【摘要】：貧困是世界級的難題，也是一直困擾我國發(fā)展的栓桔。金融扶貧是世界各國解決貧困問題的有力武器。與財政扶貧不同，金融扶貧更多的關(guān)注有發(fā)展意愿的、有生產(chǎn)能力的貧困群體。我國自上世紀(jì)80年代便開拓了金融扶貧的試驗田，但是長期以來，由于體系不完善、保障不充分，金融扶貧一直未能發(fā)揮其應(yīng)有作用，并在一定程度上拖累了金融機(jī)構(gòu)的發(fā)展，造成了大量的不良貸款。當(dāng)前，金融扶貧問題引起世界各國政府和學(xué)者的高度關(guān)注，金融扶貧在解決貧困問題上被給予了很高的期望，在全球面臨貧困難題的情況下，金融扶貧成了應(yīng)對貧困，促進(jìn)經(jīng)濟(jì)發(fā)展方面的一劑良方。在此背景下，金融扶貧被各國所重視。本文以金融扶貧的背景為切入點(diǎn)，依據(jù)經(jīng)濟(jì)統(tǒng)計數(shù)據(jù)，研究了金融扶貧，并得出了相應(yīng)的結(jié)論。 本文試圖從三個層面研究金融扶貧問題：一是國際層面上，不論是國內(nèi)還是國外，都擁有相同的國際背景，即都面臨著貧困這一難題；二是國內(nèi)層面上，從扶貧任務(wù)、扶貧模式、扶貧力度、扶貧成效等方面分析河北省農(nóng)村金融扶貧的發(fā)展現(xiàn)狀，指出了存在問題；三是國際與國內(nèi)相結(jié)合層面上，深入探討國外的金融扶貧經(jīng)驗，并結(jié)合河北省的實際情況，提出我省農(nóng)村發(fā)展金融扶貧的對策。本文首先從提出金融扶貧的背景入手，分析了金融扶貧的概念內(nèi)涵，發(fā)展現(xiàn)狀和面臨的問題，并在此基礎(chǔ)上對我省農(nóng)村金融扶貧的發(fā)展，進(jìn)行了實證分析，最后，提出了發(fā)展金融扶貧的政策建議。 全文共分為五個部分： 第一部分，金融扶貧的相關(guān)理論。這一部分對金融扶貧的含義及特征、金融結(jié)構(gòu)理論、金融抑制與深化理論、農(nóng)村信貸補(bǔ)貼理論、農(nóng)村金融市場理論以及不完全競爭市場理論進(jìn)行了概述。其中對各界學(xué)者提出的金融扶貧概念進(jìn)行了匯總，并提出了作者自己對金融扶貧概念的理解，指出了金融扶貧的特點(diǎn)，即主體性、可持續(xù)性、市場性、創(chuàng)新性、商業(yè)性。同時分析了金融扶貧與財政扶貧的不同，即財政扶貧是通過政府間的層層傳遞開展的，而金融扶貧是通過金融機(jī)構(gòu)來實現(xiàn)；財政扶貧較多的采用“輸血”式補(bǔ)貼，而金融扶貧更多的是采用“造血”；財政扶貧更多的是政府干預(yù)，金融扶貧強(qiáng)調(diào)市場機(jī)制的作用；財政扶貧注重的是貧困人口的福利性需求，而金融扶貧注重的是貧困人口的自我增值、自我發(fā)展；政府財政扶貧資金是無償性，而金融扶貧資金卻有償?shù)摹?第二部分，河北省農(nóng)村金融扶貧的發(fā)展歷程、現(xiàn)狀。這一部分是論文的主體內(nèi)容，，也是深入分析河北農(nóng)村金融扶貧的重點(diǎn)章節(jié)。這一部分對我省農(nóng)村金融扶貧的發(fā)展歷程的幾個階段進(jìn)行了概述，即改革開放前的救濟(jì)式扶貧階段、經(jīng)濟(jì)體制改革減貧階段、大規(guī)模開發(fā)式扶貧階段、扶貧攻堅階段、扶貧開發(fā)新階段、新背景下的扶貧攻堅階段。同時從扶貧模式、扶貧力度、扶貧成效等方面對河北農(nóng)村金融扶貧現(xiàn)狀進(jìn)行了深入的分析。 第三部分，河北省農(nóng)村金融扶貧面臨的問題。這一部分也是論文的主體內(nèi)容，這一部分通過對我省農(nóng)村金融扶貧的現(xiàn)狀分析，指出了目前河北省農(nóng)村金融扶貧面臨的問題，主要有扶貧任務(wù)重、資金少、資金流失嚴(yán)重、擔(dān)保體系不健全和金融環(huán)境差。 第四部分，國內(nèi)外發(fā)展農(nóng)村金融扶貧的經(jīng)驗借鑒。這一部分寫了當(dāng)前國外以及國內(nèi)其他省市發(fā)展金融扶貧措施，如孟加拉小額貸款、日本農(nóng)協(xié)金融扶貧方式、寧夏“互助資金”金融扶貧模式、甘肅“雙聯(lián)惠農(nóng)”貸款扶貧模式。通過對其分析指出我省農(nóng)村發(fā)展金融扶貧應(yīng)該借鑒的經(jīng)驗。 第五部分，河北省農(nóng)村金融扶貧的政策建議。這一部分先對河北省農(nóng)村金融扶貧的發(fā)展原則進(jìn)行了分析，即社會責(zé)任意識原則、明確目標(biāo)群體原則、兼顧政策性與商業(yè)性的原則、正規(guī)金融與非正規(guī)金融功能互補(bǔ)的原則。然后提出來一些政策建議，主要有加大資金投入、遏制資金外流、健全農(nóng)村金融體系、完善擔(dān)保體系、改善農(nóng)村金融環(huán)境等，以確保河北省農(nóng)村金融扶貧的健康發(fā)展。
[Abstract]:Poverty is a world-class problem and a bolt oranges that have plagued the development of our country. Financial poverty alleviation is a powerful weapon to solve poverty problems all over the world. Unlike financial poverty alleviation, financial aid to poverty is more concerned with the development will and productive poor groups. Since 80s, China opened up the experimental field of financial poverty alleviation, but For a long time, owing to imperfect system and inadequate security, financial poverty alleviation has not been able to play its due role and, to a certain extent, has dragged the development of financial institutions and caused a large number of non-performing loans. At present, the problem of financial poverty alleviation has aroused great concern from governments and scholars all over the world, and financial poverty alleviation has been given to the problem of solving poverty. In the context of the global face of poverty, financial poverty alleviation has become a good prescription to cope with poverty and promote economic development. In this context, financial poverty alleviation has been paid much attention by all countries. This paper, based on the background of financial poverty alleviation, studies financial poverty alleviation based on economic statistics and draws corresponding conclusions.
