【摘要】：本文對(duì)融資租賃的一般業(yè)務(wù)模式和應(yīng)用范圍及特點(diǎn)進(jìn)行了簡(jiǎn)要介紹,闡述了我國(guó)地方融資平臺(tái)當(dāng)前的發(fā)展?fàn)顩r和面臨的巨大資金需求問題,并著重分析了我國(guó)的融資租賃公司特別是非銀行系的融資租賃公司為我國(guó)地方融資平臺(tái)開展的基礎(chǔ)建設(shè)項(xiàng)目提供設(shè)備融資租賃服務(wù)的可行性及意義。同時(shí),文中提出并重點(diǎn)分析了融資租賃公司參與地方融資平臺(tái)基建項(xiàng)目應(yīng)該遵循的風(fēng)險(xiǎn)控制原則。通過本文的寫作,筆者希望有助于幫助我國(guó)的融資租賃公司在保證自身資金安全和不增加金融風(fēng)險(xiǎn)的前提下從地方融資平臺(tái)的基建項(xiàng)目中獲得合理的收益,并對(duì)我國(guó)融資租賃行業(yè)在風(fēng)險(xiǎn)控制和新市場(chǎng)的開拓等方面有一定的啟發(fā)作用。 筆者在提出了多條在與地方融資平臺(tái)合作中須遵守的風(fēng)險(xiǎn)控制和項(xiàng)目評(píng)估的建議后,又與其實(shí)際工作相結(jié)合,通過詳細(xì)描述筆者親身參與的一家外資融資租賃公司與某地方融資平臺(tái)成功合作的某供水工程設(shè)備租賃項(xiàng)目的細(xì)節(jié)及其審核、決策的過程,深入淺出地說明了其所提理論在實(shí)踐當(dāng)中的運(yùn)用方法和價(jià)值。在實(shí)際案例分析中,筆者使用了會(huì)計(jì)學(xué)中的報(bào)表數(shù)據(jù)分析和公司理財(cái)中的未來現(xiàn)金流預(yù)測(cè)等財(cái)務(wù)分析工具,較好地將MBA學(xué)習(xí)生涯中掌握的財(cái)務(wù)知識(shí)運(yùn)用到了實(shí)際工作當(dāng)中。 通過本文的闡述、分析和例證,筆者認(rèn)為,在符合風(fēng)險(xiǎn)控制基本原則的前提下,融資租賃模式的引進(jìn)一方面可以緩解我國(guó)地方融資平臺(tái)在大規(guī)模基礎(chǔ)建設(shè)項(xiàng)目中所面臨的巨大資金壓力、推動(dòng)我國(guó)城鎮(zhèn)化建設(shè)的發(fā)展,另一方面也豐富和拓展了我國(guó)融資租賃公司特別是非銀行系的融資租賃公司的服務(wù)領(lǐng)域,從而為我國(guó)廣大融資租賃公司開辟新的租賃市場(chǎng)和利潤(rùn)增長(zhǎng)點(diǎn)。因此,我國(guó)的融資租賃業(yè)與地方融資平臺(tái)在未來有廣闊的合作空間。
[Abstract]:In this paper, the general business model, application scope and characteristics of financial leasing are briefly introduced, and the current development of local financing platforms in China and the huge financial needs are described. The paper also analyzes the feasibility and significance of providing equipment financing lease services for infrastructure projects carried out by local financing platforms in China, especially the non-bank financial leasing companies. At the same time, the paper analyzes the feasibility and significance of providing equipment financing lease services for the infrastructure projects carried out by local financing platforms in China. This paper puts forward and analyzes the risk control principles that financial leasing companies should follow in participating in local financing platform infrastructure projects. The author hopes to help the financial leasing companies in our country to obtain reasonable income from the infrastructure projects of the local financing platform on the premise of ensuring the safety of their own funds and not increasing the financial risks. It can enlighten the finance leasing industry in risk control and new market development. After putting forward several suggestions of risk control and project evaluation in cooperation with local financing platform, the author combines them with practical work. By describing in detail the details of a water supply project in which a foreign financial leasing company and a local financing platform have successfully cooperated, the details of the leasing project of a water supply project, as well as the process of auditing and making decisions, are described in detail. In the practical case analysis, the author uses financial analysis tools such as report data analysis in accounting and future cash flow prediction in corporate finance. The financial knowledge of MBA has been applied to practical work. Through the elaboration, analysis and illustration of this paper, the author thinks that under the premise of conforming to the basic principle of risk control, On the one hand, the introduction of financial leasing model can alleviate the huge financial pressure faced by local financing platforms in large-scale infrastructure projects, and promote the development of urbanization in China. On the other hand, it also enriches and expands the service field of financial leasing companies, especially non-bank financial leasing companies in China, thus opening up a new lease market and profit growth point for the majority of financial leasing companies in China. China's financing leasing industry and local financing platform in the future has a broad space for cooperation.
