【摘要】：跨境人民幣結(jié)算是推進(jìn)人民幣國際化的首要關(guān)口,在國際金融危機(jī)和國內(nèi)經(jīng)濟(jì)發(fā)展的雙重推動(dòng)下,人民幣逐漸顯現(xiàn)出作為國際結(jié)算貨幣的優(yōu)勢作用。為了應(yīng)對國際貨幣體系的持續(xù)動(dòng)蕩,我國近年來不斷推進(jìn)跨境人民幣結(jié)算的發(fā)展,應(yīng)當(dāng)說這是一種與時(shí)俱進(jìn)的國際化路線。2010年10月29日,天津正式批準(zhǔn)成為跨境人民幣結(jié)算試點(diǎn)城市,濱海新區(qū)作為天津的對外窗口,跨境人民幣結(jié)算業(yè)務(wù)量逐步增長,銀行陸續(xù)推出新的結(jié)算產(chǎn)品,企業(yè)對利用人民幣進(jìn)行國際結(jié)算和跨境融資的認(rèn)知度和參與度明顯提高,跨境人民幣發(fā)展的勢頭十分迅猛。但受制于許多內(nèi)外因素,業(yè)務(wù)開展至今與預(yù)期仍存在著一定的差距,因此如何推進(jìn)濱海新區(qū)跨境人民幣結(jié)算的均衡發(fā)展值得我們深入研究。本文是以天津?yàn)I海新區(qū)的跨境人民幣結(jié)算作為研究對象,主要針對濱海新區(qū)當(dāng)?shù)仄髽I(yè)和金融機(jī)構(gòu),數(shù)據(jù)選取2012年濱海新區(qū)參與結(jié)算的包括中聯(lián)重科融資租賃有限公司、天津三星電機(jī)有限公司在內(nèi)的共259家企業(yè)及36家金融機(jī)構(gòu)為樣本,對其結(jié)算量、收支額、收支占比等指標(biāo)進(jìn)行統(tǒng)計(jì),從而總結(jié)分析出近幾年天津?yàn)I海新區(qū)跨境人民幣結(jié)算的基本情況。結(jié)合近幾年來跨境人民幣結(jié)算相關(guān)政策,對目前跨境人民幣結(jié)算業(yè)務(wù)的現(xiàn)狀進(jìn)行歸納分析,探討跨境人民幣結(jié)算業(yè)務(wù)中存在的問題,根據(jù)濱海新區(qū)的發(fā)展?fàn)顩r,以微觀角度從政府部門、金融機(jī)構(gòu)和企業(yè)三個(gè)角度提出了相應(yīng)的建議,分析其未來的發(fā)展趨勢,以促進(jìn)新區(qū)跨境人民幣結(jié)算業(yè)務(wù)的快速均衡發(fā)展。濱海新區(qū)跨境人民幣結(jié)算的順利開展,不僅有利于境內(nèi)外企業(yè)的經(jīng)貿(mào)往來,更對天津未來的經(jīng)濟(jì)發(fā)展與對外貿(mào)易乃至對整個(gè)人民幣區(qū)域化、國際化進(jìn)程都具有重要的推動(dòng)作用。
[Abstract]:Cross-border RMB settlement is the primary gateway to promote the internationalization of RMB. Under the dual impetus of international financial crisis and domestic economic development, RMB gradually shows its advantage as an international settlement currency. In order to cope with the continuing instability of the international monetary system, China has been pushing forward the development of cross-border RMB settlement in recent years, which should be said to be an international route with the times. On October 29, 2010, Tianjin has been officially approved as a pilot city for cross-border RMB settlement. Binhai New area serves as an external window for Tianjin. The volume of cross-border RMB settlement business has gradually increased, and banks have introduced new settlement products one after another. The recognition and participation of enterprises in using RMB for international settlement and cross-border financing have increased significantly, and the development of cross-border RMB is very rapid. However, due to many internal and external factors, there is still a certain gap between the development of business and expectations, so how to promote the balanced development of cross-border RMB settlement in Binhai New area is worth our in-depth study. This paper takes the cross-border RMB settlement in Binhai New area of Tianjin as the research object, mainly aiming at the local enterprises and financial institutions in Binhai New area. The data selected from Binhai New area in 2012 include Zhonglian Liangke Finance Lease Co., Ltd. A total of 259 enterprises and 36 financial institutions, including Tianjin Samsung Motor Co., Ltd., were taken as samples to conduct statistics on such indicators as the settlement volume, the amount of income and expenditure, the proportion of income to expenditure, and so on. The basic situation of cross-border RMB settlement in Tianjin Binhai New area in recent years is summarized and analyzed. Combined with the policies related to cross-border RMB settlement in recent years, this paper sums up and analyzes the current situation of cross-border RMB settlement business, discusses the problems existing in cross-border RMB settlement business, and according to the development situation of Binhai New area, In order to promote the rapid and balanced development of cross-border RMB settlement business in the new area, this paper puts forward the corresponding suggestions from the three angles of government department, financial institution and enterprise from the micro angle, and analyzes its future development trend. The smooth development of cross-border RMB settlement in Binhai New area is not only conducive to the economic and trade contacts between domestic and foreign enterprises, but also plays an important role in promoting Tianjin's future economic development, foreign trade and even the whole process of RMB regionalization and internationalization.
