【摘要】："十二五"規(guī)劃明確提出,要逐步建立碳交易市場,發(fā)揮市場在控制溫室氣體排放過程中的作用。國內(nèi)外經(jīng)驗表明,強制性碳減排比自愿性減排更有效,走強制性減排之路是必然趨勢。天津濱海新區(qū)應充分利用自身優(yōu)勢,搶占先機,積極打造配額制碳金融交易中心,為我國在不久的將來加入國際性強制性減排陣營積累相關經(jīng)驗。因此,相關的組織領導協(xié)調(diào)、法律法規(guī)、交易規(guī)則、機構(gòu)建設、人才培養(yǎng)等方面都需要進行一系列的機制和制度創(chuàng)新。
[Abstract]:The 12th Five-Year Plan clearly proposes that the carbon trading market should be established step by step and play a role in controlling greenhouse gas emissions.Experience at home and abroad shows that mandatory carbon emission reduction is more effective than voluntary emission reduction, and it is an inevitable trend to follow the path of mandatory emission reduction.Tianjin Binhai New area should make full use of its own advantages, seize the first opportunity, actively build a quota carbon finance trading center, and accumulate relevant experience for China to join the international mandatory emission reduction camp in the near future.Therefore, there is a need for a series of mechanism and system innovation in related organizational leadership coordination, laws and regulations, transaction rules, institution building, personnel training and so on.
