【摘要】：2011年1月，北京市政府頒布的《北京十二五規(guī)劃綱要》中明確提出：“把北京建設(shè)成為國(guó)家創(chuàng)新中心，，持續(xù)推進(jìn)競(jìng)爭(zhēng)力提升，更好的服務(wù)于區(qū)域和全國(guó)創(chuàng)新的發(fā)展”。在現(xiàn)代經(jīng)濟(jì)社會(huì)中，科技與金融已成為最活躍的兩大因子。大力促進(jìn)兩者的結(jié)合，對(duì)于構(gòu)建國(guó)家創(chuàng)新中心具有重要的作用。 中小企業(yè)是科技創(chuàng)新與解決就業(yè)的生力軍。但科技型中小企業(yè)普遍存在著“高風(fēng)險(xiǎn)、輕資產(chǎn)”的特點(diǎn)，傳統(tǒng)的間接融資渠道難以滿足其快速發(fā)展對(duì)資金的需求。為有效解決上述問(wèn)題，北京市借鑒國(guó)際先進(jìn)經(jīng)驗(yàn)，提出了大力發(fā)展科技金融的理念。經(jīng)過(guò)近幾年發(fā)展，首都科技金融從科技財(cái)力資源、創(chuàng)業(yè)風(fēng)險(xiǎn)投資、科技資本市場(chǎng)、科技貸款、科技保險(xiǎn)和科技金融環(huán)境等六個(gè)方面都取得了明顯的進(jìn)步，但也暴露出諸多不足。 本文通過(guò)總結(jié)國(guó)際上科技金融創(chuàng)新中心發(fā)展的成熟經(jīng)驗(yàn)，并結(jié)合北京科技金融的發(fā)展現(xiàn)狀，分析其特點(diǎn)和存在的問(wèn)題，分別從科技金融組織領(lǐng)導(dǎo)體系、科技金融政策體系、科技金融功能區(qū)、科技金融信用體系、中關(guān)村科技金融產(chǎn)業(yè)鏈、科技金融交易體系、金融資本退出渠道、科技金融文化氛圍等八個(gè)方面提出建議，助推北京市成為國(guó)家科技金融創(chuàng)新中心。最后為北京市科技金融未來(lái)的發(fā)展指定了詳細(xì)的戰(zhàn)略目標(biāo)。
[Abstract]:In January 2011, the Beijing Municipal Government issued the "Beijing 12th Five-Year Plan" clearly put forward: "build Beijing into a national innovation center, continuously promote competitiveness, better serve the regional and national innovation development". In modern economic society, science and technology and finance have become the two most active factors. Promoting the combination of the two plays an important role in the construction of national innovation center. Small and medium-sized enterprises are the new force of science and technology innovation and solving employment. However, the characteristics of "high risk and light assets" exist in the small and medium-sized scientific and technological enterprises, and the traditional indirect financing channels are difficult to meet the demand for capital by their rapid development. In order to solve the above problems effectively, Beijing put forward the idea of developing science and technology finance energetically for reference of international advanced experience. In recent years, the capital science and technology finance has made remarkable progress in six aspects, such as science and technology financial resources, venture capital, science and technology capital market, science and technology loan, science and technology insurance and science and technology financial environment, but it has also exposed many shortcomings. This paper summarizes the mature experience of the development of sci-tech financial innovation center in the world, and analyzes its characteristics and existing problems by combining with the present development situation of sci-tech finance in Beijing, respectively from the leadership system of sci-tech financial organization and the sci-tech financial policy system. Proposals were put forward in eight aspects, such as science and technology finance function zone, science and technology finance credit system, Zhongguancun science and technology finance industry chain, science and technology financial transaction system, financial capital exit channel, science and technology finance culture atmosphere, etc. Promote Beijing to become the national science and technology finance innovation center. Finally, the future development of science and technology finance in Beijing is assigned a detailed strategic goal.
