【摘要】：黨的十六大后,中央提出建設(shè)社會主義新農(nóng)村,一直都非常重視“三農(nóng)”問題的解決,然而,目前,“三農(nóng)”問題中最大的問題就是資金不足�，F(xiàn)代經(jīng)濟的發(fā)展離不開金融的支持。同理,現(xiàn)代農(nóng)業(yè)、農(nóng)村經(jīng)濟的發(fā)展也離不開農(nóng)村金融的支持。然而,因各種歷史原因,我國過去采取的是優(yōu)先發(fā)展城市,優(yōu)先發(fā)展工業(yè)經(jīng)濟,導(dǎo)致過去的一段時間忽略了農(nóng)村經(jīng)濟和農(nóng)村金融的發(fā)展。因此,目前我國農(nóng)村金融相比于城市未得到成分的發(fā)展,農(nóng)村金融也沒有充分支持農(nóng)村經(jīng)濟的發(fā)展,甚至還定程度上阻礙了農(nóng)村經(jīng)濟的發(fā)展。貴州省地處我國西部,是典型的農(nóng)業(yè)大省,農(nóng)業(yè)人口占到全省人口的70%以上,我省要實現(xiàn)社會主義新農(nóng)村建設(shè)存在很大的資金缺口。因此,發(fā)展貴州省農(nóng)村金融、解決貴州省農(nóng)村金融存在的問題是一個非常具有意義的課題,也是決定我省能否實現(xiàn)現(xiàn)代化、實現(xiàn)社會主義新農(nóng)村建設(shè)的關(guān)鍵性問題。 首先,本文簡單闡述了國內(nèi)關(guān)于農(nóng)村金融的研究現(xiàn)狀,并對我國農(nóng)村金融體系的發(fā)展歷程進行了一個簡單的梳理。 通過實地調(diào)研、查閱大量資料,本文論述了貴州省農(nóng)村金融發(fā)展的現(xiàn)狀,并從農(nóng)村金融的供給雙方分析了貴州省農(nóng)村金融供給現(xiàn)狀及供給雙方各自所具有的特點。第三部分客觀地論述了目前貴州省農(nóng)村金融存在的問題,如農(nóng)村服務(wù)體系還不夠健全、正規(guī)金融機構(gòu)金融服務(wù)供給不平衡、村鎮(zhèn)銀行發(fā)展困難重重、民間金融有待完善、農(nóng)業(yè)風(fēng)險補償機制發(fā)展落后等問題,并從制約我省農(nóng)村金融市場有效供給的角度分析了導(dǎo)致這些問題出現(xiàn)的原因。最后,文章針對問題從政府層面和農(nóng)村金融機構(gòu)層面兩方面提出了解決這些問題政策和建議。
[Abstract]:After sixteen big Party Central Committee put forward, building a new socialist countryside, has always attached great importance to the "three rural" issues, however, at present, the biggest problem is the lack of funds. The development of modern economy cannot do without financial support. Similarly, modern agriculture, rural economy development also cannot do without the support of rural finance. However, due to various historical reasons, our country has taken is the priority to the development of the city, giving priority to the development of industrial economy, resulting in the past period of time ignoring the rural economy and financial development. Therefore, at present, China's rural financial city has not been compared to the composition of the rural financial development, no development the full support of the rural economy, and even to some extent hindered the development of rural economy. Guizhou province is located in the west of China, is a typical agricultural province, the agricultural population accounted for more than 70% of the population of the province, our province In order to realize there is a big funding gap in building a new socialist countryside. Therefore, the development of rural finance in Guizhou Province, solve the problems of rural finance in Guizhou province is a very meaningful topic, but also in our province to determine whether realize modernization, a key problem to realize the construction of new socialist countryside.
First of all, this paper briefly expounds the current research status of rural finance in China, and gives a simple combing of the development process of rural financial system in China.
Through field research, access to large amounts of data, this article discusses the current situation of rural financial development in Guizhou Province, and from the rural financial supply both sides analyzed the present situation and the supply of rural financial supply in Guizhou Province, each has the characteristics. The third part objectively discusses the existing problems of rural finance in Guizhou Province, such as the rural service system is not enough perfect, formal financial institutions financial services supply imbalance, rural banks development difficulties, private finance needs to be improved, the problems of agriculture risk compensation mechanism of the development of backward, and analyzes the causes of these problems from the perspective of restricting our province rural financial supply market. Finally, aiming at the problems from two aspects of government and the level of rural financial institutions to solve these problems are put forward policies and suggestions.
