【摘要】：本文的研究主題是我國(guó)農(nóng)村土地融資模式創(chuàng)新。隨著城鎮(zhèn)化進(jìn)程的加快和農(nóng)村社會(huì)經(jīng)濟(jì)發(fā)展水平的提高,農(nóng)村地區(qū)金融結(jié)構(gòu)失衡,資金供給不足的問題成為制約農(nóng)村發(fā)展的主要因素,其中的突出表現(xiàn)就是作為農(nóng)民主要財(cái)產(chǎn)的農(nóng)村土地不能進(jìn)入資本市場(chǎng)融資,農(nóng)村土地市場(chǎng)與資金市場(chǎng)缺乏聯(lián)結(jié)渠道,在此背景下筆者以農(nóng)村土地融資模式創(chuàng)新為切入點(diǎn),探索農(nóng)村土地融資的發(fā)展路徑。文章以農(nóng)村土地融資模式創(chuàng)新為研究主線,在對(duì)我國(guó)農(nóng)村土地融資現(xiàn)狀及矛盾成因分析的基礎(chǔ)上,通過借鑒國(guó)內(nèi)外土地融資模式的成功運(yùn)營(yíng)經(jīng)驗(yàn),構(gòu)建了符合我國(guó)農(nóng)村土地融資現(xiàn)狀的模式選擇評(píng)價(jià)系統(tǒng),提出了我國(guó)農(nóng)村土地融資模式創(chuàng)新的基本思路、基本原則和具體方案。文章共五章,具體研究?jī)?nèi)容如下： 第一章主要對(duì)農(nóng)村土地融資的相關(guān)理論進(jìn)行回顧,并對(duì)文章的幾個(gè)核心概念進(jìn)行界定。第二章通過實(shí)地調(diào)研和數(shù)據(jù)收集對(duì)我國(guó)當(dāng)前農(nóng)村土地融資現(xiàn)狀及矛盾進(jìn)行分析,明晰了制約我國(guó)農(nóng)村土地融資的主要障礙是制度約束的重要結(jié)論,認(rèn)為土地制度和農(nóng)村金融制度很大程度上造成了當(dāng)前我國(guó)農(nóng)村土地融資裹足不前的現(xiàn)狀。第三章對(duì)當(dāng)前國(guó)內(nèi)外幾種應(yīng)用較為廣泛的土地融資模式進(jìn)行對(duì)比評(píng)價(jià),認(rèn)為政府支持、法制完善是開展農(nóng)村土地融資的基本條件,健全的資本市場(chǎng)是農(nóng)村土地融資可持續(xù)發(fā)展的保證。并根設(shè)計(jì)了我國(guó)農(nóng)村土地項(xiàng)目融資模式選擇評(píng)價(jià)系統(tǒng)。第四章提出農(nóng)村土地融資模式創(chuàng)新包括組織創(chuàng)新、平臺(tái)創(chuàng)新和產(chǎn)品創(chuàng)新。界定了政府、正規(guī)金融、非正規(guī)金融在農(nóng)村土地融資中的角色定位,搭建“政策性金融+合作性金融+商業(yè)性金融”的金融平臺(tái),提出了新型農(nóng)村土地融資模式—土地收益抵押貸款證券化(LMS)。第五章為結(jié)論與展望,通過前面的研究分析,得出以下幾個(gè)結(jié)論：農(nóng)村土地融資模式創(chuàng)新對(duì)于完善農(nóng)村金融體系,發(fā)展農(nóng)村經(jīng)濟(jì)又重要意義；農(nóng)村土地融資的發(fā)展與我國(guó)土地制度和金融制度改革密切相關(guān)；農(nóng)村土地融資模式創(chuàng)新應(yīng)當(dāng)符合我國(guó)制度現(xiàn)狀和現(xiàn)實(shí)國(guó)情。
[Abstract]:The theme of this paper is the innovation of rural land financing mode in China. With the acceleration of urbanization and the improvement of the level of social and economic development in rural areas, the imbalance of financial structure in rural areas and the insufficient supply of funds have become the main factors restricting the development of rural areas. The outstanding manifestation is that the rural land, as the main property of the peasants, cannot enter the capital market for financing, and the rural land market and the capital market lack of joint channels. Under this background, the author takes the innovation of the rural land financing mode as the starting point. Explore the development path of rural land financing. This paper takes the innovation of rural land financing mode as the main line of study, on the basis of analyzing the present situation of rural land financing in China and the causes of contradictions, through the reference of the successful operation experience of the land financing mode at home and abroad. This paper constructs a model selection and evaluation system in line with the present situation of rural land financing in China, and puts forward the basic ideas, basic principles and concrete schemes for the innovation of rural land financing mode in China. There are five chapters in this paper. The specific research contents are as follows: The first chapter reviews the related theories of rural land financing and defines several core concepts. The second chapter analyzes the current situation and contradiction of rural land financing in China through field investigation and data collection, and clarifies that the main obstacle to rural land financing in China is the important conclusion of institutional constraints. It is believed that the land system and the rural financial system to a great extent cause the present situation of the rural land financing in our country. The third chapter makes a comparative evaluation of several widely used land financing modes at home and abroad, and holds that the basic conditions of rural land financing are government support and the perfection of legal system. Sound capital market is the guarantee of sustainable development of rural land financing. And also designed our country rural land project financing mode choice appraisal system. Chapter four puts forward the innovation of rural land financing mode, including organizational innovation, platform innovation and product innovation. It defines the role of government, formal finance and informal finance in rural land financing, and sets up the financial platform of "policy-oriented finance, cooperative finance and commercial finance". A new rural land financing model, land income mortgage securitization, is put forward in this paper. The fifth chapter is the conclusion and prospect, through the previous research and analysis, we draw the following conclusions: the innovation of rural land financing mode is important to improve the rural financial system and develop rural economy; The development of rural land financing is closely related to the reform of land system and financial system in China, and the innovation of rural land financing mode should conform to the present situation of our country's system and the actual situation.
