)接。分析問(wèn)題產(chǎn)生的原因主要從政府方面、居家養(yǎng)老社會(huì)組織方面、老年人方面為邏輯出發(fā)點(diǎn),具體分析導(dǎo)致問(wèn)題產(chǎn)生的相關(guān)原因。針對(duì)長(zhǎng)春市在政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)實(shí)踐中存在的問(wèn)題以及原因的分析,以“三元主體”為架構(gòu),筆者對(duì)長(zhǎng)春市政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)提出完善對(duì)策:一是加強(qiáng)政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)的制度建設(shè);二是促進(jìn)居家養(yǎng)老社會(huì)組織發(fā)展的健康發(fā)展;三是提高老年人參與政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)的積極性和主動(dòng)性。
[Abstract]:At present, with the continuous increase of the elderly population, the problem of old-age care has become increasingly prominent, has become an important factor affecting the healthy development of society. The state has always attached importance to the work of old-age services. In recent years, there have been a series of policies and measures to alleviate the pressure of social pension. The government plays a leading role in the old-age service security, but in the face of such a large number of elderly population. It is not realistic for the government to completely solve the problem of the aged. Therefore, it can solve the problem of old-age care for part of the elderly by the government to purchase the old-age service at home for the elderly with pension difficulties. Through the government purchase of services to promote pension services marketization, so that the market in pension services to play a full role, but also to promote the transformation of government functions, better service functions. To realize the modernization of social governance. This paper carries out a study on the practice of Changchun municipal government to purchase home pension services, after the investigation and analysis of Changchun municipal government to purchase the practice of home care services. The main problems in its practice are as follows: first, the information of the government to purchase the services for the aged at home is not open enough; Second, the government purchase fund investment is insufficient; Third, the service concept and personal quality of service personnel are not uniform; Fourth, the service supply and demand do not meet. Analysis of the causes of the problem mainly from the government, home pension social organization, the elderly for the logical starting point. Specific analysis of the causes of the problem. Changchun City in the practice of the purchase of home pension service problems and the analysis of the reasons, with the "ternary main body" as the framework. The author puts forward the consummate countermeasure to the Changchun municipal government to purchase the home endowment service: first, strengthen the system construction of the government purchase the home endowment service; The second is to promote the healthy development of the social organization for the aged at home; Third, to improve the elderly to participate in the government purchase of home care services enthusiasm and initiative.
