【摘要】:政信P2P,又稱為P2G(“Private to Government”的簡稱),是一種將閑散的民間資本嫁接到政府授權(quán)建設(shè)的項(xiàng)目上的互聯(lián)網(wǎng)貸款模式。政信P2P的產(chǎn)生源于當(dāng)下PPP模式的金融需求,為那些追尋優(yōu)質(zhì)項(xiàng)目的社會(huì)資金通向政府類項(xiàng)目搭建了橋梁。從2015年開始,政府部署推廣政府和社會(huì)資本合作PPP模式,匯聚社會(huì)力量增加服務(wù)供給和公共產(chǎn)品。在這股國家政策新風(fēng)的促動(dòng)下,政信P2P被許多人認(rèn)為發(fā)展?jié)摿湍J阶羁尚械囊环N。但是各個(gè)政信P2P平臺(tái)建設(shè)卻不盡如人意,存在諸多風(fēng)險(xiǎn),并且隨著相關(guān)政策的逐漸落實(shí),從2016年3月份開始,原來依靠在地方性融資平臺(tái)和國企的政信P2P平臺(tái)開始收縮規(guī)模,發(fā)展低迷。政信P2P是否適合當(dāng)下的環(huán)境,政信P2P平臺(tái)建設(shè)面臨的問題以及政信P2P平臺(tái)該如何建設(shè)值得研究。本文以政信P2P平臺(tái)建設(shè)為研究對(duì)象,針對(duì)當(dāng)前政信P2P平臺(tái)低迷的的發(fā)展?fàn)顩r,以經(jīng)濟(jì)學(xué)理論和現(xiàn)代金融理論為基礎(chǔ),分析出政信P2P平臺(tái)建設(shè)面臨的問題以及風(fēng)險(xiǎn),并通過對(duì)于投促金融和融金橋的案例分析,剖析了問題的產(chǎn)生原因,結(jié)合其所處的外部環(huán)境,對(duì)于完善政信P2P平臺(tái)建設(shè)提出政策建議。在文章內(nèi)容上,本文從平臺(tái)建設(shè)的角度出發(fā),首先闡述了前人的研究成果,之后對(duì)于政信P2P平臺(tái)的運(yùn)作模式和所處外部環(huán)境進(jìn)行探究。然后通過對(duì)于政信P2P平臺(tái)建設(shè)方面的研究,分析出政信P2P平臺(tái)建設(shè)面臨的問題包括:平臺(tái)應(yīng)對(duì)政策風(fēng)險(xiǎn)沖擊反應(yīng)遲緩、與資金需求方合作不夠成熟、政信P2P平臺(tái)競爭優(yōu)勢(shì)沒有凸顯以及政信P2P平臺(tái)自身定位不明確,并結(jié)合案例分析的方法分析了投促金融和融金橋兩家公司在平臺(tái)建設(shè)方面面臨的問題。最后根據(jù)從案例分析得到的思路,對(duì)于如何完善政信P2P平臺(tái)建設(shè)提出三方面的政策建議,宏觀方面應(yīng)建立透明的信息披露機(jī)制、落實(shí)監(jiān)管職能及實(shí)行牌照準(zhǔn)入制度,行業(yè)方面應(yīng)及時(shí)根據(jù)國家相關(guān)政策調(diào)整轉(zhuǎn)型、豐富風(fēng)險(xiǎn)控制體系及明晰市場定位,微觀方面應(yīng)加強(qiáng)平臺(tái)創(chuàng)新、加強(qiáng)項(xiàng)目審核以及著重模式推廣等。
[Abstract]:Political letter P2P, also known as P2G (abbreviated as "Private to Government"). Peer-to-Peer (P2P) is a kind of Internet loan model that grafted idle private capital into government-authorized construction projects. The emergence of Jingxin P2P originates from the financial demand of the current PPP model. Since 2015, the government has been deployed to promote the PPP model of cooperation between government and social capital. Convergence of social forces to increase the supply of services and public goods. Driven by this new trend of national policy. Political trust P2P is considered by many people to be the most feasible development potential and model. However, the construction of every political trust P2P platform is not satisfactory, there are many risks, and with the implementation of relevant policies gradually. Since March 2016, the original reliance on local financing platforms and state-owned enterprises began to shrink the scale of the P2P platform, the development of depression. Political P2P is suitable for the next environment. Political trust P2P platform construction problems and how to build a political trust P2P platform is worth studying. This paper takes the construction of political trust P2P platform as the research object. Based on the economic theory and the modern financial theory, this paper analyzes the problems and risks faced by the construction of Zhengxin P2P platform. And through the case analysis of investment promotion finance and financial bridge, analyzed the causes of the problem, combined with its external environment, to improve the construction of political trust P2P platform policy recommendations. In the content of the article. From the perspective of platform construction, this paper first describes the previous research results. After that, it explores the operating mode and external environment of Zhengxin P2P platform, and then through the research on the construction of Jingxin P2P platform. This paper analyzes the problems facing the construction of Zhengxin P2P platform, including: the platform is slow to respond to the impact of policy risks, and is not mature enough to cooperate with the capital demand side. The competitive advantage of Zhengxin P2P platform is not highlighted and the positioning of Zhengxin P2P platform is not clear. Combined with the method of case analysis, the paper analyzes the problems faced by the two companies in the platform construction. Finally, according to the thinking obtained from the case study. For how to improve the construction of political trust P2P platform put forward three aspects of policy recommendations, macro aspects should establish a transparent information disclosure mechanism, the implementation of regulatory functions and the implementation of licensing access system. The industry should adjust and transform according to the relevant national policies in time, enrich the risk control system and clear the market position, strengthen the platform innovation, strengthen the project audit and emphasize the mode promotion in the micro aspect.
