【摘要】：農(nóng)村微型金融作為一種基于傳統(tǒng)金融體系發(fā)展起來(lái)的新型金融方式，核心是微型信貸，主要是為農(nóng)村地區(qū)中小企業(yè)和農(nóng)民個(gè)體提供資金支持。農(nóng)村微型金融是減少農(nóng)村居民貧困的重要手段，它有著傳統(tǒng)金融手段無(wú)法比擬的優(yōu)勢(shì)。隨著云南省社會(huì)主義新農(nóng)村建設(shè)和新型城鎮(zhèn)化發(fā)展的不斷推進(jìn)，農(nóng)業(yè)產(chǎn)業(yè)化和農(nóng)業(yè)現(xiàn)代化的發(fā)展對(duì)資金的需求量日益加大，農(nóng)村微型金融的發(fā)展恰好能夠?yàn)樵颇鲜∞r(nóng)村地區(qū)經(jīng)濟(jì)的發(fā)展提供堅(jiān)強(qiáng)的資金保障，能夠有效地為農(nóng)村中小企業(yè)保駕護(hù)航，極大地提高農(nóng)村地區(qū)金融服務(wù)質(zhì)量，促進(jìn)云南省農(nóng)村經(jīng)濟(jì)社會(huì)更好更快發(fā)展。 本文運(yùn)用文獻(xiàn)綜述法、比較分析法、例證法、歸納分析法和經(jīng)驗(yàn)總結(jié)法等多種方法，對(duì)國(guó)內(nèi)外微型金融的現(xiàn)狀及發(fā)展成果進(jìn)行系統(tǒng)的闡述分析，全面剖析了云南省農(nóng)村微型金融發(fā)展現(xiàn)狀、存在的問(wèn)題及面臨的機(jī)遇和挑戰(zhàn)，，針對(duì)實(shí)際情況提出了云南省農(nóng)村微型金融制度設(shè)計(jì)和發(fā)展的對(duì)策建議：（1）建立健全農(nóng)村微型金融發(fā)展的相關(guān)法律法規(guī)；（2）完善農(nóng)村微型金融監(jiān)管體系；（3）積極發(fā)展多元化的農(nóng)村微型金融組織；（4）完善農(nóng)村微型金融的資金融入機(jī)制；（5）構(gòu)建完善的政府扶持體系；（6）構(gòu)建多層次的微型金融發(fā)展模式；（7）完善農(nóng)村微型金融運(yùn)作模式；（8）優(yōu)化農(nóng)村微型金融發(fā)展環(huán)境。
[Abstract]:Rural Micro Finance as a new way of financial development based on the traditional financial system, is the core of micro credit, mainly for SMEs in rural areas and individual farmers to provide financial support. Rural Micro Finance is an important means of reducing poverty among rural residents, it has incomparable advantage of traditional financial instruments. With the development of new construction the new socialist countryside in Yunnan province and the town continues to promote the industrialization of agriculture and agricultural modernization development of the demand for capital is increasing, the development of rural micro finance can provide a strong financial support for economic development in rural areas of Yunnan Province, can effectively escort for the rural small and medium-sized enterprises, greatly improve the quality of financial services in rural areas, to promote better and faster development of rural economy and society in Yunnan province.
This paper uses the method of literature review, comparative analysis, exemplification and induction analysis method and experience summary, the status quo and development achievements of domestic and international micro finance elaborate analysis system, a comprehensive analysis of Yunnan Province Rural micro finance development status, existing problems and opportunities and challenges, according to the actual situation put forward the countermeasure and suggestion of Rural Micro Finance System in Yunnan province design and development: (1) the establishment of relevant laws and regulations and improve the development of Rural Micro Finance; (2) improve the micro financial supervision system in rural areas; (3) the positive development of rural micro finance organizations diversification; (4) improve the rural micro finance financing mechanism; (5) construction of the support system of perfect government; (6) building a multi-level mode of micro finance development; (7) improve the mode of rural micro financial operation; (8) the optimization of micro environment of rural financial development.
