【摘要】：由于農民群體的特殊屬性和傳統(tǒng)農業(yè)的自然慣性,其生產力的主要因素——農民和農戶在生產發(fā)展過程中遭遇了各種問題和困難的阻梗制約。其中,農村金融機構不完善、金融信貸政策指向性不明顯、民間資本市場不規(guī)范,使得農村融資步履艱難,蹣跚而行,滯障了農村經濟快速發(fā)展和社會健康繁榮�；廪r村融資難的矛盾,需要政府統(tǒng)籌帷幄制定政策、搭建平臺、確定重點領域和創(chuàng)新產品、運作各類資本市場、協(xié)調解決各種關系,需要銀行、財政、保險、稅收、農業(yè)等行業(yè)在工作態(tài)度和服務手段上變革創(chuàng)新,打造使廣大農民、農戶靠得住、離不開的"普惠金融"創(chuàng)新體系。
[Abstract]:Because of the special attribute of the peasant group and the natural inertia of the traditional agriculture, the main factor of the productivity of the farmer and the peasant household has encountered various problems and difficulties in the process of production development.Among them, the rural financial institutions are not perfect, the direction of financial credit policy is not obvious, and the private capital market is not standardized, which makes the rural financing difficult, stumbling, hindering the rapid development of rural economy and social health and prosperity.To resolve the problem of rural financing, it is necessary for the government to formulate policies, build platforms, identify key areas and innovative products, operate all kinds of capital markets, coordinate and solve various relationships, and need banks, finance, insurance, and taxation.Agriculture and other industries reform and innovate in their working attitude and service means, and create an innovative system of "inclusive finance" which can make the majority of farmers and farmers reliable.
