【摘要】：中小企業(yè),尤其是科技型中小企業(yè)是世界各國(guó)經(jīng)濟(jì)發(fā)展的主要?jiǎng)恿?在世界各國(guó)的創(chuàng)新體系中發(fā)揮著重要的作用。2012年,我國(guó)更是首次在《國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展“十二五”規(guī)劃綱要》安排專節(jié)論述促進(jìn)中小企業(yè)發(fā)展的重要性。科技型中小企業(yè)成為國(guó)家重點(diǎn)支持的發(fā)展對(duì)象,推動(dòng)科技型中小企業(yè)發(fā)展已上升到國(guó)家戰(zhàn)略�？萍夹椭行∑髽I(yè)更是因?yàn)轱L(fēng)險(xiǎn)高、投入大、資產(chǎn)輕等自身的局限性導(dǎo)致其在市場(chǎng)競(jìng)爭(zhēng)中不占優(yōu)勢(shì),特別是在融資的問(wèn)題上,科技型中小企業(yè)很難成功獲得銀行等金融機(jī)構(gòu)的貸款資金。2008年以來(lái)的全球金融危機(jī),使得中小企業(yè)的發(fā)展更加舉步維艱。 本文站在科技園區(qū)的角度,以上海市楊浦區(qū)復(fù)旦軟件園區(qū)的科技型中小企業(yè)為研究對(duì)象展開(kāi)實(shí)地調(diào)研,并根據(jù)調(diào)研結(jié)果結(jié)合楊浦區(qū)的創(chuàng)新優(yōu)勢(shì),探索我國(guó)科技園區(qū)在扶持科技型中小企業(yè)融資方面的政策建議。 調(diào)研報(bào)告的第一部分主要介紹了本文的研究背景、目的和調(diào)研方法；第二部分歸納總結(jié)科技型中小企業(yè)的概念、特點(diǎn)以及不同階段的融資需求,以期更加深入了解科技型中小企業(yè),為深入調(diào)研上海市楊浦區(qū)內(nèi)的科技型中小企業(yè)提供依據(jù)；第三部分首先介紹復(fù)旦軟件園以及入駐企業(yè)的基本情況,然后根據(jù)楊浦區(qū)政府、復(fù)旦軟件園在扶持科技型中小企業(yè)方面提供的相關(guān)措施,了解楊浦區(qū)政府在扶持科技型中小企業(yè)融資是否取得成效,以及科技園區(qū)在解決信息不對(duì)稱中能否真正發(fā)揮橋梁作用,能否為科技型中小企業(yè)融資提供更便捷的融資渠道；第四部分為調(diào)研問(wèn)卷分析,從復(fù)旦軟件園入駐企業(yè)的基本情況、資金需求情況以及融資渠道三個(gè)角度分析,并得出園區(qū)在解決科技型中小企業(yè)融資難的問(wèn)題上未能發(fā)揮出應(yīng)有的作用；第五章根據(jù)前幾章的分析,探索我國(guó)園區(qū)在更有效的支持我國(guó)科技型中小企業(yè)融資方面的有效途徑。
[Abstract]:Small and medium-sized enterprises, especially small and medium-sized technological enterprises, are the main driving force for the economic development of various countries in the world, and play an important role in the innovation system of the world. In 2012,For the first time, China has arranged a special section in the outline of the 12th Five-Year Plan for National Economic and Social Development to discuss the importance of promoting the development of small and medium-sized enterprises.Science and technology SMEs have become the development object supported by the state, and the development of science and technology SMEs has been promoted to the national strategy.Because of their own limitations, such as high risk, large investment and light assets, science and technology SMEs do not have an advantage in market competition, especially on the issue of financing.It is difficult for small and medium-sized technological enterprises to obtain loans from banks and other financial institutions. The global financial crisis since 2008 has made the development of small and medium-sized enterprises even more difficult.From the point of view of the Science and Technology Park, this paper takes the small and medium-sized sci-tech enterprises in Fudan Software Park of Yangpu District in Shanghai as the research object, and combines the innovative advantages of Yangpu District with the results of the investigation.This paper explores the policy recommendations of science and technology parks in supporting the financing of science and technology-based small and medium-sized enterprises.The first part of the research report mainly introduces the research background, purpose and research methods of this paper; the second part summarizes the concept, characteristics and financing needs of the technology-based SMEs in different stages.In order to gain a deeper understanding of science and technology small and medium-sized enterprises, and to provide the basis for in-depth investigation of science and technology small and medium-sized enterprises in Yangpu District of Shanghai. The third part first introduces the Fudan Software Park and the basic situation of the enterprises that have entered the city, and then according to the Yangpu District Government,The relevant measures provided by Fudan Software Park in supporting science and technology small and medium-sized enterprises, to understand whether the Yangpu District Government has achieved results in supporting the financing of science and technology small and medium-sized enterprises, and whether the science and technology park can really play a role as a bridge in resolving information asymmetry.Whether to provide a more convenient financing channel for small and medium-sized technological enterprises. The fourth part is the questionnaire analysis, from the Fudan software park into the basic situation of enterprises, capital needs and financing channels from three angles,It is concluded that the park has failed to play its due role in solving the problem of financing difficulties of science and technology small and medium-sized enterprises. The fifth chapter explores the effective ways of supporting the financing of science and technology small and medium-sized enterprises in our country more effectively according to the analysis of the previous chapters.
