【摘要】：農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)健康持續(xù)發(fā)展是推動農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展的關(guān)鍵，是實(shí)現(xiàn)農(nóng)業(yè)規(guī)�；�、企業(yè)化、效益化的有效途徑，是促進(jìn)農(nóng)業(yè)增產(chǎn)，農(nóng)民增收的有力舉措。二十多年來，在我國農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展過程中，資金短缺問題成為制約龍頭企業(yè)持續(xù)發(fā)展的重要因素。作為農(nóng)業(yè)大省的河南，農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)發(fā)展及資金支持力度嚴(yán)重影響著河南經(jīng)濟(jì)的發(fā)展。 本文立足河南，從政策性金融的角度探討金融支持對農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)發(fā)展的影響和作用。文章由六部分組成，第一章介紹了研究背景與意義、國內(nèi)外研究狀況和研究方法。第二章從農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)界定、信貸配給理論、金融抑制理論、增長極理論等角度闡述與文章有關(guān)的基本理論。第三章闡述了河南省農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)發(fā)展現(xiàn)狀和融資渠道，針對龍頭企業(yè)發(fā)展過程中的資金需求，分析了河南省農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)發(fā)展中的資金供給渠道：財政性資金支持、農(nóng)業(yè)銀行和農(nóng)村信用社的商業(yè)性金融融資渠道、政策性金融融資渠道；在商業(yè)性金融機(jī)構(gòu)貸款審慎和貸款市場化選擇的影響下，信貸支持不足是商業(yè)性金融在農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)發(fā)展中的現(xiàn)實(shí)，財政資金的匱乏也制約了財政支持農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)的力度，為此，發(fā)揮農(nóng)業(yè)發(fā)展銀行的政策性金融支持職能，是解決農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)尤其是中小型龍頭企業(yè)資金約束的現(xiàn)實(shí)選擇。第四章重點(diǎn)分析了政策性金融支持河南省農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)的現(xiàn)狀和存在的主要問題，從農(nóng)發(fā)行河南省分行近年來涉農(nóng)貸款和對農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)貸款的情況分析政策性金融支持現(xiàn)狀，從金融支持力度有限、金融支持覆蓋面窄、龍頭企業(yè)存在的問題、農(nóng)發(fā)行管理問題等角度闡述了政策性金融支持河南省農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)存在的主要問題；第五章以大程糧油集團(tuán)股份有限公司為例，從公司基本情況、生產(chǎn)經(jīng)營狀況、財務(wù)指標(biāo)狀況、農(nóng)發(fā)行河南省分行信貸支持情況等方面，分析農(nóng)發(fā)行政策性金融支持對農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)發(fā)展的影響和作用。在上述分析的基礎(chǔ)上，第六章從國家層面、政策性金融機(jī)構(gòu)方面、農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)三方面提出政策性金融支持農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)發(fā)展的政策建議。 文章以定性分析法為主要研究方法，結(jié)合案例分析、比較分析等方法，對河南省農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)發(fā)展過程中，政策性金融給予其支持的相關(guān)問題進(jìn)行研究。
[Abstract]:The healthy and sustainable development of leading enterprises in agricultural industrialization is the key to promote the development of agricultural industrialization, an effective way to realize the scale, enterprise and benefit of agriculture, and a powerful measure to promote the increase of agricultural production and increase the income of farmers for more than 20 years. In the course of the development of agricultural industrialization in China, the shortage of funds has become an important factor restricting the sustainable development of leading enterprises. The development of agricultural industrialization leading enterprises and the strength of fund support seriously affect the development of Henan economy. Based on Henan Province, this paper discusses the influence and function of financial support on the development of leading enterprises in agricultural industrialization from the perspective of policy-oriented finance. The article consists of six parts. The first chapter introduces the background and significance of the research. The second chapter defines the leading enterprises in agricultural industrialization, the theory of credit rationing, and the theory of financial suppression. The third chapter expounds the current situation and financing channels of the leading enterprises of agricultural industrialization in Henan Province, aiming at the capital demand of the leading enterprises in the process of development. This paper analyzes the channels of fund supply in the development of leading enterprises of agricultural industrialization in Henan Province: financial fund support, commercial financial financing channels of agricultural bank and rural credit cooperatives, and financing channels of policy-oriented finance; Under the influence of prudent loan of commercial financial institutions and market-oriented choice of loans, insufficient credit support is the reality of commercial finance in the development of leading enterprises in agricultural industrialization. The lack of financial funds has also restricted the strength of financial support for leading enterprises in agricultural industrialization. To this end, the Agricultural Development Bank's policy-oriented financial support function has been brought into play. It is a realistic choice to solve the financial constraints of leading enterprises in agricultural industrialization, especially small and medium-sized leading enterprises. Chapter 4th focuses on the analysis of the current situation and main problems of policy finance supporting leading enterprises in agricultural industrialization in Henan Province. From the situation of agricultural loans and loans to leading enterprises in agricultural industrialization of the Agricultural Development Bank of Henan Province in recent years, this paper analyzes the current situation of policy-oriented financial support. From the point of view of the limited financial support, the narrow coverage of financial support, and the problems existing in leading enterprises, The main problems existing in supporting the leading enterprises of agricultural industrialization in Henan Province by the policy finance are expounded from the perspective of the management problems of the Agricultural Development Bank. Chapter 5th takes Dacheng Grain and Oil Group Co., Ltd as an example, from the basic situation of the company, the production and management situation, In the aspects of financial index status, credit support of Agricultural Development Bank Henan Branch, and so on, this paper analyzes the impact and function of the policy financial support of Agricultural Development Bank on the development of leading enterprises in agricultural industrialization. On the basis of the above analysis, chapter 6th starts from the national level. In the aspect of policy-oriented financial institutions and leading enterprises in agricultural industrialization, the policy suggestions on supporting the development of leading enterprises in agricultural industrialization are put forward. Taking qualitative analysis method as the main research method, combining case analysis, comparative analysis and other methods, this paper studies the related problems that policy finance supports in the development of leading enterprises of agricultural industrialization in Henan Province.
