【摘要】：利用美元的超中心地位,無(wú)限量地對(duì)外供給國(guó)際貨幣的美元霸權(quán),已成為現(xiàn)行國(guó)際貨幣體系失衡與世界經(jīng)濟(jì)不穩(wěn)定的一大痼疾。因此,如何對(duì)之有效地加以制約則成為后金融危機(jī)時(shí)代國(guó)際貨幣體系改革的關(guān)鍵。雖然以SDR為核心的超主權(quán)貨幣可徹底消弭美元霸權(quán)的負(fù)面影響,一勞永逸地解決"特里芬問(wèn)題",但SDR的先天缺陷及改革的復(fù)雜性決定了其近期內(nèi)尚不具備可行性。相反地,基于危機(jī)后美元霸權(quán)在國(guó)際貨幣體系中不失主導(dǎo)作用但又日漸式微的客觀現(xiàn)實(shí),擴(kuò)大SDR籃子的計(jì)價(jià)貨幣種類(lèi)與達(dá)成相應(yīng)的匯率協(xié)調(diào)機(jī)制,建立起以美元、歐元和主要新興經(jīng)濟(jì)體國(guó)家貨幣在內(nèi)的多元化國(guó)際貨幣體系則是當(dāng)前國(guó)際社會(huì)改革與制衡美元霸權(quán)的一個(gè)現(xiàn)實(shí)選擇。
[Abstract]:Taking advantage of the dollar's super central position and its hegemony of supplying international currency indefinitely has become a chronic disease of the imbalance of the current international monetary system and the instability of the world economy. Therefore, how to effectively restrict it is the key to the reform of the international monetary system in the post-financial crisis era. Although the super-sovereign currency with SDR as the core can completely eliminate the negative impact of dollar hegemony and solve the Triffin problem once and for all, the inherent defects of SDR and the complexity of reform make it not feasible in the near future. On the contrary, based on the objective reality that the hegemony of the US dollar has not lost its leading role in the international monetary system after the crisis, it has gradually declined, so as to expand the types of currencies denominated in the SDR basket and reach a corresponding exchange rate coordination mechanism to establish the use of US dollars. A diversified international monetary system, including the euro and the currencies of major emerging economies, is a realistic choice for the current international community to reform and counterbalance the hegemony of the dollar.
