中國(guó)四大經(jīng)濟(jì)板塊FDI影響因素的比較研究

【摘要】:改革開(kāi)放以來(lái),中國(guó)始終不渝地支持國(guó)際投資者在華發(fā)展,現(xiàn)如今中國(guó)已經(jīng)成為跨國(guó)公司首選的海外投資地之一。截至2011年底,中國(guó)累計(jì)實(shí)際利用外資已超過(guò)1.17萬(wàn)億美元,連續(xù)20年位居發(fā)展中國(guó)家首位。FDI可以通過(guò)促進(jìn)資本形成、創(chuàng)造就業(yè)機(jī)會(huì)、技術(shù)溢出等路徑促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展。由于其在地理位置和經(jīng)濟(jì)發(fā)展方面的區(qū)位優(yōu)勢(shì),超過(guò)70%的FDI流向了東部地區(qū)。其他三大區(qū)域,即東北地區(qū)、中部地區(qū)以及西部地區(qū)引入FDI的總和不到30%的比例。中國(guó)FDI在區(qū)域間分布上的不平衡在一定程度上擴(kuò)大了區(qū)域間的經(jīng)濟(jì)發(fā)展差異。 鑒于FDI對(duì)于區(qū)域經(jīng)濟(jì)發(fā)展的促進(jìn)作用,政策制定者希望經(jīng)濟(jì)發(fā)展落后地區(qū)可以通過(guò)吸引外資流入的方式促進(jìn)自身經(jīng)濟(jì)發(fā)展,從而降低區(qū)域間的經(jīng)濟(jì)發(fā)展不平衡性。然而,政策制定者必須首先解決以下兩個(gè)問(wèn)題:首先,中國(guó)四大經(jīng)濟(jì)板塊吸引FDI的影響因素主要有哪些?其次,不同經(jīng)濟(jì)板塊的影響因素在吸引FDI方面是否存在差異? 本文利用2001-2011年的30省面板數(shù)據(jù),實(shí)證分析了中國(guó)四大經(jīng)濟(jì)板塊FDI的影響因素。實(shí)證分析結(jié)果表明不同區(qū)域影響FDI流入的因素是不同的,,而且這些影響因素是區(qū)域所特有的。在東部地區(qū),市場(chǎng)規(guī)模(PGDP)、勞動(dòng)力成本(WAGE)、勞動(dòng)力質(zhì)量(GRAD)、電信發(fā)展水平(CABLE)、對(duì)外開(kāi)放程度(OPEN)和政策激勵(lì)因素(SZONES)均可以顯著地影響東部地區(qū)的FDI流入;在東北地區(qū),市場(chǎng)規(guī)模(PGDP)、勞動(dòng)力成本(WAGE)、勞動(dòng)力質(zhì)量(GRAD)以及政策激勵(lì)因素(SZONES)可以顯著地影響東北地區(qū)的FDI吸引力;在中部地區(qū),市場(chǎng)規(guī)模(PGDP)、勞動(dòng)力質(zhì)量(GRAD)、交通運(yùn)輸發(fā)展水平(TRANSPORT)以及對(duì)外開(kāi)放程度(OPEN)均可以顯著地影響中部地區(qū)的FDI流入量;在西部地區(qū),市場(chǎng)規(guī)模(PGDP)、勞動(dòng)力成本(WAGE)、勞動(dòng)力質(zhì)量(GRAD)、交通運(yùn)輸發(fā)展水平(TRANSPORT)和政策激勵(lì)因素(SZONES)可以顯著地影響西部地區(qū)的FDI流入量。 根據(jù)實(shí)證分析的結(jié)果,本文為中國(guó)四大區(qū)域吸引FDI提出了針對(duì)性的政策建議,希望能夠幫助區(qū)域地方政府更好地吸引外資流入,實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)的協(xié)調(diào)發(fā)展。
[Abstract]:Since the reform and opening up, China has unswervingly supported the development of international investors in China. Today, China has become one of the preferred overseas investment destinations for multinational corporations. By the end of 2011, China has utilized more than 1.17 trillion US dollars of foreign capital, ranking first in developing countries for 20 years. FDI can promote regional economic development by promoting capital formation, job creation, technology spillover and so on. Because of its geographical location and economic development, more than 70% of FDI flows to the east. The other three regions, northeast, central and western, have introduced less than 30 percent of FDI. To a certain extent, the imbalance in the regional distribution of China's FDI widens the differences in regional economic development. In view of the role of FDI in promoting regional economic development, policy makers hope that backward regions can promote their own economic development by attracting foreign capital inflow, thus reducing the imbalance of regional economic development. However, policymakers must first address the following two questions: first, what are the main factors affecting the attraction of FDI to China's four major economic sectors? Secondly, are there any differences in attracting FDI among different economic sectors? Based on the panel data of 30 provinces from 2001 to 2011, this paper empirically analyzes the influencing factors of FDI in China's four major economic sectors. The empirical results show that the factors affecting FDI inflow are different in different regions, and these factors are region-specific. In the eastern region, market size, labor cost, quality of labor force, level of telecommunication development, openness to the outside world and policy incentives can significantly affect the inflow of FDI in the eastern region. Market size, labor cost, quality of labor force and policy incentives can significantly affect the FDI attractiveness of Northeast China. The market size of PGDPN, the quality of labor force, the level of transportation development and the degree of opening to the outside world can significantly affect the inflow of FDI in the central region, and in the western region, Market size, labor cost, labor quality, transport development level and policy incentives can significantly affect the FDI inflow in the western region. According to the results of empirical analysis, this paper puts forward targeted policy recommendations for the four regions of China to attract FDI, hoping to help regional local governments attract foreign capital inflow better and realize the coordinated development of regional economy.
