【摘要】：通關(guān)一體化改革既體現(xiàn)了全球貿(mào)易規(guī)則改革的新方向,也是上海自貿(mào)區(qū)制度創(chuàng)新的重要內(nèi)容。這一改革為新的開(kāi)放形勢(shì)下我國(guó)貨物貿(mào)易監(jiān)管創(chuàng)新明確了方向,更形成了"以點(diǎn)帶面,由面到片"的"可復(fù)制推廣"措施路徑,對(duì)推動(dòng)區(qū)域政府管理體制的全面轉(zhuǎn)型開(kāi)拓了思路,積累了經(jīng)驗(yàn)。隨著上海自貿(mào)區(qū)改革的推進(jìn),監(jiān)管制度重構(gòu)、法律體系調(diào)整、創(chuàng)新監(jiān)管主體等一系列后續(xù)措施政策亟待跟上,其中不僅要借鑒國(guó)際通關(guān)一體化的成功經(jīng)驗(yàn),更要結(jié)合中國(guó)開(kāi)放經(jīng)濟(jì)的新需求,以政府職能轉(zhuǎn)變?yōu)槟繕?biāo),形成新型的海關(guān)監(jiān)管體系格局。
[Abstract]:The integration reform of customs clearance not only embodies the new direction of the reform of global trade rules, but also is an important part of the system innovation of Shanghai Free Trade Zone. This reform has made clear the direction for the innovation of China's goods trade regulation under the new situation of opening up. Moreover, the "replicable and popularized" approach of "point to face, from face to film" has opened up ideas and accumulated experience in promoting the overall transformation of the regional government management system, with the promotion of the reform of the Shanghai Free Trade Zone. A series of follow-up measures, such as the reconstruction of regulatory system, the adjustment of legal system and the innovation of regulatory subjects, need to be followed urgently. Among them, we should not only learn from the successful experience of the integration of international customs clearance, but also integrate the new needs of China's open economy. Take the government function transformation as the goal, forms the new customs supervision system pattern.
