【摘要】：正一、案例背景1997年亞洲金融危機(jī)后,亞洲各國普遍認(rèn)識到,過度依賴銀行體系的間接融資會導(dǎo)致風(fēng)險在銀行體系內(nèi)部過度聚積,不利于金融服務(wù)實(shí)體經(jīng)濟(jì)功能的發(fā)揮。發(fā)展本國資本市場(主要包括債券市場和股票市場),有利于改善融資結(jié)構(gòu),有效促進(jìn)儲蓄向投資轉(zhuǎn)化,降低金融系統(tǒng)性風(fēng)險。1997年,第一次全國金融工作會議提出要發(fā)展債券市場、擴(kuò)大直接融資。2004年國務(wù)院發(fā)布《關(guān)于推進(jìn)資本市場改革開放和穩(wěn)定發(fā)展的若干意見》,
