【摘要】：自1994 年外匯管理體制改革以來,中國國際收支大量盈余,外匯儲備規(guī)模持續(xù)快速增長,穩(wěn)居世界第一。雖然高額外匯儲備為維護(hù)中國經(jīng)濟(jì)和金融安全提供了信心和保障,但在實(shí)際購買力、管理體制、運(yùn)用主體和投資收益性等方面存在著許多問題。面對亟待改革的外匯儲備管理和運(yùn)用問題,學(xué)術(shù)界和實(shí)務(wù)界一直有著熱烈爭論,本文認(rèn)為對此應(yīng)進(jìn)行全面客觀的分析,并適當(dāng)借鑒德國、日本和新加坡等國的外匯儲備管理經(jīng)驗(yàn)。本文建議應(yīng)對外匯儲備管理體系進(jìn)行戰(zhàn)略性調(diào)整,并不斷研究和探索外匯儲備投資多元化,充分發(fā)揮商業(yè)銀行在外匯儲備經(jīng)營中的作用。
[Abstract]:Since the reform of the foreign exchange management system in 1994, China has made a large surplus in the balance of payments, and its foreign exchange reserves have been growing rapidly, ranking first in the world. Although the high foreign exchange reserves provide confidence and guarantee for the maintenance of China's economic and financial security, there are many problems in the aspects of actual purchasing power, management system, application of the main body and the profitability of investment. In the face of the problem of management and application of foreign exchange reserves, which is in urgent need of reform, there has always been a heated debate in academic and practical circles. This paper holds that it is necessary to conduct a comprehensive and objective analysis of this issue, and to draw lessons from Germany as appropriate. Experience in managing foreign exchange reserves in countries such as Japan and Singapore. This paper suggests that the foreign exchange reserve management system should be strategically adjusted, and the diversification of foreign exchange reserve investment should be continuously studied and explored to give full play to the role of commercial banks in the management of foreign exchange reserves.