This article tries to study the problem of financial poverty alleviation from three aspects: first, at the international level, both at home and abroad, both have the same international background, that is, the problem of poverty is faced, and the two is to analyze the development of rural financial poverty alleviation in Hebei province from the aspects of poverty alleviation, poverty alleviation, poverty alleviation, and poverty alleviation. The present situation, points out the existing problems; three is the combination of international and domestic, in-depth study of foreign financial poverty alleviation experience, and combined with the actual situation in Hebei Province, put forward the Countermeasures of rural development financial poverty alleviation. First of all, this paper, starting with the background of financial poverty alleviation, analyzes the concept of financial poverty alleviation, development status and face. On the basis of this, we made an empirical analysis of the development of rural financial poverty alleviation in our province, and finally put forward policy recommendations for developing financial assistance to the poor.
The full text is divided into five parts:
The first part is the related theory of financial poverty alleviation. This part summarizes the meaning and characteristics of financial poverty alleviation, the theory of financial structure, the theory of financial restraint and deepening, the theory of rural credit subsidy, the theory of rural financial market and the theory of incomplete competition market. The author puts forward the author's understanding of the concept of financial poverty alleviation, and points out the characteristics of financial poverty alleviation, namely, subjectivity, sustainability, market, innovation, and commercial nature. At the same time, it analyses the difference between financial poverty alleviation and financial poverty alleviation, that is, financial poverty alleviation is carried out through inter governmental transmission, and financial poverty alleviation is realized through financial institutions. The financial aid to the poor is to adopt the "blood transfusion" subsidy, while the financial aid to the poor is to adopt the "hematopoiesis"; the financial aid for the poor is the government intervention, the financial poverty alleviation emphasizes the role of the market mechanism; the financial poverty alleviation pays attention to the welfare demand of the poor people, and the financial aid to the poor is the self increment and self development of the poor people. The government's financial poverty alleviation funds are free, while the funds for financial aid for the poor are paid.
The second part, the development process of rural financial poverty alleviation in Hebei Province, the status quo. This part is the main content of the paper, and is also the key section of the in-depth analysis of the rural financial poverty alleviation in Hebei. This part summarizes the stages of the development of rural financial poverty alleviation in our Province, namely, the stage of relief poverty alleviation and the economic system before the reform and opening up. The reform of poverty reduction stage, large-scale development of poverty alleviation, poverty alleviation of poverty alleviation and development stage, new stage, new stage under the background of tackling poverty alleviation. At the same time from the poverty alleviation mode, poverty relief, poverty alleviation achievements carried out in-depth analysis on the current situation of Hebei rural financial poverty.
The third part, the problems facing the rural financial poverty alleviation in Hebei province. This part is also the main content of the paper. Through the analysis of the current situation of rural financial poverty alleviation in our province, this part points out the problems facing the rural financial poverty alleviation in Hebei Province, which mainly include the task of helping the poor, the less capital, the loss of funds, the imperfect guarantee system and the finance. The environment is poor.
The fourth part, the experience of the development of rural financial poverty alleviation at home and abroad. This part has written the current foreign and other domestic and other provinces and cities to develop financial poverty alleviation measures, such as Bangladeshi small loans, Japan Agricultural Association financial poverty alleviation mode, Ningxia "mutual fund" financial poverty alleviation mode, Gansu "double Hui farmers" loan poverty alleviation mode. The paper points out the experience that we should learn from the financial development of the rural areas in our province.
The fifth part, the policy suggestions of rural financial poverty alleviation in Hebei province. This part first analyzes the principles of the development of rural financial poverty alleviation in Hebei Province, namely, the principle of social responsibility consciousness, the principle of target group, the principle of both policy and commercial nature, the principle of complementation between regular Finance and non regular financial function. The main policy proposals to increase capital investment, to curb the outflow of funds, improve the rural financial system, perfecting the guarantee system, improve the rural financial environment, to ensure the healthy development of rural finance in Hebei province to help the poor.
