【摘要】：在提升利用外資質(zhì)量上,現(xiàn)有研究更多地關(guān)注本土生產(chǎn)要素,尤其是勞動(dòng)力素質(zhì)的提高和外資開(kāi)放領(lǐng)域的不斷擴(kuò)大對(duì)吸引高端FDI的重要作用。但從實(shí)踐情況來(lái)看,現(xiàn)有的努力包括鼓勵(lì)外資向高端投資的政策導(dǎo)向,似乎并沒(méi)有如我們預(yù)期那樣帶動(dòng)FDI向高端領(lǐng)域流入。盡管我國(guó)加入世界貿(mào)易組織以后,經(jīng)濟(jì)已經(jīng)不是"出口導(dǎo)向型"經(jīng)濟(jì)而是開(kāi)放型經(jīng)濟(jì),但由于體制、機(jī)制、外資外貿(mào)政策等因素作用,來(lái)華投資的外資卻表現(xiàn)出明顯的"出口導(dǎo)向"特征,實(shí)際上把中國(guó)作為全球的加工廠,這就嚴(yán)重影響了中國(guó)利用外資水平和層次的提升。因此,發(fā)揮中國(guó)國(guó)內(nèi)市場(chǎng)規(guī)模優(yōu)勢(shì),破除各種體制機(jī)制等障礙因素,適時(shí)調(diào)整外資外貿(mào)政策,應(yīng)當(dāng)成為中國(guó)提升外資利用質(zhì)量的著力點(diǎn)。
[Abstract]:In order to improve the quality of foreign capital utilization, the existing research pays more attention to the local factors of production, especially the improvement of labor force quality and the continuous expansion of foreign capital opening field, which plays an important role in attracting high-end FDI. But in practice, existing efforts include a policy-oriented approach to encouraging foreign investment to the higher end, and it does not seem to have driven FDI to the higher end as we expected. Although after China's accession to the World Trade Organization, the economy is no longer an "export-oriented" economy but an open economy, but because of factors such as system, mechanism, foreign trade policies, etc. However, the foreign investment in China has the characteristic of "export orientation". In fact, China is regarded as the processing factory of the world, which seriously affects the level and level of China's utilization of foreign capital. Therefore, giving full play to the advantages of China's domestic market, breaking down the obstacles such as various institutional mechanisms, and adjusting foreign trade policies in good time should become the focus of China's efforts to improve the quality of foreign capital utilization.
